From the aspects of policy guidance, technical support and market regulation, efforts are made to expand the development space of roof distributed photovoltaic, and to promote the orderly development of roof distributed photovoltaic on the premise of ensuring the safe and stable operation of the power system.
(1) The competent energy departments at all levels should give full play to the role of planning guidance, strengthen the coordinated planning of new energy and thermal power, pumping and storage, energy storage and high-energy projects, balance the relationship between different types and different utilization modes of new energy projects, and rationally arrange the construction of new energy around the task of responsibility and weight of renewable energy power consumption. If the actual construction scale of the project is smaller than filing scale due to force majeure, the project filing organ shall guide the filing subject to change the filing of the project. (6) For household photovoltaic projects that meet the requirements of the State Energy Administration's "100 Questions and Answers for Household Photovoltaic Construction and Operation" (2022 edition) and "Guidelines for Household Photovoltaic Construction and Operation" (2022 edition), all localities should further optimize their services and guide local power grid companies to provide services for enterprises in accordance with the wishes of household roof owners. For household photovoltaic projects with risks in access and absorption, the power grid should present a risk reminder letter in the filing service and confirm with the filing subject.
(7) The power grid shall issue access opinions for projects that meet the technical conditions, and the incremental distribution network enterprises shall study and issue access opinions for projects in the incremental distribution network area. For projects that have obtained access opinions and have been completed within the validity period, power grid enterprises should do a good job of grid connection services in accordance with the principle of "merging as much as possible, merging as early as possible", and implement the grid connection requirements of roof distributed photovoltaic projects in accordance with relevant technical specifications. In principle,
rooftop distributed photovoltaic power generation projects should be completed and connected to the grid with full capacity within one year after they are incorporated into the construction scale. For projects that exceed the time limit or are confirmed to be unable to advance, the competent energy departments of the districts and municipalities where they are located should clean them up in a timely manner and link them up with local grid enterprises to make room for access.
3. Insisting on innovation-driven and promoting high-quality development
, all relevant units should improve the system and mechanism adapted to the new power system in accordance with the requirements of accelerating the construction of a new power system with a gradual increase in the proportion of new energy sources, promote the strengthening of power technology innovation, market mechanism innovation and business model innovation, and promote the construction of a new power system. Actively adapt to and actively integrate into the system, do a good job in large-scale, high proportion of new energy access to the grid, and promote the high-quality development of roof distributed photovoltaic.
(8) Power grid enterprises should give full play to the role of platform, focus on the access of high-proportion roof distributed photovoltaic power generation projects, conduct in-depth research on innovative grid structure and operation mode, actively improve the technical specifications of low-voltage roof distributed photovoltaic network-related projects, and add roof distributed photovoltaic projects with "considerable, measurable, controllable and adjustable". (10) For urban and rural roof distributed photovoltaic power generation with centralized and continuous development and other areas without low-voltage access conditions, the main body of photovoltaic development should give priority to 10 kilovolt confluence mode to access the grid. Encourage the use of big data, artificial intelligence and other technical means to study and construct hierarchical, zonal, differentiated, coordinated and optimized control technology to achieve centralized and continuous development of roof distributed photovoltaic group control.
The roof distributed photovoltaic secondary system shall meet the relevant national and industrial standards and the regulations of power grid enterprises. Roof distributed photovoltaic system manufacturers, integrators and installation units shall not retain remote control interfaces and corresponding capabilities.
(11) The competent energy departments at all levels shall, in strict accordance with the relevant requirements of the Guiding Opinions on Implementing the Requirements of "Three Regulations and Three Necessaries" for the Construction of Renewable Energy Projects in Jiangxi Province, tighten the responsibility of territorial safety supervision for the construction and operation of roof distributed photovoltaic power generation projects, and urge the main body of development to fulfill the main body of safety production enterprises. 4. Adhering to market orientation and gradually breaking the bottleneck

We should take the absorption of red areas as the main battlefield to build a new power system and promote the market-oriented development of new energy, and take various measures to ensure the security of the power grid system. Support the pilot work of evaluating the carrying capacity and improvement measures of roof distributed photovoltaic access grid in areas where the problem of roof distributed photovoltaic access is prominent, and explore and summarize the experience that can be popularized.
(14) The main body of new energy development should follow the principle of marketization, fully consider the risk of utilization rate prompted by the early warning signal of power consumption, make independent decisions on whether to declare projects and assume related risks, take the initiative to assume peak shaving obligations, voluntarily accept power grid dispatching, and make decisions on whether to declare projects or not. Commitment to bear the risk of affecting the project income due to the failure to connect to the grid in time and the decline in the utilization rate of power generation operation. For household photovoltaic projects accepted and filed by power grid enterprises, power grid enterprises should do a good job of mass tips for possible risks. In view of the damage to the interests of the masses in the process of roof distributed photovoltaic development, energy authorities at all levels should actively obtain the support of relevant departments, strictly investigate and punish in accordance with the law and regulations, and effectively protect the legitimate rights and interests of the masses.
(16) The competent energy departments of the districts and municipalities shall urge the competent energy departments at the county level to guide the cooperation agreements signed between the developers and the residents in accordance with the Guidelines for the Construction and Operation of Household Photovoltaics (2022 Edition) issued by the State Energy Administration, and further clarify the development mode, the proportion of income distribution and the risks borne by all parties. The contract (agreement) for the development and construction of household photovoltaic projects should avoid enterprises transferring project operation risks and financial risks to residents by means of resident information loans or disguised loans.
In order to establish the concept of coordinated development of household photovoltaic, the competent energy departments of the districts and municipalities, together with the urban and rural planning departments, should be encouraged to guide the installation of roof photovoltaic reasonably in the light of the situation of household roof buildings and the relevant urban and rural planning, and should not blindly pursue the installed capacity, resulting in the phenomenon that the projection area of components is larger than roof area, etc. It shall not affect the safety of the building and the architectural style.
(17) Each roof distributed photovoltaic development entity shall establish and improve the information of project filing and card establishment in a timely manner in accordance with relevant national policies, so as to guarantee the rights and interests of the project to obtain green certificates and participate in green power transactions. Jiangxi Renewable Energy Information Center should continue to do a good job in information statistics and reporting of roof distributed photovoltaic power generation project construction plan, and carry out public services related to project declaration, filing and card establishment.
