19 People's governments at or above the county level shall organize and carry out statistics on the grid-connected capacity, under-construction capacity, proposed capacity and distribution area of distributed photovoltaic and decentralized wind power within their respective administrative areas, regularly publicize the accessible capacity of distributed photovoltaic and decentralized wind power, and guide the rational distribution of distributed photovoltaic and decentralized wind power generation.
Encourage eligible public buildings, industrial and commercial buildings, household roofs, etc. To install distributed photovoltaic power generation facilities in accordance with the relevant provisions of the state and the province, focusing on promoting the application of distributed photovoltaic in transportation, public services and other fields. 20 Encourage and support the use of biomass resources such as livestock and poultry manure, crop straw and other wastes, and adopt clean and efficient technologies to produce biogas and biogas, so as to promote the industrialization of biogas.
Encourage and support the production and utilization of biomass fuels, develop the co-production of biomass heat, electricity, gas, carbon and fertilizer, improve the energy utilization level of agricultural and forestry wastes, and promote the diversified utilization of biomass energy.

21 The departments of energy, natural resources and water administration of the people's governments at or above the county level shall scientifically promote the development and utilization of geothermal energy according to local conditions, use qualified geothermal energy for geo thermal power generation according to the endowment of geothermal resources, promote geothermal heating and refrigeration, and promote hot spring tourism, medical care and facility agriculture in an orderly manner. 22 People's governments at or above the county level and their relevant departments shall encourage the development of hydrogen production from new energy electrolysis water, promote the innovation of key core technologies for hydrogen production, and promote the large-scale development of the green hydrogen industry. According to the requirements of the construction of the national standard system of hydrogen energy industry, the multi-phase storage and transportation channels of hydrogen energy are scientifically planned to form a diversified storage and transportation pattern. Promote the research and development of hydrogen energy equipment, optimize the layout of hydrogenation infrastructure, and expand the demonstration application of hydrogen energy in transportation, power generation, distributed heating, green steel, green chemical industry and other fields. 23 Encourage the safe and comprehensive utilization of nuclear energy, promote the construction of nuclear power plants in an orderly manner, optimize the energy structure and improve the energy supply capacity. Article
24 Power grid enterprises shall strengthen the construction of supporting transmission projects for new energy power generation projects, rationally arrange the construction schedule, ensure that the transmission projects match the construction progress of power supply projects, and ensure the timely connection of new energy power generation projects to the grid. New energy power generation projects that do not match the planning and construction timing of
power grid enterprises can be invested and constructed by power generation enterprises. After completion, after consultation between the power grid enterprise and the power generation enterprise, the power grid enterprise can buy back according to the law. Article
25 The competent energy departments of the people's governments at or above the county level shall take full account of the development scale of regional wind power and photovoltaic power generation, the peak shaving demand of the power system, the resource conditions of the station site and the economy of the project, promote the planning and construction of pumped storage power stations, enhance the regulation capacity of the power system, and promote the absorption of new energy and the adjustment of energy structure. 26 The competent energy departments of the people's governments at or above the county level shall make overall plans for the construction of new energy storage projects, such as electrochemical energy storage, mechanical energy storage, electromagnetic energy storage, hydrogen storage and heat (cold) storage, so as to promote the large-scale application of new energy storage, support the participation of social resources in the construction of new energy storage, and promote the construction of new energy storage projects. We will guide new energy power stations to allocate new energy storage in a market-oriented manner, such as self-construction, joint construction and sharing, and promote the application of new energy storage in power supply, power grid and users, so as to enhance the flexibility of the power system and promote the high proportion of new energy consumption. 27 Encourage the synchronous design, construction and acceptance of new buildings and new energy supply systems such as solar energy, geothermal energy and biomass energy, support the promotion and application of new energy supply systems in existing buildings, and promote the integrated application of new energy buildings. 