Recently, the Guangdong Development and Reform Commission and other eight departments jointly issued the "Opinions on Accelerating the Innovation and Development of Hydrogen Energy Industry in Guangdong Province" (hereinafter referred to as "Opinions"), which mentioned that by 2025, Guangdong Province will achieve a leap in the scale of hydrogen energy industry. In view of the problems of insufficient number of hydrogenation stations and high cost of hydrogen use in our province, three policy measures are put forward , namely, steadily constructing hydrogen storage and transportation system, accelerating the construction of hydrogenation stations, and gradually reducing the cost of hydrogen use.

04. Promote the large-scale popularization and application of fuel cell vehicles.

In view of the problems of large pollutant emissions from heavy-duty freight vehicles, the number of fuel cell vehicles promoted is less than expected, and the lack of typical application scenarios. Four policy measures are put forward to comprehensively promote the electrification of heavy freight vehicles, promote the electrification of logistics transport vehicles, give priority to the application of typical demonstration scenarios, and increase the promotion and application of fuel cell vehicles.

05. Actively carry out diversified demonstration application of hydrogen energy.

In order to promote the diversified demonstration application of hydrogen energy, four policy measures are put forward , including orderly promotion of demonstration application in other fields of transportation, active development of demonstration application in energy storage, expansion of demonstration application of hydrogen energy in power generation, and exploration of application of hydrogen energy in new industrial fields.

06. Optimize the development environment of hydrogen energy industry.

In view of the problems of scattered industrial subjects, weak industrial innovation ability and inadequate international cooperation, three policy measures are put forward , namely, speeding up the cultivation and expansion of hydrogen energy enterprises, increasing investment attraction of high-quality enterprises, and strengthening cooperation and exchanges at home and abroad.

07. Strengthen the safety management of the whole industry chain.

In view of the safety problems of hydrogen energy concerned by the society, four measures are put forward , including defining the safety guarantee and emergency management mechanism, improving the quality assurance system of automobile products, improving the safety operation monitoring system, and strengthening the safety guarantee of hydrogen energy supply.

on Accelerating the Innovative Development of Hydrogen Energy Industry in Guangdong Province In order to promote the innovative development of hydrogen energy industry in Guangdong Province, build a green low-carbon industrial system and foster new momentum for economic development, According to the policies of "Medium and Long-term Plan for the Development of Hydrogen Energy Industry (2021-2035)", "14th Five-Year Plan for Energy Development of Guangdong Province", "Action Plan for Accelerating the Construction of Fuel Cell Vehicle Demonstration Urban Agglomeration in Guangdong Province (2022-2025)", and in combination with the actual situation of our province, with the consent of the Provincial People's Government, the following opinions are put forward.

1. General requirements

(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the spirit of the 20th National Congress of the Communist Party of China, fully, accurately and comprehensively implement the new development concept, construct a new development pattern, implement the new energy security strategy of "four revolutions and one cooperation", seize the opportunities for future industrial development, and strive to build a well-off society in an all-round way. Taking the construction of national fuel cell vehicle demonstration city group as an important starting point and demonstration application as traction, we should enhance the innovation ability of hydrogen energy industry, expand the industrial scale, coordinate the industrial layout, build a complete hydrogen "production, storage, transportation and utilization" system, standardize the orderly development of hydrogen energy industry, and make Guangdong's efforts and contributions to the construction of a clean, low-carbon, safe and efficient energy system.

