Chapter I General Provisions
Article 1 In order to implement the Guiding Opinions on Accelerating the Development of Hydrogen Energy Industry in Dalian (Da Wei Ban Fa [2020] No.60), seize the development opportunities of hydrogen energy industry, foster new momentum of economic development, accelerate the construction of "Dalian Hydrogen Energy Comprehensive Utilization Demonstration Project" and promote the development of hydrogen energy industry, a special fund has been set up with the approval of the municipal government. According to the Measures for the Management of Municipal Financial Special Funds in Dalian (Dazhengfa [2020] No.6), on the basis of the Measures for the Management of Special Funds for the Development of Hydrogen Energy Industry in Dalian, and in combination with the needs of the development of hydrogen energy industry in Dalian, the Measures for the Management of Special Funds for the Development of Hydrogen Energy Industry in Dalian (2023-2025) are revised and formed. 2 The special funds referred to in these Measures refer to the funds arranged by the municipal finance as a whole and used to promote the development of the hydrogen energy industry in our city. Article
3 The management and use of special funds shall abide by the relevant laws and regulations of the State and the financial management system in accordance with the principles of "openness, transparency, scientific management, effectiveness and supervision". The

(3) Adhere to orderly development. Based on the existing industrial base, we should optimize the layout of hydrogen energy projects in the whole city as a whole, develop in a dislocation way according to local conditions, prevent rushing headlong into mass action, blind distribution and duplicate construction, and focus on supporting the development of superior enterprises and the construction of major projects.
(4) Adhere to high-standard demonstration. Select conditional areas to carry out application demonstration, accelerate infrastructure construction and industrialization and commercialization of hydrogen energy through pilot demonstration, and further expand the application field of hydrogen energy. 5 The declaration of special funds shall meet the following basic conditions:
(1) An independent legal person, a branch of an enterprise or an unincorporated organization with a sound financial system.
(Two) production, operation and management according to law, and all statutory licensing procedures are complete.
(3) No major safety, major quality accidents or serious environmental violations have occurred within one year before the application for special funds. Chapter
II Scope of Use of Special Funds and Standards
Article 6 Supporting the Development of Hydrogen Energy Core Components, Key Equipment and Complete Machines (Vehicles) (led by the Municipal Development and Reform Commission)
(I) Scope of Support: Focusing on Hydrogen Fuel Cell Vehicles, Ships, Locomotives, Distributed power stations and other key development directions are used to develop new generation fuel cell stacks, key materials, core components and key equipment for power system integration, to improve the miniaturization, modularization, lightweight and performance of integrated key equipment, and to develop and manufacture hydrogen energy machines (vehicles). It mainly includes R & D-related expenditures such as equipment costs, material costs, testing and processing costs, fuel and power costs, conference/travel/international cooperation and exchange costs, publishing/documentation/information dissemination/intellectual property affairs costs and expert consultation costs.
(II) Support standard : After the project passes the acceptance, a subsidy of up to 30% shall be granted according to the actual R & D expenditure of the project, and the total amount of the project subsidy shall not exceed 10 million yuan. Article
7 Supporting the construction of major manufacturing investment projects in the hydrogen energy industry (led by the Municipal Development and Reform Commission)
(1) Scope of support: major manufacturing investment projects in the upstream and downstream of the hydrogen energy industry chain with a total investment of more than 20 million yuan.
(II) Support standard: After the project is completed and put into operation and passes the acceptance, the subsidy shall not exceed 10% of the newly increased fixed assets investment, and the total amount shall not exceed 20 million yuan. For the key projects determined by the municipal government, support policies should be discussed on a case-by-case basis. Article
8 Supporting the construction and demonstration of commercial fixed hydrogenation stations (led by the Municipal Development and Reform Commission)
(1) Scope of support: supporting the construction and operation of fixed hydrogenation stations in line with the layout requirements of our city. New and expanded hydrogenation stations with daily hydrogenation capacity (calculated according to the gas filling capacity of compressors working 12 hours a day) of more than 500 kg (inclusive).
(II) Support standard: For newly built and expanded hydrogenation stations with daily hydrogenation capacity (calculated based on the gas filling capacity of the compressor working 12 hours a day) of more than kg (inclusive), a one-time quota subsidy of 2.5 million yuan will be granted for each station completed before December 31, 2024; For newly built and expanded hydrogenation stations with daily hydrogenation capacity (calculated according to the gas filling capacity of compressors working 12 hours a day) between 500 kg (including) and 1000 kg, a one-time quota subsidy of 2 million yuan will be given to each station completed before December 31, 2024. 9 Supporting the operation of commercial hydrogenation stations and the production of "green hydrogen" (led by the Municipal Development and Reform Commission)
(1) From January 1, 2023 to December 31, 2024. During the operation of the hydrogenation station, ensure that the hydrogenation service is provided and the selling price is not higher than 20 yuan/kg. Based on the weight of hydrogen filling in the hydrogenation station, a subsidy of 20 yuan/kg for hydrogen filling in the hydrogenation station is given.
