First, the overall requirement
is to take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, thoroughly implement the spirit of the 20th National Congress of the Party, adhere to the overall strategy of the Party to solve the Taiwan issue in the new era, practice the concept of "one family on both sides of the Taiwan Strait", highlight the integration of communication, benefit and emotion, and strive to build a well-off society in an all-round way. Efforts should be made to build a demonstration zone for cross-strait integration and development in Fujian. Give
full play to Fujian's unique advantages and exemplary role in Taiwan, make good use of resources from all sides, deepen integration and development; always respect, care for and benefit Taiwan compatriots, improve policies and systems to enhance the well-being of Taiwan compatriots and enjoy equal treatment; adhere to the problem orientation, highlight the first trial, expand authorization and empowerment, and continue to promote policy and institutional innovation; We should adhere to the principle of "easy first, difficult later, step by step, continuous progress and long-term success", adjust measures to local conditions, support areas with good conditions and outstanding advantages to take the lead in pilot projects, and guide other areas to find the right position and synergy.
Work objectives. The demonstration area of cross-strait integration and development has been basically completed, and the effect of Fujian as the first home for Taiwan compatriots and Taiwan enterprises to land has been fully demonstrated. The policy system of integrated development is more perfect, and the social atmosphere of "one family across the Straits, Fujian and Taiwan are close to each other" is stronger; personnel exchanges between Fujian and Taiwan are more convenient, trade and investment are more smooth, and exchanges and cooperation are expanding to a wider and deeper level; the demonstration effect of integrated development between Xiamen and Jinmen, Fuzhou and Mazu is constantly emerging, and the role of Pingtan Comprehensive Experimental Zone in Taiwan integration is fully played.
2. Building the first home
for Taiwan compatriots and Taiwan enterprises to land (1) Unblocking the passage of Taiwan compatriots. Moderately advance the construction of transportation and logistics infrastructure, and increase the guarantee of capital and other factors. To promote the infrastructure between Fujian and Taiwan, we should build a three-dimensional comprehensive channel hub to Taiwan, and smooth the connection between Fujian and Taiwan and other parts of the mainland. We will strengthen the layout of major logistics infrastructure such as logistics hubs and improve the regional logistics distribution system. We will further optimize and encrypt passenger and cargo routes between Fujian coastal areas and Taiwan Island, Jinmen and Mazu. To create a more relaxed policy environment for cross-strait compatriots to travel between Fujian and Taiwan and for Taiwan compatriots to stay in Fujian. More Taiwan compatriots who have never been to the mainland are encouraged to visit and exchange with Fujian.
(2) Promoting Taiwanese students to study in Fujian. The policy of "welcoming, treating equally and enrolling nearby" has been implemented for the children of Taiwan compatriots in Fujian primary and secondary schools and public kindergartens. We will support Fujian universities and research institutes to expand the scale of recruiting Taiwan students through various means. We will support cross-strait universities to carry out high-level cooperation in running schools and diversified cooperation in Fujian, and support Taiwan's superior and characteristic industrial enterprises to participate in joint-stock and mixed vocational schools in Fujian in various forms. Establish a number of cross-strait youth research bases.
(Three) encourage Taiwan compatriots to come to Fujian for employment. We will support all kinds of enterprises in Fujian, especially Taiwanese enterprises, to employ more Taiwanese employees. We will increase efforts to recruit Taiwanese teachers in Fujian vocational schools. We will further expand the scope of direct recognition of Taiwan's vocational qualifications. Doctors in Taiwan practice in Fujian according to regulations. Gradually expand the scope of practice of Taiwan residents who have obtained the national legal professional qualification to engage in the lawyer profession in Fujian. We will vigorously develop diversified human resources service institutions, including Taiwan-funded institutions.
(4) Expanding the participation of Taiwan compatriots in society. Support Taiwan compatriots to participate in the development of Fujian's ecological environmental protection, rural revitalization, social welfare and other undertakings. Support Taiwan compatriots to participate in Fujian's local community construction, grass-roots governance and other practical activities. Support Taiwan compatriots to join relevant industrial, academic and professional social organizations. We will carry out pilot projects for Taiwan compatriots to serve as responsible persons and legal representatives of non-religious social organizations in Fujian. Support Taiwan compatriots to participate in the evaluation of honors and awards at all levels in accordance with the relevant provisions of the state. Taiwan compatriots are encouraged to serve as arbitrators, mediators, people's jurors, people's supervisors, procuratorial liaison officers and judicial assistants to participate in the construction of the rule of law in Fujian.
