More than 50 hydrogenation stations have been built , and integrated stations for hydrogen production, hydrogen storage and hydrogenation have been explored in Lingang New Area to improve the regional hydrogen energy transmission network in Baowu Park and Shanghai Chemical Industry Zone. We will expand the application of hydrogen fuel cells in passenger cars, trucks and large passenger cars, expand the application of fuel cells in ships and aviation, and carry out pilot applications of hydrogen energy storage in renewable energy consumption, power grid peak shaving, green data centers, distributed cogeneration and other scenarios.

initially built. The coverage and application depth of 5G-A network and 10 Gigabit optical network are leading in the world, and the capability of international network hub nodes supporting "double circulation" internal and external connectivity has been further enhanced, making it one of the cities with the fastest network speed, the most complete coverage and the lowest delay in the world, and taking the lead in entering the ranks of double 10 Gigabit cities in the world.
Accelerate the construction of high-performance computing power and high-quality data infrastructure to support the innovative application of artificial intelligence models and blockchain. Build a multi-supply, cloud-edge collaboration, on-demand scheduling, efficient and green urban high-performance computing network system, strive to build intelligent computing resources, high-quality corpus and professional data sets to support trillion-level parameter model training, and initially build an urban blockchain infrastructure with Pujiang digital chain as the core.
Initially build an innovative infrastructure cluster with the largest scale, the most complete variety and the strongest comprehensive service function in the world. The world's leading photonic science facility cluster has been initially built, and a number of frontier industrial innovation platforms have been initially built for the sixth generation mobile communication (6G), chip manufacturing and digital twins, AI + biology, humanoid robots and other fields, providing facilities support for coping with the transformation of science and technology industry and exploring new paradigms of scientific research.

2. Main tasks
(1) Building high-level network infrastructure
for ubiquitous interconnection 1. Accelerating the pilot deployment of 5G-a network to support the first commercial landing of applications such as vehicle networking, virtual reality and 8K ultra-high definition. We will promote 5G coverage in more than 95% of the list of key public buildings, such as hospitals, universities, cultural tourism and transportation hubs, and in more than 4000 commercial buildings. We will strive to take the lead in building an end-to-end all-optical network with optical transport network (OTN) transmission and fiber-to-the-home access, carry out 10 Gigabit to the home pilot projects, and deploy ultra-gigabit broadband services based on 50g passive optical network (PON) in advance.
2. We will steadily promote the implementation of commercial constellation networking, accelerate the implementation of frequency and orbit resource authorization, launch large-scale LEO communication satellites in stages, build LEO constellations, build ground facilities such as TT & C stations, gateway stations and operation control centers, and promote the integration and application of space-based networks and ground networks. We will promote the smart Skynet innovation project, build a medium-orbit satellite communication network technology verification system, and carry out on-orbit verification such as large-span global interconnection, laying the foundation for exploring the construction of a medium-orbit communication satellite constellation.
3. Promote the construction of the Southeast Asia-Japan No.2 submarine optical cable and the expansion of the existing submarine optical cable system, and promote the construction of international communication facilities such as the landing station of the submarine optical cable near the port. We will strive to expand the international export bandwidth of the Internet and promote the expansion of the Shanghai National Internet Backbone Direct Connection Point and the National (Shanghai) Internet Exchange Center. We will promote the construction of dedicated Internet data channels in the Yangtze River Delta Eco-green Integrated Development Demonstration Zone, expand the capacity of dedicated Internet data channels in Lingang New Area and Hongqiao International Central Business District, reduce the delay of cross-border network access and improve the quality of network services.
4. Enhance the service capability of the national top-level node (Shanghai) for logo analysis, build more than 30 secondary nodes for industrial Internet logo analysis, more than 2-3 national cross-industry, cross-domain industrial Internet platform, more than 30 industry or regional industrial Internet platform. Promote telecom operators to lay out 150 edge computation nodes on demand, establish a "border cloud network" collaborative industrial Internet characteristic park network, and promote 400000 industrial enterprises to "go to the cloud platform".
5. Focus on important industries and fields such as communications, energy, transportation, finance and e-government, establish network security awareness and early warning platforms at the municipal and district levels and industry sub-platforms in several key areas, and enhance network security situational awareness, intelligent defense, monitoring and early warning capabilities. Establish innovative exercise platforms for offensive and defensive exercises in the field of network security, research and development of advanced network offensive and defensive equipment, and professional offensive and defensive exercise shooting range adapted to the technical characteristics of financial, cryptographic, industrial automation control and other industries.