(2) If the hydrogen source of the hydrogenation station mentioned in the preceding paragraph is "zero carbon" green hydrogen produced by renewable energy generation and electrolysis of water, a subsidy of 10 yuan/kg shall be given to the hydrogen production enterprises providing hydrogen sources. 10 Supporting the popularization and application of hydrogen energy vehicles (led by the Municipal Bureau of Industry and Information Technology)
, hydrogen fuel cell vehicles and ships purchased by relevant institutions or individuals in our city (procurement of financial funds is not within the scope of subsidies) and put into actual operation, the production enterprises shall be subsidized in a certain proportion, and the production enterprises shall be subsidized. In principle, the total amount of financial subsidies at all levels shall not exceed 50% of the price of the whole machine.
(1) For hydrogen fuel cell vehicles, the total score shall be calculated according to the rated power of the vehicle fuel cell system with reference to the relevant national integral accounting method, with a reward of 200000 yuan per point and a maximum subsidy of 1 million yuan. The subsidy fund for
fuel cell vehicles shall be appropriated in two times, 60% of which shall be appropriated after the vehicle registration and the first centralized declaration; the remaining subsidy fund shall be centrally declared and appropriated after the vehicle has completed a total mileage of 30,000 kilometers.
(2) Hydrogen energy ships, which are purchased and put into operation before December 31, 2024, shall be subsidized according to 30% of the total cost, up to 2 million yuan.
(3) Subsidy policies and standards for the promotion and application of hydrogen energy vehicles shall be adjusted in time according to the requirements of relevant national policies, subject to the declaration notice of the Municipal Bureau of Industry and Information Technology.Article
11 Construction of public inspection and testing platforms and monitoring platforms for hydrogen energy equipment (led by the Municipal Development and Reform Commission)
(1) Scope of support: public inspection and testing platforms for hydrogen energy equipment with certain qualifications and capabilities led by hydrogen energy enterprises, universities and scientific research institutes (including transformed scientific research institutes). Hydrogen fuel cell demonstration vehicles and other equipment operation, hydrogen storage and transportation and hydrogenation safety monitoring public data platform.
(II) Support standard: After the project passes the acceptance, a subsidy of up to 30% of the investment in equipment (including software) will be granted, and the total amount of the project subsidy will not exceed 5 million yuan. The municipal government has decided to rely on research institutes such as the Hydrogen Energy Industry Development Research Institute, which is led by key colleges and universities and important expert teams, to support the policy on a case-by-case basis. 12 Supporting the ecological construction of hydrogen energy industry (led by the Municipal Development and Reform Commission)
(1) Subsidizing the operating expenses of hydrogen energy industrial parks (excluding personnel expenses). If there are 10 or more hydrogen energy enterprises or projects, the maximum subsidy shall not exceed 1 million yuan according to 50% of the actual annual operating expenses.
(2) To provide financial support for major forums, summits, exhibitions and other activities sponsored by the Office of the Leading Group for the Development of Hydrogen Energy Industry in Dalian, which are sponsored by hydrogen energy industry associations, hydrogen energy industry alliances or research institutes of universities established with the approval of government functional departments at or above the municipal level. After confirmation, 50% of the cost of each activity will be subsidized, and the annual total will not exceed 1 million yuan. Chapter
III Management
of Special Funds Article 13 Procedures
for Project Declaration and Fund Allocation (1) Issuing Notice of Declaration. The project declaration organization and implementation unit shall issue the annual fund declaration notice.
(2) Recommendation of districts (cities), counties and pilot districts. The corresponding departments of districts (cities), counties and pilot districts shall conduct a preliminary examination of the application materials of the declaration (operation) subjects, and recommend the declaration (operation) subjects that meet the requirements to the project declaration organization and implementation units.
(3) Credit review. The project declaration organization and implementation unit shall conduct credit review on the subject of declaration (operation), and the subject of declaration (operation) shall not have disciplinary information for dishonesty or be included in the list of subjects with serious dishonesty in social credit.
(4) Organizing review and acceptance. The project declaration organization and implementation unit entrusts a third party organization to organize the evaluation and acceptance of the project. The projects that meet the requirements shall be included in the list of supporting project alternatives, and the review and project acceptance shall be completed. The project declaration organization and implementation unit shall draw up the fund allocation plan according to the audit results of the third party organization. With the consent of the Party Committee of the unit, the publicity period is 7 days.