According to the form of reward and compensation after the event, enterprises that have obtained the points of "R & D and industrialization of key components" for the assessment of national demonstration urban agglomerations in Guangdong will be rewarded with financial funds. Referring to the comprehensive evaluation of reward points by the state, in principle, 50000 yuan will be awarded for each point, and the total amount of reward for similar products of each enterprise will not exceed 50 million yuan. (6) Innovating special support modes for science and technology. New energy storage and new energy projects will be implemented in the provincial R & D plan for key areas, and special topics will be set up to support the research and development of cutting-edge technologies in the field of hydrogen energy. We will improve the support methods of special funds for science and technology, set up R & D projects in various forms, such as open competition and "unveiling the list", set up R & D objectives oriented by industrialization, and support leading enterprises to take the lead in R & D and industrialization of key components of fuel cells, key equipment of hydrogen energy and new materials. 3. Accelerate the improvement of hydrogen supply system

(7) Vigorously develop hydrogen production by electrolysis of water. We will accelerate the improvement of the conversion efficiency of hydrogen production equipment by electrolysis of water and the scale of hydrogen production by single equipment, and break through the key core technologies of hydrogen production. We will encourage the production of hydrogen by electrolyzing water in hydrogenation stations, implement the policy of electricity price for cold storage, and promote the production of hydrogen by electrolyzing water in the valley of electricity consumption. Supporting power generation enterprises to build interruptible power electrolysis water hydrogen production projects and surplus steam pyrolysis hydrogen production projects in the plant area by utilizing surplus power generation capacity during the off-peak period. (8) Effective utilization of industrial by-product hydrogen. Focusing on Dongguan, Guangzhou, Zhuhai, Maoming and Shaoguan, industrial by-product hydrogen resources such as propane dehydrogenation and coking gas are utilized, and advanced technology is adopted to realize large-scale production of high-purity industrial by-product hydrogen. Support Dongguan Juzhengyuan, Zhuhai Changlian, Guangzhou Petrochemical, Maoming Petrochemical, Shaoguan Iron and Steel and other enterprises to enhance hydrogen filling capacity, increase the economic and effective supply of industrial by-product hydrogen, and reduce the cost of hydrogen for vehicles. Focus on the development of "high-pressure gaseous hydrogen storage + long tube trailer" transportation mode, gradually improve the efficiency of high-pressure gaseous storage and transportation, reduce the cost of storage and transportation, and enhance the level of commercialization of high-pressure gaseous storage and transportation. Promote the industrial application of cryogenic liquid hydrogen storage and transportation, and explore the application of solid-state, cryogenic high-pressure, ammonia hydrogen, organic liquid and other storage and transportation methods. We will steadily promote the pilot demonstration of natural gas hydrogen-blended pipelines and pure hydrogen pipelines. (11) Accelerating the construction of hydrogenation stations. Overall planning and layout of hydrogenation stations, and moderately advance the construction of hydrogenation infrastructure. We will accelerate the introduction of management policies for the construction of hydrogenation stations, clarify the relevant procedures for the construction of hydrogenation stations, and improve the management system for the construction of hydrogenation stations. We will encourage existing gas stations to rebuild and expand hydrogen production and hydrogenation units, encourage new gas stations to plan and construct hydrogenation facilities simultaneously, and speed up the layout of integrated energy supply stations for oil and hydrogen. Actively connect with the construction of comprehensive demonstration lines of national hydrogen energy expressways, scientifically plan and construct hydrogen corridors, give priority to the construction of hydrogenation stations along the backbone expressways and national highways in the Pearl River Delta, and in principle, the service areas of expressway trunk lines with the conditions for the construction of hydrogenation facilities should build hydrogenation facilities during the 14th Five-Year Plan period to support the long-distance transportation of fuel cell freight vehicles in the province. (12) Gradually reduce the cost of hydrogen. During the demonstration period of the city group, the terminal price of the hydrogenation station will be less than 35 yuan/kg by the end of 2023 and less than 30 yuan/kg by the end of 2024. According to the standard of 10 yuan/kg of actual hydrogen sales, the hydrogenation station will be rewarded with a subsidy of no more than 5 million yuan per station, and the total amount of reward and subsidy will not exceed the national reward and subsidy fund. If the terminal price of hydrogenation station is higher than 35 yuan/kg by the end of 2023 and 30 yuan/kg by the end of 2024, the data is not connected to the information platform of the national and provincial fuel cell vehicle demonstration city group, and the finance at all levels shall not grant subsidies. 5. Promoting the large-scale popularization and application