(2) Building high-performance computing infrastructure
for cloud network collaboration 6. Coordinating the construction of city-level data center direct connection network and speeding up the deployment of ultra-high-speed and large-capacity data transmission channels. Promote the establishment of backbone nodes of computing power network among relevant data center clusters such as Lingang New Area, Waigaoqiao, Baoshan, Qingpu and Songjiang by basic telecommunications enterprises and national (Shanghai) new Internet exchange centers, establish secondary nodes of computing power network on demand, and connect the main computing power resources of the whole city, with network communication bandwidth reaching more than 400g. Reduce network transmission fees and achieve higher quality transmission services with computing power.
7. Supporting relevant innovation platforms to take the lead in building major scientific and technological infrastructure of autonomous and controllable intelligent computing power, and building super-large-scale intelligent computing power clusters based on autonomous and controllable general artificial intelligence chips, autonomous and controllable optoelectronic hybrid computing chips, autonomous and controllable training frameworks, and autonomous and controllable all-optical switching networks, so as to achieve the goal. Take the lead in striving for the formation of autonomous and controllable intelligent computing capability to support trillion-level parameter large model training, and serve the large model training needs of key enterprises.
8. Support the upgrade and expansion of high-performance computing resources of Shanghai Supercomputing Center, build an advanced computing power platform with deep application of independent core software and hardware, multi-integration of high-performance computing and intelligent computing, and create a new generation of national artificial intelligence public computing power open innovation platform. We will continue to promote the access of heterogeneous computing resources in different places, build urban public computing service hubs with functions of computing power supply, application development, operation services and user resource docking, and provide inclusive computing services to small and medium-sized enterprises and scientific research institutions in the city.
9. Accelerate the construction of large-scale commercial computing power in key areas such as Lingang New Area, Jinshan District and Songjiang District. Improve the coordination mechanism of intelligent computing power, organize commercial intelligent computing power to meet the urgent needs of large model training, and accelerate the formation of computing power supply capacity to support trillion-level parameter large model training. Focus on chip, computing framework, basic software, cluster technology and key industry applications, and encourage the construction of autonomous and controllable computing power. Construct the spatial layout of commercial computing power of the whole city in the demonstration area of ecological green integration development in the Yangtze River Delta, the new port-vicinity area and the "dual-core belt" in the outer ring belt of the suburbs.
(3) Building high-quality data infrastructure
with digital intelligence integration 10. Building business systems such as product trading, asset voucher service and transaction compliance supervision in Shanghai Data Exchange to provide an efficient, low-cost and reliable circulation environment for on-site trading; We will build industrial data, government procurement, international procurement and other trading sectors to meet the needs of cross-industry and cross-regional data product circulation and trading, and create a new model of "Shanghai trading, global delivery". 11. Promote relevant innovation platforms to take the lead in setting up a large model corpus data alliance, collect massive Internet data, literature-based knowledge base and scientific database, build a functional platform for scientific and technological innovation resources data, and build a multi-disciplinary, multi-modal, secure and compliant high-quality multilingual super-large-scale corpus database with multiple subjects; In the fields of life and health, research and development of new materials, meteorological prediction, fluid mechanics and so on, relying on relevant laboratories, colleges and universities, various enterprises, etc., to create a number of high-quality industry data sets.Explore the establishment of corpus data supply incentive mechanism and intellectual property protection mechanism.
12. Build open network and computing cluster of Pujiang Digital Chain blockchain, build blockchain as a service (BaaS) platform and general cross-chain function, and provide high-performance underlying infrastructure support for blockchain industry applications; We will build a unified government blockchain platform that is autonomous, controllable, secure, credible, leading in performance, and complete in functions, and promote the public data of municipal departments to be fully linked; we will promote the application of blockchain in cross-border trade, shipping, supply chain finance, regional credit reporting, and other industries. We will accelerate the construction of a block chain and a distributed digital identity system in the Shanghai Stock Trust Trading Center.
13. Deepen and expand the "Digital Source Project" and add 50 new digital source catalogues. We will continue to promote the "Gathering Number Project" and collect key data in related fields such as transportation, health care, comprehensive evaluation of students, tax payment, and professional qualifications. We will promote efficient and convenient sharing of public data and cross-regional circulation, and deepen basic digital applications such as application codes and electronic certificates. Build a city-level public data authorization operation platform, explore the innovative mode of government supervision and enterprise operation, and form an integrated city-level safe and credible intelligent data development and operation platform.
14. Promote the construction of urban information model (CIM) basic platform, continuously update and improve the city's basic geographic information, standardized address database and other basic databases, gradually establish the city's three-dimensional digital model database, and actively expand the application of urban planning and construction, social governance, government services, emergency management and other fields. Build an authoritative, lightweight, open and easy-to-use "one map" service application system for cities. We will accelerate the construction of a meta-universe platform and promote the application of new technologies such as three-dimensional digital space and virtual digital people in urban management and livelihood services.
