Recently, the State Energy Administration issued the "Notice of the State Energy Administration on Organizing Pilot Demonstration of Renewable Energy Development", which calls for the organization and implementation of a number of demonstration projects with advanced technology, reasonable economic benefits and good application prospects by 2025. Promote the formation of a series of relatively mature and perfect support policies, technical standards, business models, etc., and effectively promote the development of new technologies, new models and new formats of renewable energy. Among them, technologies such as photovoltaic sand control, photovoltaic corridor, offshore photovoltaic, offshore wind power, deep-sea wind power technology, outdoor demonstration of photovoltaic power generation, new high-efficiency photovoltaic cell technology, new energy plus energy storage network technology are listed as the scope of demonstration projects.
I. General Requirements
(I) Guiding Ideology.". Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the spirit of the 20th National Congress of the Communist Party of China, in accordance with the new strategy of "four revolutions and one cooperation" for energy security, base ourselves on the new stage of development, implement the new concept of development completely, accurately and comprehensively, construct a new pattern of development, organize and carry out pilot demonstrations of renewable energy, and build a new one. We will support the cultivation of new technologies, new models and new formats of renewable energy, expand the application scenarios of renewable energy, and strive to promote the technological progress, cost reduction, efficiency improvement and mechanism improvement of renewable energy, so as to provide strong support for promoting the development of renewable energy with high quality, speeding up the planning and construction of new energy systems, and achieving the goal of carbon peak and carbon neutralization on schedule.

We will continue to take innovation as the fundamental driving force for the development of renewable energy, focus on the cutting-edge technologies for large-scale, high-proportion and low-cost development of renewable energy, and explore new scenarios, new models and new mechanisms for the development and utilization of renewable energy through organizing and carrying out demonstration projects, so as to consolidate and enhance the innovation and competitiveness of the renewable energy industry.
Diversified integration and overall deployment. Focus on the integration of renewable energy and other industries and formats, optimize the development mode, coordinate the development of renewable energy and ecological governance, rural revitalization, marine economy and other industrial development needs, and realize the complementary and integrated development of renewable energy and other industries.
Government guidance and market dominance. Give full play to the decisive role of the market in the allocation of resources, better play the role of government guidance, improve the incentive mechanism, strengthen policy guidance, optimize the market environment, give full play to the enthusiasm of enterprises to promote the construction of pilot demonstration projects, and build a fair and open market environment.

By 2025, a number of demonstration projects with advanced technology, reasonable economic benefits and good application prospects will be organized and implemented to promote the formation of a series of relatively mature and perfect supporting policies, technical standards and business models. We will vigorously promote the development of new technologies, new models and new formats of renewable energy.
3. Contents
of demonstration projects (1) Technological innovation.
1. Mainly support the application of large-capacity wind turbines from near (sea) and far (sea), focus on exploring the application of new floating foundation, ± 500 kV and above voltage level flexible DC transmission, single 15 MW and above large-capacity wind turbines and other technologies, and promote the development of digitalization and intellectualization of offshore wind power operation and maintenance.
2. It mainly supports outdoor long-term operation monitoring and research on the actual operation of key components and systems of photovoltaic power generation, such as photovoltaic modules, brackets and foundations, under typical environmental conditions in typical climatic areas such as cold, warm, plateau and hot and humid areas. " mainly supports the application of new, advanced and high-efficiency photovoltaic cell technologies such as high-efficiency photovoltaic cells, perovskite and tandem solar cells, new flexible solar cells and modules, and promotes cutting-edge technologies and equipment to enter the application market on a large scale. We will continue to promote technological progress and industrial upgrading of photovoltaic power generation. The installed capacity of a single demonstration project should not be less than 50000 kilowatts.
4. Mainly support the innovation and application of new technologies for photothermal power generation, including large-capacity units, high-efficiency heat collection system technology and equipment components, low-cost mirror field technology, large-capacity heat storage system, high-precision intelligent control system and other technological innovations and applications, so as to realize the demonstration application of photothermal power generation with low cost of electricity, and promote the development of photothermal power generation. Promote solar thermal power generation to reduce costs, increase efficiency and scale development.
5. It mainly supports the research and development of steam turbine equipment for large-capacity and high-efficiency geothermal power generation, and the research and development of key equipment and system integration technology for geothermal power generation systems with a single unit capacity of more than megawatts, which should achieve remarkable results in improving power generation efficiency, breaking through technical bottlenecks and improving the level of localization of technical equipment.