28 Traditional energy enterprises such as oil, gas and coal are encouraged to utilize their own mining rights, land and other resources in accordance with the law and regulations, strengthen the development and utilization of new energy sources such as solar energy, wind energy and geo thermal energy, promote the integration of new energy sources with traditional energy sources, and promote the substitution of production energy. 29 People's governments at or above the county level and their relevant departments shall strengthen policy support for the development of new energy industries, foster and build new energy industry clusters with distinctive features, complete chains, high-end brands and significant driving effects, promote the deep integration of industrial chains with innovation chains, capital chains and talent chains, and give full play to leading enterprises. Promote private enterprises to participate in the development of new energy industry. Article
30 Departments of science and technology, development and reform, industry and information technology of provincial and district-based municipal people's governments shall promote scientific and technological innovation and demonstration applications in the fields of solar power generation systems, fan equipment, key equipment for pumped storage power generation, new energy storage batteries, hydrogen storage equipment and other new energy equipment, and promote research and development of new technologies and materials. Promote the integration and development of new energy equipment and energy electronics industry. Article
31 People's governments at or above the county level and their relevant departments shall strengthen the construction of new energy application infrastructure, encourage the whole society to give priority to the use of clean low-carbon energy such as wind, solar, biomass and geothermal energy, stimulate the potential of green energy consumption in the whole society, and promote the green transformation and upgrading of energy consumption structure.
Encourage the upgrading of new energy facilities and equipment. New energy power generation and new energy storage facilities and equipment that have reached the design service life and have been assessed as not meeting the conditions for safe operation shall be dismantled and the corresponding ecological environment shall be restored in accordance with the relevant provisions of the state and the province. New energy enterprises, equipment manufacturing enterprises, scientific research institutions, universities and other relevant units are encouraged to carry out research on the recycling of waste materials of new energy facilities and equipment, and to establish and improve the industrial chain system for the recycling of new energy facilities and equipment. 32 The provincial people's governments and their relevant departments shall guide the distribution of incremental data centers and related industries in Beijing, Tianjin and Hebei to areas rich in wind and solar energy resources, support the construction of green big data bases with new energy as the main energy supply, and promote the integration and development of big data industries and new energy industries.
Relying on new energy-consuming areas such as Xiongan New Area and Beijing Daxing International Airport, we will expand the consumption of new energy power in Zhangjiakou and Chengde, and promote the coordinated consumption of new energy power in Beijing, Tianjin and Hebei.
Explore the direct supply of new energy power and increase the proportion of new energy power in terminal energy consumption. Article
33 The provincial people's government and its relevant departments shall support the construction of Zhangjiakou Renewable Energy Demonstration Zone, support the pilot test of new energy policies, and promote the high-quality development of the whole industrial chain of photovoltaic power generation, wind power and hydrogen energy.
Zhangjiakou Municipal People's Government should establish and improve the development policy system of renewable energy demonstration zones, explore new energy development models and new formats, promote green energy conservation and green consumption, promote the high proportion and large-scale application of new energy, promote industrial transformation and upgrading, and promote the integration of production and city development. IV Service Guarantee
Article 34 Power grid enterprises shall moderately advance the layout, strengthen the planning and construction of power grids, promote the construction of new power systems, apply advanced power technologies and equipment, develop distributed smart grids, and improve the level of intelligent regulation of power grids. 35 Power grid enterprises shall actively access and absorb new energy in accordance with the relevant provisions of the State, sign grid-connected agreements with new energy power generation enterprises that have been approved or filed in accordance with the relevant planning and construction of new energy development, and provide grid-connected services. Power grid enterprises should promote the wide application of new energy electronic platform, realize the online processing of the whole process of network connection, and improve the level of network connection service facilitation.
Power grid enterprises shall implement the relevant national standards for grid-connected power generation, and shall not require repeated testing of qualified grid-related equipment tested and certified by state-recognized testing and certification institutions.
