The relevant supporting policies
of Karamay City to support the development of hydrogen energy industry are to implement the "Three-year Action Plan for the Development of Hydrogen Energy Industry in the Autonomous Region (2023-2025)", "Several Policies and Measures of the Autonomous Region to Support the Construction of Hydrogen Energy Industry Demonstration Zones", "Karamay Hydrogen Energy Industrial Development Action Plan (2023-2025) and other deployment requirements, the construction of Karamay Hydrogen Industry Demonstration Zone, promote the rapid development of hydrogen industry, build the brand of hydrogen industry, combined with the actual situation of our city, formulate the following measures.
1. Hydrogen energy will be included in the key supporting industries of Karamay City, and key support will be given to fixed assets investment, business contribution, land use and housing of hydrogen energy industry in accordance with the standards of "Several Policies for Karamay City to Increase Support for Key Industries to Promote High-quality Economic Development (Trial Implementation)" and related supplementary documents.
2. Establish a special fund for the development of hydrogen energy industry in Karamay, and the relevant departments at the municipal and district levels jointly support the research and development of hydrogen energy industry, project construction, enterprise cultivation, demonstration and application, and talent introduction.
3. Establish the Karamay Hydrogen Energy Industry Fund, introduce social capital to invest in the establishment, and provide financial support for innovative research and development, industrialization, demonstration and application in the field of hydrogen energy in accordance with the principle of marketization and the needs of the city's hydrogen energy projects and industrial development.
4. Improve the landing service mechanism of hydrogen energy projects. For major projects with an investment of more than 1 billion yuan, relevant departments at the municipal and district levels should set up a project promotion mechanism to ensure the connection of land use, electricity use, water use, new energy filing, energy assessment and environmental assessment.
5. Improve the way of financial support for hydrogen energy. For enterprises implementing major hydrogen energy innovation projects and bank loans generated by investment in the city, after confirmation, 50% of the People's Bank of China's medium-term loan market quotation rate (LPR) for the same period will be given loan discount support, with a single discount not exceeding 1.5 million yuan. 6. 7. Supporting the construction of hydrogenation stations and methanol filling points, examining and approving new, expanded and rebuilt hydrogenation stations according to the mature management system process of domestic refueling (gas) stations, issuing gas business licenses (hydrogen fuel cell vehicle hydrogenation stations), and implementing "one-stop" service of administrative examination and approval in accordance with the principle of "non-prohibited access"; The newly built, rebuilt and expanded hydrogen stations within the city shall be supported by 20% of the actual investment in fixed assets, and the maximum amount of support shall not exceed 3 million yuan; the existing refueling (gas) stations shall be encouraged to add methanol fuel filling facilities.
8. To encourage the construction or renovation of demonstration projects of natural gas pipeline hydrogen blending and pure hydrogen pipeline network, the projects receiving investment subsidies from the autonomous region shall be subsidized according to 30% of the amount of subsidies from the autonomous region, with a maximum of 1 million yuan.
9. Supporting the construction of a shared hydrogen energy storage power station shall be supported by the financial department of the place where the power station is located according to no more than 1% of the actual fixed assets investment in the construction of the power station, and the maximum amount of support for the same project shall not exceed 10 million yuan.
10. Enterprises that use green hydrogen from hydrogen fuel cells to generate electricity and participate in electricity market transactions to realize electricity supply to local units shall be rewarded with no more than 0.1 yuan per kilowatt-hour according to the actual transaction volume, and the reward amount of the same unit shall not exceed 5 million yuan in a year.
11. For hydrogen energy projects recognized as national demonstration projects of new energy or new energy storage, matching awards shall be given according to 50% of the amount supported by the state or 30% of the amount supported by the autonomous region, with a maximum of 1 million yuan.
12. Add and renew heavy-duty trucks in Karamay City, take the lead in demonstrating and promoting the purchase of hydrogen fuel cell vehicles and green methanol vehicles, and encourage the transport capacity contract-issuing party to release part of the long-term agreement transport capacity to the transport capacity contractor; with reference to the subsidy standard of the national fuel cell vehicle demonstration city group in the current year, the financial department of the place where the vehicle operating unit is located shall subsidize the operation.
