Recently, the Yunnan Development and Reform Commission issued the Notice on Further Perfecting the Time-of-Use Electricity Price Policy, which made it clear that the province would implement the improved Time-of-Use Electricity Price Policy from January 1, 2024.
The peak period is from 9:00 to 12:00 and from 17:00 to 22:00; the average period is from 7:00 to 9:00, from 12:00 to 17:00 and from 22:00 to 23:00; and the valley period is from 23:00 to 7:00 of the next day. The electricity price ratio of peak period, normal period and valley period is 1.5: 1: 0.5 , that is, the electricity price of normal period is the benchmark price, and the electricity price of peak period is 50% higher than that of normal period. During the valley period, the electricity price will drop by 50% . The implementation time of
peak electricity price is from 10:30 to 11:30 and from 17:30 to 18:30 every day in January, March, April and December every year, totaling 2 hours. The electricity price level during
the peak period will rise by 20% on the basis of the electricity price during the peak period this month. According to the judgment of Yunnan Energy Bureau and Yunnan Power Grid Company on the power supply and demand situation during the summer and winter peak periods, the peak electricity price can rise by no less than 30% in principle on the basis of the peak electricity price.
The following is the full text of the policy:

In order to adapt to the increasing proportion of new energy installed in Yunnan Province, Under the new situation of higher requirements for system regulation ability, we should give full play to the signal role of time-of-use electricity price, better guide users to cut peak and fill valley, improve the situation of power supply and demand, serve the construction of new power system, and promote the green and low-carbon development of energy. According to the requirements of the Notice of the National Development and Reform Commission on Further Perfecting the Time-of-Use Electricity Price Mechanism (FGJG [2021] No.1093), The relevant matters concerning the further improvement of the time-of-use electricity price policy in Yunnan Province are hereby notified as follows:
I. Scope
of Implementation Except for the traction power consumption of electrified railways (including subways) specially stipulated by the state, all large industrial users and general industrial and commercial users with a power consumption capacity of 100 kilovolt-amperes or above shall implement the time-of-use electricity price. The time-of-use electricity price is not implemented for residential and agricultural electricity consumption, and the time-of-use electricity price for residential charging piles is specified separately.
2. Peak and valley electricity price
(I) The time period is divided
into 8 hours of peak and valley: 9:00 — 12:00, 17:00 — 22:00 in peak period; 7:00 — 9:00, 12:00 — 17:00, 22:00 — 23:00 in ordinary period; The trough period is from 23:00 to 7:00 of the next day.
(2) The floating proportion
time-sharing electricity price is based on the average monthly settlement price of electricity purchased by each electricity user in the market transaction (the price of electricity purchased by the agent is based on the price of electricity purchased by the agent). The price ratio of electricity in peak, normal and valley periods is 1.5: 1: 0.5, that is, the electricity price in normal period is the benchmark price, the electricity price in peak period is 50% higher than that in normal period, and the electricity price in valley period is 50% lower than that in normal period. Transmission and distribution prices (including line losses), system operating costs, government funds and additional funds do not participate in the floating.
3. Peak electricity price
(I) During the peak period
of January, March, April and December, the peak electricity price will be implemented for 2 hours from 10:30 to 11:30 and from 17:30 to 18:30 every day, and will be adjusted in real time every year according to the situation of power supply and demand.
(2) The electricity price level during the peak period of the floating proportion
shall rise by 20% on the basis of the electricity price during the peak period of this month. According to the judgment of Yunnan Energy Bureau and Yunnan Power Grid Company on the power supply and demand situation during the summer and winter peak periods, the peak electricity price can rise by no less than 30% in principle on the basis of the peak electricity price.
4. Other matters
(1) Capital gains and losses arising from the implementation of peak and valley electricity prices shall be shared by industrial and commercial users who implement time-of-use electricity prices, and Yunnan Power Grid Company shall collect, reflect and liquidate separately on a monthly basis. The funds for increasing peak electricity price are preferentially used to balance the demand for peak electricity funds, and the remaining part is shared by industrial and commercial users who implement time-of-use electricity price. Yunnan Power Grid Company will submit the implementation of the previous year to the Provincial Development and Reform Commission before the end of March next year.
(2) The implementation scope, time division and floating level of the time-of-use tariff policy for local power grids and incremental distribution networks shall be implemented in accordance with this Circular.
(3) State (city) development and reform departments, power grid enterprises and incremental distribution network enterprises should carefully organize and carefully deploy, inform relevant users in various ways and interpret policies, strive for understanding and support from all parties, and ensure the smooth landing of policies.
(4) The Provincial Development and Reform Commission, together with the Provincial Energy Bureau, will evaluate the implementation effect, strengthen the analysis and judgment, and dynamically adjust the time-of-use electricity price mechanism according to the power supply and demand situation, the peak and valley characteristics of the system, the new energy consumption and the market reform process.
(5) Power grid enterprises shall speed up the upgrading and replacement of meters, ensure the conditions for the full implementation of the time-of-use electricity price policy, and closely monitor the changes in the electricity load in the province. If there are major adjustments in the electricity load or other problems in the implementation, they shall report to the Provincial Development and Reform Commission in a timely manner.
This Circular shall be implemented as of January 1, 2024. If the current policy is inconsistent with this notice, the provisions of this notice shall prevail. Development and Reform Commission
