On November 9, the Hebei Development and Reform Commission issued the Announcement of the Proposed Arrangement of Ground Distributed Photovoltaic Projects in Hebei Province in 2023.
According to the project list, there are 302 distributed projects announced this time, with a total scale of about 1.4G W . From the point of view of construction project units, the top three enterprises are China South-to-North Water Transfer Group , Huadian Group and State Power Investment Corporation . The construction scale is about 117400 kilowatts, 110900 kilowatts and 9649 kilowatts respectively.
On October 20, the Hebei Development and Reform Commission issued the Notice on Organizing and Declaring Ground Distributed Photovoltaic Projects . Encourage the development and construction of ground distributed photovoltaic projects by using idle space, water surface of pits and ponds, existing construction land, agricultural greenhouses, aquaculture greenhouses, highway slopes, oil and gas fields, etc. The project should be completed and connected to the grid with full capacity by December 20, 2023.

Projects in Hebei Province in 2023 According to the requirements of the Notice on Organizing and Declaring Ground Distributed Photovoltaic Projects (JFGNY [2023] No.1350), Through the declaration of municipal organizations, the confirmation of access and consumption conditions by power grid companies and the review of land use conditions by third-party consulting units, the ground distributed photovoltaic projects with power grid and land use conditions are now publicized, totaling 302, 1430820 kilowatts , and the list of specific projects is shown in the annex. According to the feedback of the power grid company, some projects (see remarks for details) need to supplement the commitment letter before the end of the publicity period to promise to install remote control devices for the power grid, configure energy storage as required, and participate in peak shaving, otherwise they will not be issued. Relevant municipal energy authorities are requested to organize relevant enterprises to issue letters of commitment, put forward disposal opinions on projects that cannot be implemented in the public list, and submit them to the Commission.
The publicity time is from November 9 to November 11, 2023. If there is any objection during this period, please report it to the New Energy Division of the Provincial Development and Reform Commission (Energy Bureau).