of fuel cell vehicles (13) Promoting the electrification of heavy freight vehicles in an all-round way. We will promote the electrification of heavy-duty freight vehicles, engineering vehicles and port tractors in the cities of the Pearl River Delta, strive to basically electrify new vehicles by 2027, promote emission reduction and consumption reduction in the transportation industry of the Pearl River Delta, and improve the ecological environment of the Pearl River Delta. Explore the convenient traffic mechanism of fuel cell vehicles in the province, appropriately relax the traffic restrictions of fuel cell heavy-duty freight vehicles in urban areas, and explore the implementation of preferential measures such as differentiated toll collection on some expressways in the province. (14) Promoting the electrification of logistics transport vehicles. Municipalities are encouraged to set up green logistics zones, relax restrictions on the passage of fuel cell logistics vehicles, and support large logistics enterprises and e-commerce enterprises to build hydrogen logistics parks. Enterprises in the fuel cell vehicle industry chain in the province are encouraged to cooperate with key logistics enterprises to purchase fuel cell vehicles in batches by building a fuel cell vehicle operation platform, so as to reduce the cost of vehicle purchase and promote the large-scale use of fuel cell logistics vehicles. Appropriately relax the traffic restrictions of fuel cell cold chain logistics vehicles in urban areas, improve the right of way of fuel cell cold chain logistics vehicles, and explore parking concessions and other support measures. (15) Priority should be given to promoting the application of typical demonstration scenarios. Take the lead in promoting the application of fuel cell heavy-duty freight vehicles in Jinshenglan Iron and Steel, Donghai Iron and Steel, Shaoguan Iron and Steel and other large iron and steel enterprises, promoting the application of fuel cell port tractors in Guangzhou Nansha Port, Shenzhen Yantian Port and other port terminals, and promoting the application in urban construction and transportation fields such as sanitation, concrete and dregs. We will focus on improving the construction of hydrogen energy infrastructure along Guangzhou-Shenzhen, Guangzhou-Foshan, Guangshao and Shenzhen-Shantou expressways, and promote the demonstration and application of fuel cell vehicles in inter-city transportation in the fields of steel, cement, glass, industrial solid waste, building materials, cold chain logistics and integrated freight. (16) Increase the promotion and application of fuel cell vehicles. With the overall use of financial funds at all levels, the first 10000 vehicles that meet the requirements of the national comprehensive evaluation of reward points (vehicles registered in Guangdong urban agglomeration after August 13, 2021, and vehicles registered before August 13, 2021, according to the relevant requirements of the previous state and province) will be allocated to the first 10000 vehicles. The data has been connected to the information platform of the national and provincial fuel cell vehicle demonstration urban agglomeration, and no less than five key components are manufactured in the demonstration urban agglomeration, with a subsidy of 3000 yuan/kW according to the rated power of the fuel cell system (the maximum power of the single vehicle subsidy is not more than 110 kW, and the minimum power is not less than 50 kW). The subsidy standard shall be formulated separately after the completion of the promotion target of 10000 vehicles. The subsidy fund for vehicle promotion and application shall be arranged by the central reward fund, provincial reward fund and city and county (city, district) level reward fund according to the ratio of 1:1:1. The declaration of vehicle promotion subsidy shall be completed within 3 months after the end of each assessment year (the declaration subject shall be determined by the municipalities themselves). We will accelerate the electrification of transportation and steadily expand the demonstration application of hydrogen energy in rail transit, ships, aircraft, unmanned aerial vehicles and other transportation fields. (18) Actively carry out demonstration applications in the field of energy storage. We will actively explore the integrated application mode of renewable energy power generation and hydrogen energy storage, incorporate hydrogen energy storage into the scope of new energy distribution and storage, and carry out demonstration of offshore wind power hydrogen production in areas rich in large-capacity offshore wind power resources. Support energy and power enterprises to lay out energy storage/hydrogenation integrated stations based on distributed renewable energy or low load of power grid. We will actively carry out large-scale deployment of hydrogen storage from electrolytic water in key areas to improve the level of renewable energy consumption and