The implementation plan
of photovoltaic sand control action in Inner Mongolia Autonomous Region is to carry out Xi Jinping's ecological civilization thought in depth, earnestly implement the important instructions and important speech spirit of General Secretary Xi Jinping during his visit to Inner Mongolia, and promote the organic integration of photovoltaic development and comprehensive desert control. This plan is formulated in light of the actual situation of the autonomous region to help fight the battle of annihilation in the two sandy lands of Horqin and Hunshandake, the battle of "a few words bend" in the Yellow River and the battle of blocking the edge of the Hexi Corridor-Taklimakan Desert.
I. Development Basis
Inner Mongolia has obvious advantages in developing photovoltaic sand control resources, and the amount of onshore solar energy resources in the whole region is about 94. In recent years, the autonomous region has vigorously developed Xi Jinping endowed Inner Mongolia with the strategic positioning of the important ecological security barrier in the north, the important national energy and strategic resource base, especially the important instructions and speeches made by General Secretary Xi Jinping during his visit to Inner Mongolia in June 2023, so as to make every effort to fight the "Three North" battle for the autonomous region, prevent and control desertification scientifically, and promote the development of Inner Mongolia. A new blueprint has been drawn for the vigorous development of new energy. During the "14th Five-Year Plan" and "15th Five-Year Plan", large-scale wind power and photovoltaic bases will be built on the edge of Kubuqi, Ulan Buh, Tengger and Badain Jilin deserts and their surrounding areas, and supporting power transmission channels will be built, which will expand the new space for the development of photovoltaic in desert and desert areas in the autonomous region. Focusing on building a "model autonomous region" in an all-round way, the autonomous region has actively promoted the experience of Kubuqi desert control, which has injected new impetus into the integration of new energy development and ecological protection. The whole region is making great efforts to optimize the economic layout, adjust the industrial structure in depth, promote rural revitalization, change the way of energy development and utilization, and provide a new opportunity for innovative mechanisms to mobilize farmers, herdsmen, enterprises and other parties to participate in photovoltaic sand control. At the same time, the water resources in the autonomous region are relatively scarce, and the insufficient carrying capacity of water resources has become a rigid constraint for photovoltaic sand control. Desert areas are far away from load centers, lack of self-absorption space, difficult to construct transmission channels, low income of photovoltaic power generation, and increased cost of artificial irrigation, resulting in large project investment, long cycle, slow effect, low enthusiasm of social capital to participate in photovoltaic sand control, and no complete formation of a diversified investment mechanism among the government, enterprises, society and the masses. 2. General requirements (1) Basic principles. -Adhering to ecological priority and green development. Determine the green with water, measure the amount of water, take measures according to the area and classification, select grass and tree species scientifically, determine the restoration mode and task arrangement reasonably, and promote "-adhere to systematic management and highlight the key points. Various ecological protection and restoration measures should be taken scientifically, and efforts should be concentrated on photovoltaic sand control projects in key areas to give full play to the ecological and environmental benefits of photovoltaic projects. -- Insisting on large-scale development and intensive utilization. We should adhere to centralized and continuous development, coordinate land use, wind and solar resources and absorption conditions, plan and lay out photovoltaic bases of more than one million kilowatts, make intensive use of land, and enhance land value-added and comprehensive utilization benefits. -Adhering to the government's leading role and social participation. Highlighting the leading role of the government, strengthening the guarantee of water, land, capital and other factors, comprehensively building a new mechanism of government-led, enterprise-oriented, public participation and social coordination, and forming a joint force of ecological protection and restoration of photovoltaic sand control. (2) Overall objectives. In cooperation with the "Three North" Phase VI and other ecological control projects, the large-scale development of photovoltaic sand control in deserts and sandy lands in the whole region will be implemented to help the key areas such as Kubuqi Desert, Ulan Buh Desert and Maowusu Sandy Land to be systematically harnessed, the two sandy lands of Horqin and Hunshandake to be fully covered, and the two deserts of Badain Jilin and Tengger to be harnessed. The trend of desert invasion has been effectively curbed. By 2025, the installed capacity of photovoltaic sand control will exceed 21.4 million kilowatts, the annual power generation will be about 36 billion kilowatt hours, and the completed area of photovoltaic sand control will be 640,000 mu; by 2030, the installed capacity of photovoltaic sand control will be 89 million kilowatts, the annual power generation will be 150 billion kilowatt hours, the completed area of photovoltaic sand control will be about 2.3 million mu, and the economy under the board will grow rapidly. (5) Developing photovoltaic sand control industry to enhance the economic benefits of sandy areas. Establish market-oriented and industrialized thinking, and closely integrate photovoltaic sand control with the development of local economy. Relying