For hydrogen production enterprises with hydrogen production capacity of more than 500 standard cubic meters per hour (including 500 standard cubic meters per hour), the electricity fee subsidy of 0.15-0.20 yuan per kilowatt-hour is given according to the actual amount of hydrogen production by electrolytic water.
In order to support the construction of hydrogenation stations, different subsidies are given according to different scales, such as 35 MPa and 70 MPa, among which 70 MPa hydrogenation stations with daily hydrogenation capacity not less than 500 kg are newly built, rebuilt and expanded, and "hydrogen production-hydrogenation" demonstration integrated stations are qualified. A one-time subsidy of up to 10 million yuan will be given according to 30% of the actual investment in construction (excluding land costs).
In order to support the operation of hydrogenation stations, hydrogenation stations with daily hydrogenation capacity not less than 500 kg and sales price not higher than 35 yuan/kg will be given operating subsidies of 20 yuan per kg and up to 5 million yuan according to the annual cumulative hydrogenation capacity.
For the selected energy storage projects on the user side, grid side, power supply side and virtual power plant, if the annual utilization hours are not less than 600 hours, a subsidy of 230 yuan per kilowatt per year and no more than 1 million yuan for a single project shall be granted according to the scale of energy storage facilities for three consecutive years.

(X) 1. Support standards
for hydrogen production enterprises with hydrogen production capacity of more than 500 standard cubic meters per hour (including 500 standard cubic meters per hour). The electricity subsidy of 0.15-0.20 yuan/kWh will be given according to the actual amount of hydrogen produced by electrolyzing water, and the household electricity price after the subsidy will not be less than 0. The above subsidy will be shared by Chengdu and the district (city) and county where the enterprise is located. (XI) Subsidies for
the construction of hydrogenation stations 1. Fixed hydrogenation stations refer to those that are specially built by the investors of hydrogenation stations (or by the investors). The hydrogenation station that has obtained the state-owned construction land use right transfer contract (or the state-owned land use certificate or the real property right certificate) of the station;
(2) For a newly built 35MPa temporary hydrogenation station with a daily hydrogenation capacity of not less than 500 kg, which has been in formal operation for more than one year (based on the date of the first hydrogen sales invoice), a one-time subsidy of up to 1 million yuan will be granted at 10% of the actual construction investment (excluding land costs). Temporary hydrogenation station refers to the hydrogenation station where the investor (or the operating company specially established by the investor) has not obtained the state-owned construction land use right transfer contract (or the state-owned land use certificate or the real property right certificate) for the time being;
(3) After the temporary hydrogenation station has obtained the contract for the transfer of the right to use the state-owned construction land at the original site (or the state-owned land use certificate or the real property right certificate) and the license for the operation of dangerous chemicals, it meets the above-mentioned standards for the fixed hydrogenation station. According to 30% of the actual investment in the initial construction (excluding land costs), a one-time differential subsidy can be granted after deducting the temporary hydrogenation station construction subsidy, with the total subsidy not exceeding 5 million yuan.
(4) a one-time subsidy of up to 10 million yuan shall be granted to the newly built, rebuilt and expanded 70MPa hydrogenation stations with a daily hydrogenation capacity of not less than 500 kg and qualified "hydrogen production-hydrogenation" demonstration integrated stations according to 30% of the actual investment in construction (excluding land costs);
(5) For newly built, rebuilt and expanded "hydrogen (35MPa/70MPa) -oil-gas-electricity" comprehensive energy stations with a daily hydrogenation capacity of not less than 500 kg, a one-time subsidy of up to 5 million yuan/10 million yuan will be given according to 30% of the actual investment in hydrogenation function (excluding land costs).
2. Application conditions
(1) The applicant is an enterprise or relevant organization with independent legal personality;
(2) The applicant invests in the construction of a hydrogenation station with a daily hydrogenation capacity of not less than 500 kg;
(3) The hydrogen station has completed the acceptance and obtained the "Cylinder Filling License" and "Hazardous Chemicals Business License" for compressed hydrogen for vehicles issued by the relevant functional departments, and the temporary hydrogen station must be officially operated for more than one year from the date of issuing the first hydrogen sales invoice;
(4) It meets the relevant layout planning and pilot conditions for the construction of hydrogen stations in our city;
(5) There are no safety accidents and environmental pollution accidents;
(6) The fixed hydrogenation station shall obtain the state-owned construction land use right transfer contract (or state-owned land use certificate or real property right certificate) that meets the requirements;

(3) The battery components, inverters and other equipment used in the energy storage system shall be tested and certified by the certification and accreditation bodies specified by the state, and shall meet the relevant technical requirements for access to the power grid. Energy storage systems with rated power greater than 100 kW and energy storage time greater than 15 minutes shall meet the requirements of General Technical Conditions for Electrochemical Energy Storage Systems in Power Systems (GB/T36558-2018).
(4) The declaring unit bears the main responsibility for the safety of energy storage facilities, and should formulate and improve measures to strengthen the construction and management of safety and fire fighting facilities, reduce safety risks and ensure the safe operation of energy storage facilities.
(5) The declared project shall fully consider the capacity demand of the substation at the project construction site and reasonably design the energy storage scale.