New energy power generation enterprises shall carry out the construction and commissioning of power stations in accordance with the relevant technical standards and specifications of the state for the access of power stations to the power grid, and the equipment used in the power grid shall pass the inspection and certification, and shall not shut down or adjust the parameters without authorization. Article
36 The province shall establish and improve a market mechanism adapted to the development of a high proportion of new energy, support new energy power generation enterprises and power users to participate in green certificate trading and green power trading, and attract social capital to invest in the new energy industry.
Promote the participation of new energy storage in power market and dispatching application. New energy storage enterprises are encouraged to participate in electricity market transactions and form prices in a market-oriented manner. Power grid enterprises should carry out scientific dispatch and play the role of energy storage and peak shaving. Article
37 The competent energy department of the provincial people's government shall improve the compensation mechanism for deep peak shaving of coal-fired power, guide coal-fired power generation enterprises to implement flexible transformation of units, enhance the peak shaving capacity of units, and ensure the safe and stable supply of new energy.Article
38 People's governments at or above the county level shall strengthen power demand side management, coordinate the economic benefits of enterprises and the overall interests of society, guide enterprises to participate in the interaction of power supply, power grid, load and energy storage, enhance the capacity of power demand side to respond to valley filling, and promote the absorption of new energy. Article
39 People's governments at or above the county level and their departments of ecological environment, development and reform shall encourage new energy enterprises to participate in voluntary greenhouse gas emission reduction and support certified emission reduction to participate in tradin G. Article
40 Where the gas and heat produced by biomass resources meet the technical standards for the access of gas and heat pipelines to the network, enterprises operating gas and heat pipelines shall accept their access to the network.
Petroleum sales enterprises shall incorporate bio-liquid fuels that meet the national standards into their fuel sales system in accordance with the relevant provisions of the state and the province. Article
41 The relevant departments of the provincial people's government shall, in accordance with the needs of new energy development, optimize and adjust the planning of forest land, grassland and wetland according to law and regulations, so as to promote the economical, intensive, scientific and rational use of land resources. The departments of natural resources, forestry, grassland and administrative examination and approval of the people's governments at or above
the county level shall establish a linkage mechanism for the examination and coordination of land use, forest use, grass use and sea use for new energy projects, and guarantee the construction needs of land use, forest use, grass use and sea use for new energy projects in accordance with the relevant provisions of the state and the province. Local governments are
encouraged to supply land for new energy projects through long-term leasing, leasing before transfer, and flexible annual transfer.
Encourage the use of unused land and stock construction land to develop photovoltaic power generation industry. On the premise of strictly protecting the ecology, it is encouraged to select and construct large-scale photovoltaic bases in deserts, deserts and other areas; for oil fields, gas fields and coal mining subsidence areas that are difficult to reclaim or repair, it is promoted to plan and construct photovoltaic bases in non-cultivated land areas. occupied for the construction of photovoltaic array, the competent forestry and grassland departments of the people's governments at or above the county level shall scientifically assess the grassland resources and ecological conditions, reasonably determine the suitable construction areas, construction modes and construction standards, and encourage the adoption of grass-light complementary mode to promote grassland ecological restoration. Where a photovoltaic array is constructed by occupying shrub land, artificial waters for aquaculture and artificial beaches, the mode of complementary forest-light and fishing-light shall be adopted, and shall be implemented in accordance with relevant laws, regulations, plans and regulations. new energy projects should avoid the areas clearly stipulated by laws, regulations and plans. The construction of