(5) Allocation of funds. If there is no objection at the expiration of the publicity period, the funds shall be allocated to the project undertaker through the project declaration organization and implementation unit after the procedural examination and verification by the Municipal Finance Bureau.
For projects with problems, the rectification shall be completed within 6 months, and the funds shall be allocated according to the process after the rectification is passed. Chapter
IV Responsibilities
Article 14 The Municipal Development and Reform Commission, the Municipal Bureau of Industry and Information Technology, the Municipal Finance Bureau and other units shall be responsible for the management of
special funds in accordance with their respective responsibilities.
(1) The Municipal Development and Reform Commission, the Municipal Bureau of Industry and Information Technology and other relevant departments, as the organizing and implementing units for the declaration of special fund projects, jointly carry out the overall use of funds, and perform their respective duties in accordance with the principle of "who uses the funds, who is responsible". To assume the main responsibility for project screening and fund supervision, to be responsible for the preparation of special fund declaration scheme, to entrust third-party organizations to carry out evaluation, to determine the fund allocation scheme, and to organize project acceptance.
(2) The Municipal Finance Bureau shall be responsible for organizing the preparation and examination of the special fund budget, approving and issuing the annual budget, and allocating the special fund according to the application submitted by the project declaration organization and implementation unit.
(3) The relevant departments of districts (cities), counties and pilot districts shall, in accordance with the principle of counterpart at the municipal level and in accordance with the declaration notice, be responsible for the preliminary examination of special fund projects, on-site inspection and verification, recommendation and reporting of special fund projects, supervision of project implementation, and cooperation with acceptance and rectification. 15 The responsibilities
of third-party institutions (1) shall be responsible for organizing and employing experts in their respective technical fields in accordance with the professional requirements, construction types, implementation methods and technical characteristics of the evaluation projects, and the number of evaluation experts shall not be less than five (including technical specialist and financial experts). Organize expert review meetings, field visits and project acceptance.
(2) Issue special reports according to expert opinions and be responsible for the authenticity of the reports.
(3) To be responsible for formulating the acceptance plan according to the acceptance requirements, organizing the expert group to carry out the process management and acceptance work in accordance with the principles of science, objectivity and impartiality, summarizing the acceptance opinions of the expert group, analyzing the process management and acceptance situation, and sorting out and filing relevant materials. 16 Duties
of experts (1) To be responsible for examining whether all declaration materials of a project conform to relevant documents and declaration requirements.
(2) In accordance with the requirements of the Administrative Measures and other documents, the evaluation experts shall independently evaluate the project declaration materials. The technical specialist is responsible for evaluating the professionalism and compliance of the applicant's equipment, research and development activities, products (services), etc.; the financial expert is responsible for judging the timeliness and authenticity of the investment expenses, invoices, payment vouchers, etc. Within the declaration period.
(3) On the basis of the independent evaluation of various evaluation experts, the expert group shall conduct a comprehensive evaluation and put forward evaluation opinions in the light of on-the-spot investigation. Article
17 Supervisory duties
(1) To strengthen the performance management of special funds, specific requirements shall be implemented in accordance with the "Opinions of the Dalian Municipal People's Government of the Dalian Municipal Committee of the Communist Party of China on the Implementation of Budget Performance Management in an All-round Way" (No.22, 2019) and other documents.
(2) If a declaring unit (individual) or a third-party intermediary conceals the truth, colludes with cheating or defrauds financial funds, once verified, the project declaration organization unit shall cancel its project declaration qualification (entrusted qualification). In accordance with the Accounting Law of the People's Republic of China, the Law of the People's Republic of China on Certified Public Accountants, the Regulations on Punishment and Punishment of Financial Illegal Acts and other laws and regulations, the relevant units and responsible persons shall be dealt with, the allocated subsidy funds shall be recovered, and the relevant responsibilities shall be investigated according to law.
(3) The Municipal Finance Bureau, the Municipal Development and Reform Commission, the Municipal Bureau of Industry and Information Technology and their staff shall prepare and examine the budget for special funds. The Municipal Development and Reform Commission, the Municipal Bureau of Industry and Information Technology and their staff have violated the regulations in the implementation of projects and the allocation of funds, allocated funds to unqualified units and other illegal and disciplinary acts. In accordance with the relevant provisions of the Budget Law of the People's Republic of China, the Civil Servants Law of the People's Republic of China, the Supervision Law of the People's Republic of China and the Regulations on Punishment and Punishment of Financial Illegal Acts, the corresponding responsibilities shall be investigated.
