(17) Guarantee the quality of refined oil in an all-round way. We will strengthen supervision over the import, production, storage, sale, transportation and use of oil products, comprehensively clean up and rectify self-built oil tanks, mobile refueling trucks (ships) and black refueling stations, and resolutely crack down on the sale of non-standard oil products as engine fuels. Increase the frequency of diesel oil sampling in trucks, off-road mobile machinery and ship fuel tanks, trace the clues found, and strictly investigate the main responsibility of relevant producers, sellers and transporters.

5. Strengthen the control of non-point source pollution and improve the level

By 2025, no new open-pit mines will be built in principle in Beijing, Tianjin, Hebei and surrounding areas (except for key mining areas determined by provincial mineral resources planning or those unsuitable for underground mining after safety demonstration). Mines that still fail to meet the standards for rectification within a time limit shall be closed according to law in accordance with the requirements of safety in production, water and soil conservation, and ecological environment.

6. Strengthen multi-pollutant emission reduction and effectively reduce emission intensity

Ensure that industrial enterprises meet the discharge standards in an all-round and stable way. Promote the deep management of glass, lime, mineral wool, non-ferrous metals and other industries. We will conduct a comprehensive survey of simple and inefficient pollution control facilities for boilers and industrial furnaces and kilns, and implement classified disposal through clean energy substitution, upgrading and transformation, integration and withdrawal. Promote the transformation of low nitrogen combustion of gas-fired boilers. Key gas-related enterprises gradually cancel the bypass of flue gas and waste gas containing VOCs, and install on-line monitoring systems and standby disposal facilities if they cannot be cancelled due to the need for safe production.