(Five) facilitate the life of Taiwan compatriots in Fujian. Cancel the registration of temporary residence of Taiwan compatriots in Fujian. Taiwan compatriots are encouraged to apply for residence permits for Taiwan residents. Taiwan compatriots have settled down in Fujian to realize their "willingness to fall". We will expand the scope of application of identity verification for Taiwan residents' residence permits, and strive to achieve the same social convenience for Taiwan residents' residence permits as for mainland residents' identity cards. Taiwan compatriots are encouraged to buy houses in Fujian. We will improve the system of employment, medical treatment, housing, old-age services and social assistance for Taiwan compatriots in Fujian, and bring them into the social security system of the mainland in accordance with the law and regulations.
(Six) improve judicial services related to Taiwan. We will build an open resource sharing platform that integrates research and consultation on Taiwan-related laws and identification of laws in Taiwan. We will strengthen exchanges and cooperation between arbitration institutions across the Straits, allow Taiwan's civil and commercial arbitration institutions to set up business institutions in Xiamen and carry out arbitration business involving Hong Kong, Macao, Taiwan and foreign affairs. To create the best choice for Taiwan-related judicial services in the mainland, and to provide legal protection for Taiwan compatriots and Taiwan enterprises to participate in cross-strait integration and development. We will continue to optimize Taiwan-related law enforcement, procuratorial, judicial, enforcement and supervision mechanisms, and constantly improve Taiwan-related legal services.
3. Promoting the deep economic and trade integration
between Fujian and Taiwan (7) Optimizing the business environment related to Taiwan. We will support Fujian Province in creating an international first-class business environment and guide Taiwan compatriots and Taiwan enterprises to jointly build a market-oriented, legalized and convenient business environment. Opinions on formulating special measures to promote the integration of Fujian and Taiwan and relax market access. We will encourage the Fujian Pilot Free Trade Zone to expand its pilot program for Taiwan. Support the innovative development of small trade with Taiwan. We will build a common service platform for cross-strait standards, encourage cross-strait industry, University and research enterprises to jointly formulate common industry standards, and explore the establishment of a qualification assessment and certification system for Taiwanese enterprises. We will improve the coordination and linkage mechanism for the protection of the rights and interests of Taiwan compatriots and Taiwan enterprises, establish and improve communication channels between government and enterprises, and promote the increase in quantity and quality of Taiwan enterprises in Fujian and Taiwan.
(8) Deepening industrial cooperation. We will support the construction of demonstration bases for new industrialized industries in areas where conditions permit, strengthen industrial cooperation between Fujian and Taiwan, and enhance the resilience and security of cross-strait industrial chains and supply chains. We will strengthen factor guarantee and support Gulei Petrochemical Industry Base and Ningde Power Battery Cluster to build industrial bases and advanced manufacturing clusters with global competitiveness that gather resources across the Straits. Support Fujian enterprises and enterprises in Fujian and Taiwan to build enterprise cooperation alliances. We will support the construction of a multi-level cross-strait financial market, innovate ways of cross-strait social capital cooperation, promote the establishment of a cross-strait industrial integration development fund, support the innovation and upgrading of the "Taiwan-funded board" of the Straits Equity Exchange Center, strengthen cooperation and docking with the new third board, promote the listing of more qualified high-quality Taiwanese enterprises in Fujian on the mainland, and encourage more Taiwanese enterprises to participate in the development of the mainland financial market. We will support cross-strait cooperation in fashion and creative industries and jointly cultivate brands with national characteristics.
(9) Promoting the development of Taiwan's agriculture, fisheries and small and medium-sized enterprises in Fujian. Taiwanese farmers and fishermen are encouraged to participate in the integration and development of Fujian's rural primary, secondary and tertiary industries and participate in rural revitalization. It will continue to benefit Taiwan's farmers and fishermen and provide more convenience in land use, financing and domestic market development. We will deepen the cooperative development of tourism resources between Fujian and Taiwan, and support Taiwanese businessmen to participate in the upgrading of rural tourism in Fujian. We will increase support for the construction of entrepreneurship parks for Taiwanese farmers, carry out exchanges and cooperation in marine economy and other fields, support the establishment of national demonstration counties for Rural Revitalization in areas where Taiwanese enterprises and Taiwanese farmers gather, and build cooperative bases for Rural Revitalization across the Taiwan Strait and high-quality platforms for modern agriculture and fisheries. Attract Taiwanese businessmen to Fujian to engage in e-commerce, health care, logistics, catering and other services. Support qualified mainland Taiwan enterprises to declare China's time-honored brands. We will encourage Taiwan's small and medium-sized enterprises to come to Fujian for development and support Fujian in establishing a cross-strait cooperation zone for small and medium-sized enterprises. Promote cross-strait industrial development cooperation in the future. Explore new forms of cross-strait service trade cooperation and development.
