Recently, Yunnan Development and Reform Commission and Yunnan Energy Bureau issued the Notice on Further Perfecting the Policy of New Energy Grid Tariff.
The notice said that in order to further play the decisive role of market allocation of resources, promote the healthy and orderly development of new energy industry in Yunnan Province, and enhance the power supply capacity, new regulations will be implemented on the new energy grid tariff policy in Yunnan Province.
The notice specifies the on-grid tariff mechanism: the new energy projects connected to the grid with full capacity from January 1, 2021 to December 31, 2023 will continue to implement the on-grid tariff mechanism in 2023. 65% of the monthly on-grid electricity of full-capacity grid-connected photovoltaic projects from January 1 to June 30, 2024 and 55% of the monthly on-grid electricity of full-capacity grid-connected photovoltaic projects from July 1 to December 31 are compensated to the benchmark price of coal-fired power generation in Yunnan Province on the basis of the average transaction price of clean energy market; 50% of the monthly on-grid electricity of full-capacity grid-connected wind power projects from January 1 to June 30, 2024 and 45% of the monthly on-grid electricity of full-capacity grid-connected wind power projects from July 1 to December 31, 2024 will be compensated to the benchmark price of coal-fired power generation in Yunnan Province on the basis of the average transaction price of the clean energy market.
New compliant new energy projects (projects connected to the grid with full capacity from January 1, 2021 to December 31, 2024) shall participate in the clean energy market with full electricity, and shall be traded and settled in accordance with the rules of the clean energy market. The part of the on-grid price exceeding the average price of the clean energy market shall be shared by all industrial and commercial users in proportion to the electricity consumption. If the power has been generated but not connected to the grid at full capacity, the monthly on-grid electricity shall be temporarily settled according to the average monthly transaction price of the clean energy market, and the difference shall be liquidated according to the time of full capacity grid connection after full capacity grid connection.
The notice will be implemented from January 1, 2024.

In order to further play the decisive role of market allocation of resources, promote the healthy and orderly development of new energy industry in Yunnan Province, and enhance the power supply capacity, Matters relating to the improvement of the centralized new energy on-grid tariff are hereby clarified as follows:
I. On-grid tariff mechanism
(I) For projects connected to the grid with full capacity from January 1, 2021 to December 31, 2023, the on-grid tariff mechanism in 2023 will continue to be implemented.
(2) 65% of the monthly on-grid electricity of full-capacity grid-connected photovoltaic projects from January 1 to June 30, 2024 and 55% of the monthly on-grid electricity of full-capacity grid-connected photovoltaic projects from July 1 to December 31 will be compensated to the benchmark price of coal-fired power generation in Yunnan Province on the basis of the average transaction price of the clean energy market.
(3) 50% of the monthly on-grid electricity of wind power projects with full capacity grid-connected from January 1 to June 30, 2024 and 45% of the monthly on-grid electricity of wind power projects with full capacity grid-connected from July 1 to December 31, 2024 shall be compensated to the benchmark price of coal-fired power generation in Yunnan Province on the basis of the average transaction price of clean energy market.
2. New compliant new energy projects (full-capacity grid-connected projects from January 1, 2021 to December 31, 2024) are added to the clean energy market by means
of electricity price guidance, and are traded and settled in accordance with the rules of the clean energy market. The part of the on-grid electricity price exceeding the average price of the clean energy market shall be shared by all industrial and commercial users in proportion to the electricity consumption. 3. Actively promote green power trading
New energy projects that meet the requirements can be included in the scope of green power trading to better reflect the value of new energy green power.
4. The full capacity grid-connected time
of the project shall be determined by the Provincial Energy Bureau in conjunction with Yunnan Power Grid Company.
5. Time
of Implementation This Circular shall be implemented as of January 1, 2024. If the previous provisions of Yunnan Province are inconsistent with this Circular, the provisions of this Circular shall prevail. The on-grid electricity specified in this Notice is the on-grid electricity after being transferred to commercial operation, and the settlement of on-grid electricity during commissioning and operation shall be carried out in accordance with the relevant provisions of the state and Yunnan Province. In case of major changes in the market situation during the implementation of the policy, timely assessment and adjustment will be made.