42 People's governments at or above the county level and their relevant departments shall explore the establishment of green channels for the examination and approval of new energy projects and supporting power grid projects, standardize the examination and approval items according to law, optimize the examination and approval process, reduce the time limit for examination and approval, and implement the system of online processing, one-time notification and parallel examination and approval of the whole process, so as to improve the efficiency of examination and approval. 43 People's governments at the county level shall support the construction of new energy projects, speed up the implementation of project construction conditions, urge investors to strengthen project quality and safety management, and complete the construction of new energy projects on time. 44 The people's governments at or above the county level and their departments of science and technology, development and reform, and energy shall improve the institutional mechanisms and policy measures to support the innovative development of new energy sources, intensify the training and introduction of professionals, and promote the construction of innovative platforms such as technological innovation centers, industrial innovation centers and key laboratories. We will guide and support industry-university-research cooperation among enterprises, scientific research institutions and institutions of higher learning, and carry out independent innovation and transformation of key new energy technologies. Article
45 The people's governments at or above the county level may arrange funds to support the following new energy development matters according to the local financial situation:
(1) Scientific research, technology development and standard formulation for the development and utilization of new energy;
(2) Construction of new energy science and technology innovation platform;
(3) Exploration and survey of new energy resources and the construction of relevant information systems;
(4) Subsidies for the construction of demonstration projects for the development and utilization of new energy or the purchase of facilities and equipment;
and (5) Other matters concerning the development and utilization of new energy. Article
46 Financial institutions are encouraged to provide financial service products and credit support for new energy projects in accordance with relevant provisions. Enterprises that have been included in the list of renewable energy power generation subsidy projects shall be supported by subsidized loans in accordance with the principles of marketization and legalization. People's governments at or above
the county level and their relevant departments shall use government-guided funds to guide social capital to invest in new energy projects. Private equity funds such as venture capital funds are encouraged to invest in new energy projects. Supporting new energy enterprises to finance directly through public issuance of stocks, bonds and real estate trust and investment funds. Article
47 Tax authorities shall implement relevant preferential tax policies for new energy enterprises in accordance with the law and regulations. Article
48 Units and individuals engaged in the investigation, development and utilization of new energy shall abide by relevant laws and regulations on safety in production, occupational health and ecological environment protection, strengthen the management of safety in production, fulfill the obligation of land reclamation, protect the ecological environment and prohibit destructive development and utilization. Article
49 People's governments at or above the county level shall supervise and inspect the development of new energy by people's governments at lower levels and relevant departments, and report to the people's congresses at the corresponding levels and their standing committees on the promotion of new energy development. Chapter
V Legal Liability
Article 50 If the competent energy departments and other relevant departments and institutions of the people's governments at or above the county level violate the provisions of these Regulations and commit one of the following acts, the people's governments at the corresponding levels or the relevant departments of the people's governments at higher levels shall order them to make corrections. The responsible leaders and the persons directly responsible shall be given sanctions in accordance with the law; where a crime is constituted, criminal liability shall be investigated according to law:
(1) failing to implement an administrative license in accordance with the law;
(2) failing to investigate and punish illegal acts in accordance with the law;
(3) imposing administrative penalties in violation of the statutory limits of authority and procedures;
(Four) other acts of abuse of power, favoritism and dereliction of duty. Article
51 Where, in violation of the provisions of these Regulations, an enterprise operating a gas pipeline network or a heat pipeline network does not allow the gas and heat that meet the technical standards for access to the network to enter the network, thus causing economic losses to the gas and heat production enterprises, it shall be punished in accordance with the relevant provisions of the Renewable Energy Law of the People's Republic of China. Article
52 Where a petroleum sales enterprise, in violation of the provisions of these Regulations, fails to incorporate bio-liquid fuels that meet the national standards into its fuel sales system in accordance with the relevant provisions, thus causing economic losses to bio-liquid fuel production enterprises, it shall be punished in accordance with the relevant provisions of the Renewable Energy Law of the People's Republic of China. 53 Where laws and administrative regulations have stipulated legal liabilities for acts violating the provisions of these Regulations, such provisions shall prevail. Chapter
VI Supplementary Provisions
Article 54 These Regulations shall come into force on November 1, 2023. The Regulations on the Development and Utilization of New Energy in Hebei Province adopted at the 26th Meeting of the Standing Committee of the Eighth People's Congress of Hebei Province on April 25, 1997 shall be repealed at the same time.
