On December 6, the National Development and Reform Commission issued a notice on the issuance of the first batch of carbon peak pilot lists. According to the content of the document, the first batch of 25 cities and 10 parks in 15 provinces, including Hebei, Shandong, Shanxi and Henan, were identified as the first batch of carbon peak pilot cities and parks.

All provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, Sinkiang Production and Construction Corps Development and Reform Commission:
In order to implement the relevant arrangements of the Action Plan for Carbon Peaking by 2030 (Guo Fa [2021] No.23) issued by the State Council, and in accordance with the working arrangements of the National Pilot Construction Plan for Carbon Peaking (Fa Gai Huan Zi [2023] No.1409), After voluntary declaration by cities and parks in relevant regions, recommendation by provincial development and reform commissions, examination and verification by provincial people's governments, and review by the National Development and Reform Commission, 25 cities such as Zhangjiakou City and 10 parks such as Changzhi High-tech Industrial Development Zone have been identified as the first batch of pilot cities and parks for carbon peak, which are hereby announced. Relevant matters are notified as follows:
First, the development and reform commissions of relevant regions should attach great importance to, make careful arrangements and make solid progress, and organize and guide relevant cities and parks to carry out the pilot construction of carbon peak. The pilot cities and parks should earnestly fulfill their main responsibilities, take the pilot construction of carbon peak as the key to promote the comprehensive green transformation of economic and social development in the region, plan key tasks as a whole, study and launch reform measures, and firmly promote major projects.
2. Each pilot city and park shall scientifically compile the pilot implementation plan in accordance with the deployment requirements of the National Carbon Peak Pilot Construction Plan and the Guidelines for the Compilation of the Carbon Peak Pilot Implementation Plan. Relevant regional development and reform commissions should organize professional forces to provide guidance and support for the preparation of implementation plans for pilot cities and parks.
3. After examining the implementation plans of the pilot cities and parks in the region, the relevant regional development and reform commissions shall submit them to the National Development and Reform Commission (Environmental Resources Department) before January 31, 2024.
