On October 25, the Jiangxi Development and Reform Commission issued the "Notice of Jiangxi Energy Bureau on the Clearance of Overdue Photovoltaic Projects ", which indicated that as of September 30, 2023, the photovoltaic projects included in the competitive optimization scheme of 2021 were included. There are 34 projects with an installed capacity of 2.894 million kilowatts that have not been started (see Annex 1 for details). According to the requirements, the construction scale of the above projects has been cancelled and the corresponding power grid absorption space has been vacated.
In addition, for the remaining projects under construction, considering that the enterprise has completed a large investment, after the enterprise has made relevant commitments, it will be postponed to April 30, 2024, and the overdue project will automatically withdraw from the grid to absorb resources. According to the Notice of Jiangxi Provincial Energy Bureau on Carrying out the Investigation and Clearance of Stock Wind Power and Photovoltaic Projects (Gan Neng Xin Neng Zi [2023] No.6), the Provincial Energy Bureau has organized and carried out the investigation of the construction of stock projects. According to the investigation results, the relevant requirements for the clearance work are hereby notified as follows.
As of September 30, 2023, among the photovoltaic projects included in the competitive optimization scheme in 2021, 34 projects with installed capacity of 2.894 million kilowatts have not been started (see Annex 1 for details). According to the requirements, the construction scale of the above projects has been cancelled and the corresponding grid consumption space has been vacated.
For the remaining projects under construction, considering that the enterprise has completed a large investment, after the enterprise has made relevant commitments, it will be postponed to April 30, 2024, and the overdue project will automatically withdraw from the grid to absorb resources. Among them, those completed before December 31, 2023 will implement the energy storage configuration requirements according to the original commitment; those completed between January 1, 2024 and April 30, 2024 will be configured with energy storage according to 15% of its capacity and 2 hours.
