In order to further strengthen policy guidance and financial support and promote the development of photovoltaic industry , According to the relevant provisions of the Measures for the Management of Special Funds for Energy Conservation and Low Carbon in Pudong New Area (Shanghai Pudong Development and Reform Regulation [2023] 1), The relevant matters concerning the declaration of the second batch of special fund projects for photovoltaic power generation in the new area in 2023 are hereby notified as follows:
I. The scope
of declaration is from March 1, 2023 to October 31, 2023. Within the scope of Pudong New Area, photovoltaic power generation projects with single installed capacity not less than 200 kilowatts (installed capacity of public institutions not less than 50 kilowatts) will be invested and built (projects implemented in Lingang New Area will be declared separately by Lingang New Area Management Committee in accordance with relevant policies of the new area).
II. Support objects
1. Legal person and non-legal person organizations and other units established in Pudong New Area according to law, with normal operation status and good credit status;
2. The project implementation units implemented in Pudong New Area are conducive to reducing energy consumption or carbon emissions and improving energy efficiency.
3. Conditions
for declaration 1. The project approval procedures are complete and standardized;
2. The project is completed and connected to the grid;
3. Project completion acceptance is qualified;
4. The main body of the project investment is in good credit condition.
IV. Declaration materials
1. Project application form;
2. Copy of the business license of the investment entity;
3. Project filing documents;
4. Acceptance opinions on project grid connection issued by New District Power Supply Company;
5. Certificates of property rights and use of buildings, sites and facilities on which the project is based;
6. Unit commitment letter, photovoltaic building integration application certificate and other materials.
5. For projects within the scope of application, the subsidy standard
shall be 0.40 yuan/watt according to the installed capacity (for projects with BIPV application (photovoltaic modules as building components), the subsidy standard is 1 yuan/watt), and the maximum subsidy for a single project shall not exceed 5 million yuan.
6. For projects that
meet the above supporting conditions, the declaring units shall, in accordance with the requirements, log in to the Pudong New Area Policy "One Netcom Declaration and Acceptance Service Platform" and https://zcywtb.pudong.gov.cn/web/login. After logging in, click on the issuing department "District Development and Reform Commission" for inquiry, click on "Special Funds for Photovoltaic Power Generation" for declaration, fill in and submit according to the requirements of the declaration form, and complete the declaration. The online declaration cycle is from September 25, 2023 to November 7, 2023. In accordance with the requirements of the Measures for the Management of Special Funds for Energy Conservation and Low Carbon in Pudong New Area,