on abundant land for photovoltaic construction in sandy areas and abundant psammophyte resources, we will promote the development of facility agriculture and animal husbandry, water-saving planting in sandy areas and traditional Chinese medicines under the boards, and help the ecological industry of characteristic forests and grasses grow. Relying on the vast market demand and abundant land resources, we will promote the development of the whole industry chain of photovoltaic equipment manufacturing, expand the level of employment and improve economic efficiency. Give full play to the advantages of "photovoltaic plus" tourism, tap the potential of desert tourism, increase the construction of tourism routes, help upgrade the service industry in desert areas, and promote economic income growth. (7) Improve the policy support system and promote the implementation of photovoltaic sand control. We should adhere to the government's leading role, the main body of enterprises and the participation of farmers and herdsmen, effectively stimulate the enthusiasm of the whole society for desertification prevention and control, formulate incentive policies, mobilize the enthusiasm of social capital for photovoltaic desertification control, form a diversified investment mechanism among the government, enterprises, society and the masses, and carry out regional centralized control in combination with the layout of desertification control in the autonomous region, so as to help prevent desertification and control and improve the efficiency of photovoltaic power generation. Strengthen scientific and technological innovation, support photovoltaic sand control, actively strive for the establishment of national photovoltaic sand control and sand industry technology innovation center in the autonomous region from relevant ministries and commissions of the state, increase investment in scientific and technological research and development in the field of photovoltaic sand control, and promote cooperation between scientific research institutes, universities and sand industry and new energy development enterprises. Give full play to the role of Kubuqi International Desert Forum platform, share the experience of all parties in photovoltaic desertification control, vigorously promote the Kubuqi model, and actively participate in international cooperation in photovoltaic desertification control. Innovation of green power cooperation mode, with photovoltaic sand control as the starting point, to promote the industrial transformation of sandy areas, promote the industrial development of sandy areas, with photovoltaic sand control to promote shrub processing industry, forage processing industry, Chinese herbal medicine processing industry to use materials and electricity nearby, photovoltaic sand control projects and supporting industries to promote in coordination, attract enterprises with demand for green power in the surrounding layout of sandy areas, and enhance the level of green power consumption in the region. To formulate competition rules for guaranteed photovoltaic sand control projects, guide new energy development enterprises to actively carry out photovoltaic sand control, and take the promised desert control area as the main competition standard. 4. Safeguard measures (1) Strengthen organizational leadership. We should adhere to the overall planning of the government, work together, study and improve policies, establish a working mechanism for promoting the development of photovoltaic desertification control in the autonomous region, solve major problems as a whole, and promote the effectiveness of photovoltaic desertification control. (2) Strengthen the implementation of responsibilities. The competent energy departments at all levels in the autonomous region should strengthen supervision over the construction and operation of photovoltaic sand control projects. Development and reform, natural resources, ecological environment, water conservancy, agriculture and animal husbandry, forestry and grass and other relevant departments should coordinate and work together to promote the implementation of key tasks, carry out joint site selection of photovoltaic sand control projects, optimize and streamline the approval process, and create favorable conditions for project landing. The competent departments at all levels, such as forestry and grass, agriculture and animal husbandry, and natural resources, should implement the nature of land used for the construction of photovoltaic sand control projects, and guide the implementation of the ecological control model. Taking into account the carrying capacity of local water resources, the competent water conservancy authorities have issued water use policies for photovoltaic sand control projects to dredge water channels such as ice flood water in the Yellow River, reclaimed water in urban parks, cooling water in thermal power plants and drainage water in mining areas. All League cities and banner counties (cities and districts) should take the initiative to assume territorial responsibilities, consolidate departmental responsibilities, conscientiously fulfill the responsibilities of examination and approval and follow-up supervision, and ensure the smooth landing of photovoltaic sand control projects. (3) Strengthen supervision and management. To clarify the supervision responsibility of the competent energy department and the cooperation of relevant departments and units, to establish an evaluation mechanism for the construction and operation of photovoltaic sand control, to regularly dispatch the progress of the work, to carry out the evaluation of the construction and operation effect of photovoltaic sand control according to the annual evaluation plan, construction and grid-connected consumption, and to find out the typical problems and key problems to jointly study and solve them, so as to ensure the implementation of photovoltaic sand control according to the plan.