(10) Strengthen cooperation in scientific and technological innovation. Fujian and Taiwan enterprises and scientific research institutions are encouraged to build a common technology research and development platform to promote the digital, networked and intelligent transformation of Fujian and Taiwan enterprises. Support Fuzhou and Xiamen to build a talent gathering platform with distinctive features, complementary advantages and coordinated development between Fujian and Taiwan. We will build a platform for the transformation of scientific and technological achievements in the ecological environment on both sides of the Taiwan Strait and support Taiwan compatriots and Taiwan enterprises to participate in the development of green economy.
4. Promoting the integration and development
of Fujian (11) Supporting Xiamen and Jinmen to accelerate their integration and development. We will support Xiamen in carrying out comprehensive reform pilot projects and give Xiamen greater autonomy in key areas and key links of reform by means of list batch authorization. Jinmen residents will enjoy the same treatment as local residents in Xiamen, take the lead in promoting the equalization, inclusiveness and convenience of basic public services, create a "city life circle" between Xiamen University and Jinmen University, and deepen inter-university exchanges and cooperation between Xiamen University and Jinmen University.Explore the mode of Xiamen-Jinmen cooperation in building infrastructure, accelerate the promotion of electricity, ventilation and bridges with Jinmen, and support Jinmen to share Xiamen's new airport.
(12) Support Fuzhou and Mazu to deepen their integration and development. Build Fuma's "life circle in the same city" and support Matsu residents to enjoy the same treatment as local residents in Fuzhou. The establishment of Fuzhou Mazu Industrial Cooperation Park will promote the innovation and integration of Fuzhou and Mazu in the fields of cultural tourism and marine fisheries, and attract Taiwanese enterprises to participate in the development of Fuzhou's digital economy. We will promote the connection of water, electricity, ventilation and bridges between Fuzhou and Matsu. Support Fuzhou New Area and Pingtan Comprehensive Experimental Zone to establish a mechanism of integration and coordination with Taiwan to achieve integrated and high-quality development.
(13) Accelerating the opening and development of Pingtan Comprehensive Experimental Zone. Support Pingtan Comprehensive Experimental Zone to speed up the construction of an all-round opening pattern to Taiwan. We will gradually build a policy system for the liberalization and facilitation of investment and trade with Taiwan, expand the opening of cross-border trade in services with Taiwan, and explore the construction of a pilot area for a cross-strait common market. We will support Pingtan Comprehensive Experimental Zone to build a more convenient channel for cross-strait exchanges. We will study the liberalization of access to Taiwan's information services and other industries, and explore measures to speed up the opening up of education.
(14) Promoting the practice of integration in other areas of Fujian. Give full play to the advantages of the main ancestral home of Taiwanese in Quanzhou and Zhangzhou Minnan dialect areas, build the world Minnan cultural exchange center, and carry out the practice of integration and development with Penghu. Support Longyan and Sanming to give full play to the advantages of Hakka ancestral land and innovate cross-strait Hakka cultural exchanges. Support Sanming to build a pilot area for rural integration and development across the Taiwan Strait. We will support Putian to deepen exchanges and cooperation with Taiwan through Mazu's hometown and the cross-strait biotechnology and health industry cooperation zone. Support Nanping to deepen cooperation with Taiwan in ecological, cultural and tourism industries. Ningde is encouraged to expand cooperation with Taiwan in new energy and marine aquaculture industries.