6. Mainly support the development of simulation software for mid-deep hydrothermal geothermal exploitation, tackle key problems in sandstone formation tailwater recharge technology, study the technology of reducing drilling costs and improving heat transfer efficiency of deep buried pipes, realize the app lication of air-lift reverse circulation drilling technology in mid-deep aquifer energy storage well completion, and realize the application of anti-corrosion well pipe and filter pipe well completion technology. Research and development of anti-scaling and descaling systems for groundwater pumping and irrigation systems. Actively explore technologies such as "heat extraction without water consumption, complete equal recharge in the same layer" or "sealed, non-interference underground heat exchange" to minimize interference with underground soil, rock and water.
7. Mainly support the demonstration of tidal current energy power generation in places with certain working foundation and good resource conditions, promote the application of megawatt tidal current energy generating units, and carry out the demonstration application of tidal current energy independent power supply. Explore and promote the construction of wave power generation demonstration projects, and promote the application of various forms of wave power generation devices. We will carry out multi-energy complementary demonstration of island renewable energy and explore the popularization and application of ocean energy in island multi-energy complementary power system.
8. Mainly support the R & D and engineering demonstration of grid-connected wind power, grid-connected photovoltaic power generation, grid-connected energy storage, new energy low-frequency network transmission and other technologies, significantly improve the voltage, frequency and other stable support capabilities of new energy access to the weak grid, and significantly enhance the safe and stable power transmission capacity of the transmission channel of the wind power and photovoltaic base project.
(2) Development and construction.
9. Mainly support the desert, Gobi and desert areas, coordinate resource conditions and absorptive capacity, determine the appropriate scope of development according to local conditions, strictly adhere to the red line of ecological protection, scientifically select ecological control methods and vegetation allocation models, explore effective photovoltaic sand control construction schemes under different conditions, and promote the development of the desert. Promote the development of desert control, drought-resistant plant cultivation, tourism and other related industries, and form a system of desert control, ecological restoration, ecological economy, sand industry, parallel and balanced development. The construction scale of a single demonstration project should not be less than 500000 kilowatts.
10. Mainly support the use of idle land resources outside the scope of railway slopes, expressways, trunk channels, park roads and rural roads, and promote distributed photovoltaic applications or small-scale centralized photovoltaic construction according to local conditions. Explore a new photovoltaic development and utilization mode which combines urban and rural transportation construction and development with diversified development, near utilization, green power substitution and integrated operation and maintenance.
11. Mainly support offshore wind energy resources and areas with good construction conditions, combine with offshore wind power base construction, integrate deep offshore wind power technology demonstration, through scale development, design optimization, industrial coordination and other measures, promote offshore wind power projects in deep offshore areas to reduce project cost, improve economy and achieve non-subsidized parity access to the grid. The single scale of the offshore wind power parity demonstration project is not less than 1 million kilowatts.
12. Mainly support the development and construction of sea areas such as salt fields with good solar energy resources and construction conditions. The pilot project to promote offshore " mainly supports the development and construction of offshore wind power, and integrates the development needs of regional energy storage, hydrogen production, seawater desalination and marine aquaculture. Explore and promote the construction of offshore energy islands with the characteristics of offshore energy resources supply and conversion hub, including but not limited to offshore wind power, offshore photovoltaic, ocean energy, hydrogen production (ammonia, methanol), energy storage and other energy resources conversion and utilization integrated facilities. There are no less than two demonstration types of marine comprehensive three-dimensional development and utilization, such as offshore wind power hydrogen production, seawater desalination and marine pasture.
14. Mainly support oil companies to build offshore wind farms within 10 kilometers of offshore oil and gas production platforms, explore and promote integrated development schemes such as coordinated development of offshore wind power and offshore oil and gas, nearby access, green power substitution, joint operation and maintenance, and form a complementary power supply mode between offshore wind power and oil and gas field regional power system.
15. Mainly support the construction of bio-natural gas demonstration projects with an annual output of 10 million cubic meters according to local conditions in areas with abundant organic wastes, urgent treatment of livestock manure and large demand for gas, such as major grain-producing areas and concentrated livestock and poultry breeding areas. Promote the establishment of a circular industrial system for rural organic waste treatment, organic fertilizer production and consumption, and clean gas utilization.
16. Mainly support the realization of clean heating in villages and towns with clean heating needs and conditions through different ways such as biomass cogeneration and centralized biomass boiler heating according to local conditions. In rural areas where air pollution prevention and control is not a key area, household briquette stoves can be used for heating according to local conditions in accordance with the principle of local materials.
17.It mainly supports large-scale and regional geothermal heating projects, innovative applications in geothermal energy management mode, construction mode, development technology, system design, environmental protection, operation and maintenance management, so as to realize the comprehensive and efficient development and utilization of geothermal energy and promote the high-quality development of geothermal heating.
(3) High proportion of applications.
