In order to fully implement the spirit of the Fourth Plenary Session of the Twentieth Central Committee of the Communist Party of China and the Central Economic Work Conference, conscientiously implement the arrangements and arrangements of the Twelfth Plenary Session of the Provincial Party Committee and the Economic Work Conference of the Provincial Party Committee, insist on taking project investment as an important starting point for economic construction and promoting high-quality development. First, speed up project construction in an all-round way. Continuously improve the whole life cycle service management system of key projects, integrate high-quality resources to focus on key projects, and make every effort to ensure the speed and efficiency of project construction. Continuously optimize the dispatching service function of "Tianfu Project Link", accelerate cross-sectoral and cross-level data collection and business collaboration, and continuously strengthen the monitoring, early warning and tracking services of major projects such as provincial key projects and national financial support. According to the early warning level, we should strictly implement the closed-loop management requirements of early intervention, active response and timely disposal, promote the early start and rapid construction of projects, and accelerate the formation of more physical investment.
Second, make the reserve support bigger and better. Strictly implement the requirements of "six batches of projects", strive for more projects to be included in the national "Fifteenth Five-Year Plan" outline and related special plans, and constantly enrich and expand the overall plate of projects. Actively adapting to the trend of economic transformation and the requirements of developing new quality productive forces , we should pay close attention to optimizing the structure and quality of projects in the fields of strategic backbone channels, new energy systems , major water conservancy projects and urban renewal. We will systematically plan a number of major landmark projects, and accelerate the layout of a number of good projects with root industries, effective investment and sustainable tax sources in the fields of new infrastructure, new industrial tracks and improvement of people's livelihood consumption. We will deepen the preliminary work of the project and accelerate the transformation of reserve projects into key projects.
Third, do a good job of service guarantee. For key projects in line with national policies, through opening up green channels and implementing mechanisms such as tolerance and acceptance, we can achieve quick examination and approval, and further improve the efficiency of examination and approval services and the level of factor guarantee, so as to promote the implementation of projects as soon as possible with unconventional measures. We will strengthen the coordinated and combined use of various funds, such as central and provincial budgetary investment, ultra-long-term special treasury bonds, local government special bonds and new policy-based financial instruments, build a normal bank-government-enterprise docking platform, constantly strengthen the linkage between investment and lending, and more effectively guarantee the demand for project funds. We will relax access requirements for private investment, make good use of the new mechanism for cooperation between the government and private capital, support more eligible private investment projects to issue real estate investment trusts in the infrastructure sector, increase the promotion of key projects to private capital, and encourage more private capital to participate in the construction of key projects.
Fourth, continue to strengthen coordination and linkage. To give full play to the role of major project scheduling mechanism at all levels, leading departments such as development and reform, economy and information technology, commerce and economic cooperation should strengthen coordination and linkage between departments, and regularly collect project difficulties around major infrastructure, manufacturing, service and investment (under discussion) contracted projects, and coordinate and solve them at different levels and classifications. In principle, the matters that belong to the municipal and county authorities shall be solved by the municipal and county authorities; the matters that belong to the provincial authorities shall be solved by the relevant departments (units) directly under the provincial government; the cross-departmental and cross-regional difficult problems shall be studied and solved by the relevant parties organized by the leading departments directly under the provincial government, and the major problems shall be timely reported to the special meeting of the provincial government for study and solution.