5. Deepening social and cultural exchanges
between Fujian and Taiwan (15) Expanding social and cultural exchanges and cooperation. We will support regular exchanges between various non-governmental organizations in Fujian and Taiwan, and encourage qualified Taiwanese non-governmental organizations to set up offices in Fujian. We will support Xiamen University in strengthening the construction of Taiwan-related research institutions and exchanges and cooperation with various think tanks in Taiwan. The Straits Forum and other major cross-strait exchanges should be well organized. We will carry out the project of displaying and tracing the history of Fujian and Taiwan, and carry out activities such as the docking of genealogies between Fujian and Taiwan, seeking roots and paying homage to ancestors. Give full play to the role of Mazu and other folk beliefs as spiritual ties, and carry out various forms of folk beliefs and customs exchange activities. Taiwan's religious circles and other social figures are encouraged to come to Fujian for short-term study. We will support exchanges and cooperation between Buddhism and Taoism between Fujian and Taiwan. Establish and improve the incentive mechanism for platform enterprises to promote cultural exchanges between Fujian and Taiwan.
(16) Encouraging exchanges and exchanges among young people. Support youth groups in various fields and industries in Fujian and Taiwan to establish normal communication channels. We will strengthen the construction of a platform for youth employment and entrepreneurship on both sides of the Taiwan Strait, and help Taiwanese youth come to Fujian to pursue, build and realize their dreams. We will support primary and secondary schools in Fujian and Taiwan to strengthen inter-school exchanges and carry out cooperation in sports with youth characteristics such as baseball and softball. We will use new media, popular culture and the Internet to carry out extensive experiential, immersive and interactive communication activities, and constantly expand the common "circle of friends" and "career circle" of young people in Fujian and Taiwan.
(17) Promoting the integration and development of cultural fields. Compatriots on both sides of the Straits are encouraged to jointly promote Chinese culture and promote the protection, inheritance and innovative development of Chinese excellent traditional culture. We will create more platforms for cultural industry cooperation and encourage Taiwan's cultural industry to invest in it. Support Fujian-Taiwan cooperation projects to be displayed through overseas Chinese cultural centers. The pilot project allows Taiwanese businessmen to invest in the establishment of radio and television program production and operation companies in Fujian. To guide the Fujian and Taiwan industries to cooperate in the production of film and television products. Cultural and entertainment resources on both sides of the Straits should be gathered to build a popular cultural center on both sides of the Straits. We will continue to carry out cultural relics protection projects related to Taiwan. Taiwan compatriots are encouraged to apply for Fujian provincial non-heritage representative inheritors. We will support Mazu temples in Fujian and Taiwan to jointly carry out the protection of Mazu's beliefs and customs, a list of representative works of intangible cultural heritage of mankind, and share the results of protection. We will promote the declaration of world cultural heritage by red brick buildings and Mazu cultural and historical sites on both sides of the Taiwan Strait. Implementation of the project "Research on the Origin and Diffusion of Austronesian Languages". Supporting Taiwanese enterprises to apply for the qualification of cultural relics protection projects, and Taiwanese professional institutions and personnel to participate in archaeological projects in Fujian Province.
6. Strengthen organizational guarantee
(18) Adhere to and strengthen the Party's overall leadership. We should adhere to the centralized and unified leadership of the CPC Central Committee over Fujian in exploring new ways of cross-strait integration and development and building demonstration zones for cross-strait integration and development, and implement the Party's leadership in all aspects of the work.
(Nineteen) improve the implementation mechanism. The Central Taiwan Office and the National Development and Reform Commission should take the lead in coordinating, making overall planning, establishing a dynamic optimization and improvement mechanism, and promoting policy implementation, evaluation, adjustment, summary and promotion. Relevant departments of the central and state organs should put forward innovative measures, strengthen policy support, and fully support Fujian in exploring new mechanisms, new paths and new models for deepening cross-strait integration and development. Fujian Province should strengthen the main responsibility, establish a coordinated implementation mechanism, give full play to the role of all parties, innovate working methods, and ensure the effectiveness of various initiatives. Establish Fujian Expert Committee to explore new ways of cross-strait integration and development, and carry out policy research on deepening the integration and development of Fujian and Taiwan.
(Twenty) consolidate the foundation of the rule of law. We will do a good job in ensuring the rule of law in promoting the construction of demonstration zones for cross-strait integration and development. The policies and measures proposed in this Opinion, which involve the adjustment and application of existing laws or administrative regulations, shall be implemented after authorization by the Standing Committee of the National People's Congress or the State Council in accordance with legal procedures.
(21) Providing financial support. The central government supports Fujian to carry out Taiwan-related economic cooperation and cultural exchanges through existing funding channels. The central budget should increase support for major projects in Fujian to explore new ways of cross-strait integration and development.