(4) Build an open and enabling high-level innovation infrastructure
15. Accelerate the construction of major national science and technology infrastructure in the "14th Five-Year Plan"; basically complete the hard X-ray, Shanghai Light Source Station and other facilities; accelerate the construction of the first phase of the unmanned system multi-body collaborative major science and technology infrastructure project; Promote the construction of facilities and increase the opening of enterprises. Research and construction of international ocean drilling core laboratory and facilities to provide basic support for the ocean drilling science program. We will strive to incorporate autonomous and controllable intelligent computing facilities into major national science and technology infrastructure planning.
16. Carry out pre-research on key technologies of new generation light source, break through key technologies such as high-power modulated laser, and realize the verification of original technology of international leading storage ring full coherent light source. We will build pre-research devices (small rings) and research and testing platforms to achieve 100-watt output of specific wavelengths, lay a foundation for the construction of kilowatt-class industrial storage ring light sources, and strive to incorporate them into major national science and technology infrastructure planning.
17. Take the lead in building ground field technology test environment and broadband satellite communication and perception verification system to provide experimental and testing conditions for future 6G equipment and satellite equipment network access certification. Implement 6G technology and product test and verification project, build intelligent super surface technology verification laboratory, 6G test network test laboratory, 6G RF basic test laboratory and equipment environment reliability laboratory, and accelerate technological breakthroughs in key areas such as chips, modules and terminals.
18. Focusing on the autonomous and controllable requirements of various equipment and industrial software required in semiconductor manufacturing processes, support relevant new R & D institutions to build a fully digital simulation platform for wafer production lines in conjunction with major domestic wafer factories, and simulate the production and operation environment of real production lines under various processes. Provide low-cost, low-threshold and customized third-party verification services for the testing of autonomous controllable equipment and software products, and accelerate the alternative use and update iteration of autonomous controllable equipment and software.
19. Accelerate the construction of the city's intelligent molecular image sharing platform and provide public services such as protein structure prediction and design based on AI. Build a service platform for pre-clinical research and transformation of innovative drugs. Enhance the ability of the city's functional platform for biomedical research and development and transformation, and build a pilot and testing platform for gene therapy, bioengineering enzyme development, etc. We will set up an innovation center for synthetic biology and build innovative platforms for genotype construction, phenotype testing and cell design.
20. Build an intelligent robot testing and pilot verification platform to form the safety and reliability test verification capability and the pilot verification capability of the whole machine and parts. Construction of medical robot automation multi-field integration inspection platform. Build a collaborative innovation platform of "large model + humanoid robot", build a general embodied intelligent software and hardware system platform, and carry out joint research around embodied intelligence and multi-modal perception, so as to realize the joint development of general large model and general humanoid robot.
(5) Build convenient, intelligent and efficient terminal infrastructure
21. Promote the construction and application of intelligent perception equipment in municipal and transportation facilities as a whole, and promote the construction of more than 20 million perception neuron nodes in the city. Geomagnetic sensing, infrared sensing, independent smoke sensing and other sensing equipment will be included in the scope of supporting facilities of new residential areas, and the stock of residential areas will be checked and filled, so as to realize automatic early warning and timely disposal of safety risks such as high-altitude parabolic objects and fire passage occupancy.

Improve the layout of automatic driving test scenarios, promote the intelligent upgrading of traffic lights in existing open test areas, and speed up the construction of vehicle-road coordination system. We will build an innovative development platform for intelligent vehicles and serve application scenarios such as intelligent vehicle traffic operation optimization. Support Jiading District, Lingang New Area, Pudong New Area, Fengxian District and other areas to carry out more than 10 high-level intelligent travel demonstration applications, such as automatic driving bus, automatic driving taxi, unmanned distribution, etc. We will promote the intelligent transformation of road parking lots and public parking lots (garages), and enhance the ability of intelligent parking guidance in key areas.
23. Build and improve Pudong and Hongqiao digital twin smart airports. Promote the intelligent transformation of container terminals in Waigaoqiao, Yangshan and other port areas. Build a smart waterway network, build a high-level waterway perception system, and realize digital navigation supervision and real-time monitoring of operation status. With Yangshan Deepwater Port, Pudong International Airport and Luchaogang Railway Container Center Station as carriers, we will promote the sharing of information on maritime, air, railway and highway transport and improve the efficiency of multimodal transport.
24. Relying on the state-level cold chain logistics base in Lingang New Area, a number of large-scale smart cold storages will be built to form a refrigeration and fresh-keeping capacity of more than 400,000 tons of imported medicines and fresh food, and three smart cold chain logistics centers will be built to enhance regional smart distribution and distribution capabilities. Intelligent cold chain vending machines, cold chain self-service cabinets and other terminal distribution applications are encouraged to gradually form the precise control capability of the whole chain of cold chain logistics with controllable temperature and traceable source.