13. Encourage the installation and use of hydrogen fuel cell cogeneration facilities in qualified factories, residential areas, data centers, organs and other scenarios. If a single project receives investment subsidies from the autonomous region, it shall be subsidized according to 30% of the amount of subsidies from the autonomous region, and the maximum funding support for a single project shall not exceed 600000 yuan.
14. Encourage enterprises, institutions and research institutes to actively undertake major scientific and technological projects related to hydrogen energy. The projects approved by the national science and technology plan and implemented in our city by the first undertaking unit shall be supported by supporting funds according to 50% of the amount of funding from the superior projects, and the total amount of funding for a single project shall not exceed 10 million yuan; The first undertaking unit obtains the major scientific and technological projects and key R & D projects of the autonomous region and implements the projects in our city, which are supported by supporting funds according to 30% of the amount of funding from the higher authorities, and the total amount of funding support for a single project does not exceed 5 million yuan.
Fifteenth, support the hydrogen energy industry chain projects, key core technologies and technical shortcomings to tackle key problems. For the projects that successfully declare the hydrogen energy industry in the autonomous region, 30% of the amount of support from the autonomous region will be awarded, and the maximum amount of funding for a single project will not exceed 3 million yuan.
16. The pilot test of innovative hydrogen energy technologies shall be encouraged in Karamay. For the projects settled on the pilot test platform in Karamay, a certain proportion of the rent of office space shall be given on the basis of the existing price; for the hydrogen energy enterprises reported as "scientific and technological enterprises", a certain amount of recognition reward and R & D cost reward shall be given to the enterprises.
Seventeen, for the introduction of hydrogen industry talents, unified adaptation to the high-level talent selection and training policy of Karamay City, and actively assist in applying for the relevant subsidies and incentives policies of the autonomous region. In accordance with the "Measures for the Introduction of Urgently Needed Talents in Karamay City", the innovative teams that have passed the evaluation are transformed into the achievements of "production, learning and research" projects, entering the production links, producing production benefits and stimulating employment, and are given financial support of 500000 to 10 million yuan according to different levels.
18. Supporting the construction of public service and scientific research and innovation platforms such as hydrogen energy technology research, testing, data service, safety operation monitoring platform in this city, according to the relevant standards of rental area, the platform units will be given rent relief of up to 75% by 2025, and the platform units will be granted rent relief of up to 75% by 2025. The qualified scientific research and innovation platforms shall be granted with a recognized fund subsidy of RMB 500,000 to RMB 5,000,000; the construction projects of the hydrogen energy industry chain engineering research center shall be granted with a matching subsidy of 30% of the autonomous region's subsidy amount; and the branches of the national and autonomous region-level science and technology innovation platforms and the municipal science and technology plan projects that are substantially introduced shall be given priority support.
19. Supporting the formulation of standards in the field of hydrogen energy, enterprises and organizations in the city participating in the formulation of national and industrial standards related to hydrogen energy will be awarded 100000 yuan after the formulation of standards. Enterprises and organizations participating in the formulation of local standards in the autonomous region shall be awarded 50000 yuan after the formulation of the standards. The local standards, industry standards, national standards and international standards in the field of hydrogen energy completed by enterprises in our city as the first compilers will be awarded 300000 to 2000 yuan.
20. For the national and international hydrogen energy industry conference held in Karamay, if the number of participants reaches more than 500 and the number of participants outside the city is not less than 300, the organizer will be awarded a one-time reward of 100,000 yuan. The same exhibition project shall be supported in the same year in accordance with the principle of "no duplication, no combination".
This policy is applicable to corporate enterprises registered and taxed in Karamay. In principle, the amount of reward and subsidy enjoyed by the enterprise shall not exceed the new economic contribution of the hydrogen energy project implemented by the enterprise in that year. According to the principle of "who benefits and who cashes", the reward and subsidy funds are borne by the districts (parks) and cashed before the end of the next fiscal year. If the same subject and the same project conform to multiple subsidy policies, they shall be subsidized according to the principle of non-repetition.