utilization. According to local conditions, fuel cell distributed cogeneration facilities will be laid out, solid oxide fuel cell (SOFC) power generation systems will be built, and demonstration of comprehensive utilization of hydrogen energy will be promoted in communities, parks, mining areas, ports and other regions. Encourage the demonstration application of standby power supply for fuel cell communication base stations in combination with the construction and renovation of communication base stations. We will support the construction of fuel cell distributed power stations at the national hub nodes of the Guangdong-Hong Kong-Macao Greater Bay Area of national integrated large data centers to ensure power supply. Support large iron and steel enterprises such as Baowu Iron and Steel to develop and apply hydrogen metallurgy technology with hydrogen as reducing agent, and explore the application of hydrogen energy to replace fossil energy to provide high-quality heat source. Relying on the existing petrochemical and chemical projects with centralized hydrogen consumption, hydrogen production units will be added, and carbon capture, utilization and storage (CCUS) technology will be coupled to extend to downstream terminal chemical products such as synthetic ammonia and synthetic methanol, so as to guide the industry to transform to low-carbon and decarbonization processes. Upstream and downstream enterprises in the hydrogen energy industry chain are encouraged to coordinate, vigorously enhance the integration capability of the industry chain, support the construction of professional incubation platforms and parks in the field of hydrogen energy, and focus on cultivating relevant industry chain enterprises with advanced technology, good prospects, strong competitiveness and rapid development. Support qualified hydrogen energy enterprises to declare and strive for the titles of "Little Giant" and "Single Champion" in manufacturing industry. (22) Increase investment attraction for high-quality enterprises. Focusing on the investment database of hydrogen energy industry chain, we should refine the list of investment target enterprises, strengthen business investment, chain investment, overseas Chinese investment and targeted investment, and actively introduce a number of high-level innovative enterprises, service institutions and major industrial projects with strong industrial radiation driving capacity. We will make good use of major economic and trade platforms such as the Canton Fair, the Import Expo, the hi-tech fair, the CIFit and the Global Investment Conference of the Guangdong-Hong Kong-Macao Greater Bay Area to organize industrial investment activities and attract high-quality hydrogen energy projects to land in Guangdong. For newly introduced hydrogen energy industry chain projects with core technologies and filling gaps, the Provincial Development and Reform Commission, together with the local government of the project, will study and implement support policies. Enterprises are encouraged to carry out product carbon footprint accounting, use clean energy such as green electricity, and improve their green trade capacity and level. We will continue to run the China Hydrogen Energy Industry Conference, support high-level international technology summits, academic forums, technology exhibitions and other industry exchanges, and enhance brand influence. 8. Strengthen the safety management

of the whole industry chain (24) Define the safety guarantee and emergency management mechanism. Strictly implement the main responsibility of the principal responsible persons of hydrogen energy supply enterprises, fuel cell vehicle production and operation enterprises for safety production, and prevent and curb accidents in safety production from the source. Local governments have implemented the responsibility of territorial safety production supervision and promoted the hierarchical management and control of safety risks in hydrogen-related enterprises. Hydrogen energy will be included in the safety monitoring system of key industries to achieve real-time monitoring of key enterprises involved in hydrogen. (26) Improve the safety operation monitoring system. Establish a safety production responsibility system for users, and improve measures such as routine inspection, operation specifications, hydrogenation specifications and maintenance. Relying on the operation and supervision platform of the demonstration urban agglomeration, the operation status of fuel cell vehicles is monitored remotely and real-time, and various measures are taken to ensure safe operation. (27) Strengthen the safety guarantee of hydrogen energy supply. Strengthen the construction of emergency response capacity in hydrogen energy supply, and study and formulate emergency response plans for emergencies. Insurance institutions should be guided to develop product quality liability insurance and product quality assurance insurance around the needs of hydrogen energy enterprises.
