In order to fully implement the spirit of General Secretary Xi Jinping's important instructions and speeches during his visit to Inner Mongolia, vigorously develop green energy, comprehensively build an important national energy base, and achieve the goal of "double carbon" on schedule in accordance with the decis ion-making plan of the Sixth Plenary Session of the Eleventh Party Committee of the Autonomous Region. To better safeguard national energy security, this plan is formulated in light of the actual situation of the autonomous region. Since
the 14th Five-Year Plan, new achievements have been made in the development of new energy in the autonomous region, and the installed capacity has continued to expand. By the end of 2022, the installed capacity of new energy power generation in the autonomous region has reached 61.82 million kilowatts, accounting for 8.1% of the total installed capacity of new energy in the country, ranking third in the country; The power generation of new energy in the whole region reached 133.5 billion kWh, accounting for 8% of the total power generation of new energy in China. The level of consumption and utilization has been steadily improved. In 2022, the power generation of new energy in the whole region accounted for 21% of the total power generation, an increase of 5 percentage points over 2020; the local power consumption of new energy reached 102.9 billion kWh, an increase of about 35% over 2020. With the steady development of the new energy industry, the new energy power stations and related industrial chains in the whole region have invested more than 500 billion yuan, and the contribution of GDP has exceeded 7%. The effect of energy conservation and emission reduction is remarkable. In 2022, the power generation of new energy in the whole region will reach 133.5 billion kWh, saving about 40.5 million tons of standard coal and reducing about 70 million tons of carbon dioxide emissions by replacing thermal power.
In the context of the "double carbon" goal, the green transformation of energy is the key and most important to achieve the "double carbon" goal. As the largest power transmission base in China, Inner Mongolia not only shoulders the important mission of ensuring national energy security, but also undertakes the task of speeding up large-scale green power transmission, effectively supporting the low-carbon development of green power in major economic provinces and power-deficient provinces, and urgently needs to speed up its own green transformation and development. Increasing the proportion of clean energy consumption, improving the structure of energy consumption, and promoting industrial transformation and upgrading will usher in major opportunities for the development of new energy. At present, there are still some constraints in the autonomous region, such as limited space for local consumption and utilization of new energy, long period from planning to completion of transmission channels, and difficulty in matching the large-scale and rapid development of new energy in the power system, which need to be studied and solved as a whole.
2. General requirements
(1) Basic principles.
-Persisting in ensuring national energy security, focusing on the development goals of "two pioneers" and "two surpasses", developing both scenery and hydrogen storage, accelerating the construction of modern energy system, supporting national energy security and industrial security, and making every effort to build a national modern energy economic demonstration zone to support the high-quality economic and social development of the whole region.
— — Adhere to the optimization of industrial layout, adhere to the new path of ecological priority and green development orientation, put the ecological environment protection in the forefront, take the project planning as the starting point, optimize the layout of new energy industry; coordinate the centralized and intensive agglomeration, and give priority to the layout and construction of 10 million kilowatt large-scale wind power photovoltaic base in Shage and Gehuang areas.
-Adhere to diversified development, adhere to the "new energy plus" as the focus, diversify and expand new areas and scenarios of new energy application, give priority to market-oriented grid-connected consumption projects, focus on green power stock substitution and incremental supply, green power to green hydrogen, green power to attract industrial landing, and promote the local consumption and utilization of new energy.
-Adhere to the development of the whole industry chain, adhere to the chain thinking, coordinate the development and utilization of new energy and the development of new energy equipment manufacturing industry, focus on the wind and solar hydrogen storage industry chain, carry out in-depth chain extension and chain strengthening actions and quality improvement actions, and support large-scale wind power and photovoltaic power generation enterprises in the region. Promote the construction of equipment manufacturing industry cluster.
(2) Development goals. Based on the resources and location advantages of the autonomous region, we will vigorously develop the new energy industry system with wind power generation and photovoltaic power generation as the main body, strive to build a green and low-carbon new power system, and intensify the research and development of new energy technologies for continuous innovation and breakthroughs. Taking 2022 as the base year, we will strive to achieve the doubling of the scale and quality of new energy, the doubling of the benefits driven by new energy, the doubling of the scientific and technological innovation capacity of new energy and the doubling of the manufacturing industry chain of wind, solar and hydrogen storage equipment by 2025. By 2030, the installed capacity of new energy will exceed 300 million kilowatts, and the total power generation of new energy will exceed the total power generation of thermal power.
-The scale is doubled. We will increase the installed capacity of new energy power generation by about 30 million kilowatts annually in the next three years of the 14th Five-Year Plan, and strive to double the installed capacity
of new energy power generation in the whole region by 2025. By 2025, the local power consumption of new energy in the autonomous region will exceed 200 billion kilowatt-hours, and the flexible adjustment capacity will reach about 15 million kilowatts; by 2030, the local power consumption of new energy will reach 400 billion kilowatt-hours, and the flexible adjustment capacity will reach about 30 million kilowatts.
-The benefits have been doubled. By the end of 2025, new energy power stations and related industrial chains will have invested more than 950 billion yuan, contributing more than 10% of GDP, saving more than 0.9 billion tons of standard coal and reducing more than 160 million tons of carbon dioxide emissions by replacing thermal power; By 2030, new energy power stations and related industrial chains will have invested more than 1500 billion yuan, contributing more than 15% of GDP, and saving more than 180 million tons of standard coal by replacing thermal power. Reduce CO2 emissions by more than 3.
