To improve the utilization efficiency of land and power grid resources and ensure the completion of the annual wind power photovoltaic project construction objectives and tasks with high quality, we are now organizing the declaration of ground distributed photovoltaic projects. According to
the notice, the scope of this project is a ground distributed photovoltaic power generation project with a voltage level of 10 kilovolts or less connected to the grid and an installed capacity of 6 megawatts or less.
The notice requires that ground photovoltaic projects should avoid basic farmland, arable land, basic grassland, ecological protection red line, etc. As required, and those occupying other agricultural land should be declared as photovoltaic composite projects. Encourage the development and construction of ground distributed photovoltaic projects by using idle space, water surface of pits and ponds, existing construction land, agricultural greenhouses, aquaculture greenhouses, highway slopes, oil and gas fields , etc.
At the same time, the circular said that priority should be given to encouraging the planning and layout of ground distributed photovoltaic projects in counties (districts) with open capacity, and projects within the scope of open capacity should be exempted from the responsibility of energy storage allocation; Counties (districts) with zero open capacity or projects exceeding the declared open capacity need to install remote control devices and configure energy storage (North Hebei Power Grid and South Hebei Power Grid are allocated according to the proportion of 20% and 15% respectively. The duration is not less than 2 hours , and the project construction is carried out by means of commitment to participate in peak shaving.
In addition, the notice requires that the project should be completed and connected to the grid with full capacity by December 20, 2023, and the county-level government and development enterprises should issue a letter of commitment to connect to the grid on schedule. For projects requiring energy storage, the photovoltaic part is allowed to be connected to the grid first, and the supporting energy storage can be built or purchased by itself for peak shaving services, and the completion time limit is extended to March 31 , 2024.

In order to accelerate the high-quality development of photovoltaic power generation industry, To help build a strong new energy province, improve the utilization efficiency of land and power grid resources, and ensure the completion of the annual wind power photovoltaic project construction objectives and tasks with high quality, we are now organizing the declaration of ground distributed photovoltaic projects and notifying the relevant matters as follows.
1. Scope
of application The scope of this project is a ground distributed photovoltaic power generation project with a voltage level of 10 kilovolts or less connected to the grid and an installed capacity of 6 megawatts or less.
Application requirements
(I) Application conditions
The following conditions shall be met for the application of ground distributed photovoltaic projects:
1. The development enterprise is an independent legal person enterprise with strong financial strength and experience in development, construction and operation.
2. To implement the project land use conditions, the photovoltaic project shall provide the four to four coordinates of all photovoltaic sites, and obtain the opinions of the county-level natural resources, forestry and grass departments on the project site selection in line with the land use policy and agree to the project site selection. Basic farmland, cultivated land, basic grassland and ecological protection red line should be avoided as required, and other agricultural land occupied should be declared as photovoltaic composite projects. Encourage the development and construction of ground distributed photovoltaic projects by using idle space, water surface of pits and ponds, existing construction land, agricultural greenhouses, aquaculture greenhouses, highway slopes, oil and gas fields, etc.
3. The project should have the conditions of power grid access and absorption. Priority should be given to encouraging the planning and layout of ground distributed photovoltaic projects in counties (districts) with open capacity, and projects within the scope of open capacity should be exempted from the responsibility of energy storage allocation; In counties (districts) with zero open capacity or projects exceeding the declared open capacity, project construction shall be carried out by installing remote control devices for power grids, allocating energy storage (North Hebei Power Grid and South Hebei Power Grid are allocated in the proportion of 20% and 15% respectively, with a duration of not less than 2 hours), and promising to participate in peak shaving.
4. The project shall be completed and connected to the grid with full capacity by December 20, 2023, and the county-level government and the development enterprise shall issue a letter of commitment to connect to the grid on schedule. 5. County-level governments shall not impose additional conditions such as supporting industries and investment landing.
6. No project declaration shall be carried out in areas where wheat and other grain crops have been planted, so as to avoid the situation of cutting green and destroying grain.
7. It is strictly forbidden to split the project. In order to scientifically evaluate the resource conditions around the project site, we should not "break up the whole into parts" and avoid splitting the resources with the development of centralized photovoltaic projects into multiple ground distributed photovoltaic declarations.
(2) Working procedures
1. Municipalities shall organize and optimize projects through competitive allocation in strict accordance with the declaration conditions, and submit the project application report and the support opinions of relevant departments to the Provincial Development and Reform Commission;
2. The Provincial Development and Reform Commission entrusts a third party to review the land use conditions of the project, and solicits the opinions of provincial power grid companies on power grid access and consumption;
3. According to the results of the review, the project that meets the requirements of the declaration shall be publicized, and the project construction plan shall be issued without objection.
3. Relevant requirements require
municipalities to organize project declaration in strict accordance with the requirements of the notification, effectively implement the conditions for project land use, ensure that the project can be completed and connected to the grid before December 20, 2023 after approval, and that projects that do not meet the conditions for timely connection to the grid shall not be declared. The competent energy departments of each city shall guide the counties (districts) to uniformly solicit the opinions of the county-level natural resources and forestry and grass departments on the land use conditions of the project, issue unified opinions on the declared projects (see Annex 1 for the template), and submit the project declaration request documents before October 27. Including the project declaration form (see Annex 2), county-level natural resources and forestry and grass departments'opinions on land use, turning point coordinates (kml format) and other related declaration materials in triplicate, together with the electronic version submitted to the Commission.
