In view of the problems of large pollutant emissions from heavy-duty freight vehicles, the number of fuel cell vehicles promoted is less than expected, and the lack of typical application scenarios. Four policy measures are put forward to comprehensively promote the electrification of heavy freight vehicles, promote the electrification of logistics transport vehicles, give priority to the application of typical demonstration scenarios, and increase the promotion and application of fuel cell vehicles.

In view of the safety problems of hydrogen energy concerned by the society, four measures are put forward , including defining the safety guarantee and emergency management mechanism, improving the quality assurance system of automobile products, improving the safety operation monitoring system, and strengthening the safety guarantee of hydrogen energy supply.

According to the form of reward and compensation after the event, enterprises that have obtained the points of "R & D and industrialization of key components" for the assessment of national demonstration urban agglomerations in Guangdong will be rewarded with financial funds. Referring to the comprehensive evaluation of reward points by the state, in principle, 50000 yuan will be awarded for each point, and the total amount of reward for similar products of each enterprise will not exceed 50 million yuan. 3. Accelerate the improvement of hydrogen supply system
(7) Vigorously develop hydrogen production by electrolysis of water. We will accelerate the improvement of the conversion efficiency of hydrogen production equipment by electrolysis of water and the scale of hydrogen production by single equipment, and break through the key core technologies of hydrogen production. We will encourage the production of hydrogen by electrolyzing water in hydrogenation stations, implement the policy of electricity price for cold storage, and promote the production of hydrogen by electrolyzing water in the valley of electricity consumption. Supporting power generation enterprises to build interruptible power electrolysis water hydrogen production projects and surplus steam pyrolysis hydrogen production projects in the plant area by utilizing surplus power generation capacity during the off-peak period. (8) Effective utilization of industrial by-product hydrogen. Focusing on Dongguan, Guangzhou, Zhuhai, Maoming and Shaoguan, industrial by-product hydrogen resources such as propane dehydrogenation and coking gas are utilized, and advanced technology is adopted to realize large-scale production of high-purity industrial by-product hydrogen. Support Dongguan Juzhengyuan, Zhuhai Changlian, Guangzhou Petrochemical, Maoming Petrochemical, Shaoguan Iron and Steel and other enterprises to enhance hydrogen filling capacity, increase the economic and effective supply of industrial by-product hydrogen, and reduce the cost of hydrogen for vehicles.