(6) Efforts should be made to improve the regulation capacity of the power system. We will coordinate the construction of various regulatory resources, enhance the flexibility of the power system, improve the output and load characteristics of new energy sources, and accelerate the construction of a green, low-carbon, flexible and reliable new power system. Optimize the backbone network structure of the power grid as a whole, enhance the ability of the power grid to allocate new energy resources, and form a backbone network of new energy transmission with strong support, flexible allocation and guaranteed consumption. East Inner Mongolia Power Grid focuses on the construction of East Inner Mongolia EHV platform-based power grid, coordinating the needs of new energy power stations under construction, key projects in industrial transfer demonstration zones, pumped storage power stations and new regulative supporting thermal power units. West Inner Mongolia Power Grid has intensified the construction of power grid, enhanced the capacity of power transmission from west to east and mutual supply between north and south, supported the collection and efficient transmission of supporting power supply for UHV transmission channels, met the access demand of pumped storage power stations, and promoted the consumption of clean energy. We will promote the progress of pumped storage projects under construction, accelerate the commencement of Baotou Meidai Pumped Storage Power Station as soon as possible, promote the preliminary work of Bayannur Taiyanggou and Chifeng Guangxingyuan Pumped Storage Power Stations, accelerate the construction of Chifeng Zhirui and Wuhai Pumped Storage Power Stations, and strive to put Chifeng Zhirui Pumped Storage Power Station into operation before the end of 2027 and Wuhai Pumped Storage Power Station into operation before the end of 2028. We will promote the incorporation of about 20 pumped storage power station projects in Hohhot, Xing'an League, Tongliao City, Xilingol League, Ulanchabu City and Bayannaoer City into the national planning as soon as possible. We will comprehensively promote the marketization, industrialization and large-scale development of new energy storage, improve the overall peak shaving capacity, frequency modulation depth and response rate of power stations, and enhance the reliability of power supply. To formulate detailed rules for the implementation of independent new energy storage power stations, plan and lay out energy storage power stations at the source, network and load sides, promote pilot demonstration of new energy storage, promote the construction of independent energy storage power stations at key nodes of power grid and remote areas, and enhance the regulation capacity of power system. We will strive to add 3 million kilowatts of new energy storage to the grid every year in the next three years of the 14th Five-Year Plan. Promote the demonstration of solar thermal power generation, plan layout of solar thermal power generation in combination with the construction of new energy bases in desert, Gobi and desert areas, coordinate the layout of new energy projects or reserve sites for solar thermal projects, promote the demonstration of solar thermal power generation, and strive to complete the new grid-connected installed capacity of solar thermal power generation of 200000 kilowatts during the 14th Five-Year Plan period. Speed up the progress of thermal power flexibility transformation, give full play to the supporting capacity of thermal power, promote the orderly implementation of thermal power flexibility transformation of thermal power units in stock, further enhance the flexibility and regulation capacity of the system, and strive to complete a total of 30 million kilowatts of thermal power flexibility transformation during the 14th Five-Year Plan period. Promote thermoelectric decoupling to release peak shaving capacity, encourage public cogeneration units to adopt advanced technology routes such as electric energy storage and heat storage boilers to carry out thermoelectric decoupling, and further increase peak shaving capacity on the premise of ensuring people's livelihood heating and industrial steam supply demand. To study and carry out pilot projects of clean energy heating, reduce the pressure of heat supply in thermal power plants, improve the ability of thermal power plants to participate in peak shaving, and further increase the space for new energy consumption.
(9) Efforts should be made to carry out green power substitution for "two high" projects. We will study and promulgate policies and measures to support green power substitution for "two high" projects, adopt direct supply of green power and green power trading, carry out green power substitution for high energy-consuming power loads, and increase the proportion of green power consumption in "two high" enterprises. To carry out green electricity substitution for stock electricity load, for the high-energy stock load that meets the requirements of national and autonomous region energy consumption, environmental protection and industrial policies, the pilot work of direct green electricity supply for stock load should be carried out according to the requirements of market-oriented new energy consumption projects, and the green electricity substitution mode for stock load that can be replicated and popularized should be actively explored to further improve the proportion of green electricity consumption in the autonomous region.
4. Safeguard measures
(1) Strengthen organizational leadership. Give full play to the overall role of the government, carry out the compilation of special land and space planning for power facilities, and incorporate it into the land and space planning at all levels through the approval of the people's governments at or above the League level. We should improve the coordination mechanism of departments, strengthen policy support, study and improve policies, establish a working mechanism for promoting the development of new energy in the autonomous region, and solve major problems as a whole.
(Two) strengthen cooperation among all parties. Work together to promote the effectiveness of all work. The Development and Reform Commission of the Autonomous Region, the Department of Industry and Information Technology, the Department of Natural Resources, the Department of Ecological Environment, the Forestry and Grass Bureau, the Energy Bureau and other relevant departments coordinate and cooperate to jointly promote the implementation of key tasks, optimize and streamline the approval process, and create favorable conditions for the landing of new energy projects.
(3) Compacting the responsibilities of all parties. Give full play to the subjective initiative of relevant local departments at all levels, implement the relevant procedures and detailed rules for examination and approval in the process of new energy construction, and consolidate the responsibilities of relevant departments at all levels, such as development and reform, industry and information technology, natural resources, ecological environment, forestry and grass, and energy, in accordance with the principle of "who examines and approves, who supervises, who supervises".