(15) Subsidies for the construction of natural gas storage facilities and leasing of gas facilities, Subsidies for
purchasing gas storage services 1.2.
(2) Emergency gas storage facilities that can declare subsidies refer to those that can be purchased in accordance with the provisions of the Measures for the Construction and Operation of Natural Gas Infrastructure in order to meet the requirements of the gas storage index for the average daily consumption of natural gas in the region. Local people's governments at or above the county level organize the construction of gas storage facilities with a certain scale of gas storage, which can provide emergency and peak-shaving gas sources for downstream transmission and distribution pipelines and end-users. However, it does not include: LNG liquefaction plant; terminal gas facilities such as gasification station, gas filling (injection) station and parent station; pipeline storage of transmission and distribution network; alternative gas source projects such as coal gas and artificial synthetic gas.
(3) This special investment subsidy fund shall be used for planned new start-up or renewal projects, and shall not be used for completed projects in principle. In principle, investment subsidies for specific projects shall be approved at one time and shall not be applied for repeatedly. In principle, the same project shall not apply for different special funds repeatedly.

New energy automobile manufacturing enterprises, new energy automobile power battery manufacturing enterprises or new energy automobile power battery recycling enterprises recommended by Chengdu and listed in the list of recycling service, cascade utilization or recycling demonstration enterprises of Sichuan New Energy Automobile Power Battery Recycling Demonstration Enterprises;
C. New energy automobile manufacturing enterprises, new energy automobile power battery manufacturing enterprises or new energy automobile power battery recycling enterprises listed in the list of recycling service, cascade utilization or recycling demonstration enterprises of Chengdu New Energy Automobile Power Battery Recycling Demonstration Enterprises (to be implemented after the establishment of demonstration enterprises in Chengdu); 3.4

A. Recommended by Chengdu, listed in the list of cascade utilization or recycling enterprises in the Standard Conditions for Comprehensive Utilization of Waste Power Batteries for New Energy Vehicles issued by the Ministry of Industry and Information Technology;
B. New energy automobile manufacturing enterprises, new energy automobile power battery manufacturing enterprises or new energy automobile power battery recycling enterprises recommended by Chengdu and listed in the list of recycling service, cascade utilization or recycling demonstration enterprises of Sichuan New Energy Automobile Power Battery Recycling Demonstration Enterprises;
C. New energy automobile manufacturing enterprises, new energy automobile power battery manufacturing enterprises or new energy automobile power battery recycling enterprises listed in the list of recycling service, cascade utilization or recycling demonstration enterprises of Chengdu New Energy Automobile Power Battery Recycling Demonstration Enterprises (to be implemented after the establishment of demonstration enterprises in Chengdu);
3. (The wet regeneration enterprise shall provide the standing book of the production equipment for the reaction regeneration process, such as the extraction system, the waste lye regeneration system, and the complete set of waste gas purification equipment; the pyrochemical regeneration enterprise shall provide the standing book of the complete set of high-temperature pyrolysis furnace equipment);

(In the same year, if the funds for scale recovery, cascade utilization and recycling of power batteries for new energy vehicles are declared at the same time, only one item shall be supported in accordance with the principle of high priority.)

VII. Supplementary Provisions
(21) The "application materials" mentioned in these Detailed Rules for Implementation refer to the basic materials required for the application of policy support. At the time of declaration, the competent policy department may request the declaring unit to provide other necessary declaration materials in the declaration notice, and the specific requirements shall be subject to the declaration notice of that year.
(XXII) All copies shall be stamped with the official seal of the reporting unit, and each reporting unit shall carefully review and strictly check the project declaration data to ensure the authenticity of the project and the integrity of the data. Declaring enterprises must ensure that the declaration materials are true and effective, and those who fraudulently and repeatedly declare and defraud subsidized funds shall be disqualified and the subsidies shall be recovered after verification, and the responsible persons of the enterprises or institutions concerned shall be investigated for their responsibilities, and the enterprises shall be included in the list of dishonesty.
(23) If the same project or matter that conforms to the provisions of these Rules also conforms to the provisions of the municipal and other similar subsidy policies at all levels, it shall be supported in accordance with the principle of non-repetition, and the state, provincial or municipal special funds shall be declared. The subsidized funds that have been obtained or are being declared shall be stated in the special fund declaration materials.During the implementation of the policy, if the national and provincial policies and other factors change, our city will adjust the implementation rules in time.
(24) These Detailed Rules for Implementation shall be interpreted by the Municipal Bureau of Economy and Information Technology, the Municipal New Economic Commission and the relevant leading municipal departments. If there is any revision or adjustment, the latest declaration guidelines and notification shall prevail.