18. Mainly support the park, enterprises, public building owners and other energy-using subjects, using new energy direct power supply, wind-solar hydrogen storage coupling, flexible load and other technologies, explore the construction of a new energy-based multi-energy complementary, source-load interac tive integrated energy system, through the development and utilization mode innovation, promote new energy development, transmission and terminal consumption. Build a high proportion of new energy demonstration, to achieve new energy power consumption accounted for more than 70%.
19. We will mainly support industrial parks with green and low-carbon industrial clusters, a good foundation for industrial energy conservation and carbon reduction, and solid energy consumption measurement, develop and utilize renewable energy such as wind, light, biomass and geothermal energy according to local conditions, and carry out renewable energy consumption substitution actions, so that 100% of the new energy consumption in the region will be met by renewable energy. Priority should be given to international cooperative ecological parks, national economic development zones, provincial industrial parks and other parks with significant demonstration and driving effects.
20. Mainly support the comprehensive utilization of new energy and various new energy technologies in areas where conditions permit, combining local resources and energy use characteristics, and take villages and towns as units to build a highly self-sufficient new energy micro-energy network with wind, light and biomass as the main energy sources, supplemented by other clean energy sources, so as to enhance the level of clean and electrification of rural energy use. Support the construction of ecologically livable and beautiful countryside.
4. Work requirements
(1) Advanced technology and reasonable economy. The demonstration project shall have advanced technology, the technical route and engineering equipment adopted shall reach the advanced level in the industry, and the original technology with independent intellectual property rights shall be encouraged to be adopted; the project investment and income shall be reasonable, the economic evaluation shall be feasible, and the exploration of innovative business models shall be encouraged. Support relying on demonstration projects, organize and formulate a number of industry standards, and strengthen the implementation and application of standards.
(2) The effect is remarkable and the popularization is strong. Demonstration projects should have outstanding design concepts, innovative achievements and demonstration effects, focusing on improving renewable energy utilization technology, promoting efficient utilization of renewable energy, improving the economy of renewable energy utilization, and have strong replicability and application potential.
(3) The basic elements are complete and the construction starts on time. The preliminary work for the application of the demonstration project is sufficient, and the main body of investment, land use, environmental assessment, absorption conditions and implementation plan have been implemented. In principle, the demonstration project will start construction during the "14th Five-Year Plan" period, and continue to promote the completion and commissioning of the project.
5. Organization and implementation
(1) Project organization. We should adhere to the principle of giving priority to the province and overall planning by the state. The competent departments of energy at the provincial level shall, in accordance with the relevant requirements of this Circular, further refine the relevant requirements and evaluation criteria for the demonstration projects to be carried out in their respective regions, organize enterprises to submit the implementation plans of the demonstration projects and other materials, or select the projects that meet the requirements from their respective regions; organize third-party technical institutions to review the projects one by one, and form a list of pilot demonstration projects in their respective regions according to the review opinions; According to the principle of "selecting the best from the best, rather lack than abuse", the demonstration projects should be carefully arranged, and in principle, the demonstration projects carried out by provinces (districts and municipalities) should not exceed two projects in each category. The pilot demonstration projects shall be reported to the National Energy Administration in a timely manner.
(2) Project management. The competent energy departments at the provincial level shall organize relevant development enterprises to promote the construction of pilot demonstration projects as required on the premise that the consumption is guaranteed and the economy is affordable, and the projects shall not start construction until the necessary supporting documents have been obtained. For projects with major changes in construction content, major adjustments in technical routes or projects that cannot continue to be implemented, suggestions for updating and adjusting should be put forward in a timely manner.
(3) Experience promotion. After the completion of the demonstration project, the provincial energy authorities shall organize acceptance and summary evaluation in time, and report the completion of the project to the National Energy Administration. According to the completion of the pilot demonstration project, the National Energy Administration, together with the relevant provincial energy authorities, comprehensively evaluates the demonstration effect and promotion prospects, and carries out timely publicity and promotion in a wider range according to the actual situation.
(4) Supervision and management. The competent energy departments at the provincial level and the dispatched agencies shall strengthen the supervision over the implementation of the pilot demonstration projects in the region, continuously track the progress of the project construction, the implementation of policies, the completion of indicators and the demonstration effect in accordance with the relevant standards and requirements of the pilot demonstration projects formulated by the provinces (autonomous regions and municipalities) in advance, and strictly control the construction quality to ensure the safe and orderly implementation of the project.
(5) Policy support. According to the actual situation, each region actively provides financial support for the pilot demonstration projects, and after being integrated into the territorial and spatial planning at all levels, it increases the guarantee of land use, sea use and other factors, optimizes the project approval process, and creates good conditions for the construction of the pilot demonstration projects.
