Recently, the Sichuan Development and Reform Commission, the Sichuan Energy Bureau, the Sichuan Economic and Information Department and the Sichuan Regulatory Office of the State Energy Administration jointly issued the "Opinions on Accelerating the Construction of New Energy Storage Demonstration Projects in Sichuan Province". It is proposed that the scale of new energy storage in the province will reach more than 2 million kilowatts by 2025. Specific provisions are as follows:
1. Requirements for distribution and storage of new energy projects:
wind power, centralized photovoltaic and other new projects developed separately: (new energy projects approved or filed after the issuance of this implementation opinion). In principle, the new type of energy storage should be configured according to not less than 10% of the installed capacity and more than 2 hours of energy storage time.
Encourage multi-energy complementary development of new energy projects to allocate new energy storage. For new energy projects incorporated into the integrated renewable energy development bases of water, scenery and light in the upper reaches of the Jinsha River, the lower reaches of the Jinsha River, the Yalong River Basin and the upper and middle reaches of the Dadu River, it is encouraged to allocate new energy storage in combination with the consumption situation.
New energy development enterprises can adopt independent construction, joint construction, market leasing (purchase) and other ways to implement the allocation of new energy storage capacity requirements to encourage new energy projects in stock to allocate new energy storage . The operation time of the new energy storage shall not be later than operation time of the new energy project.
2. Define three ways
to make profits for independent energy storage projects 1) Establish an independent new energy storage capacity sharing and leasing mechanism through leasing capacity profits
. The suggested reference range is 200-400 yuan/kilowatt year. New energy development enterprises are encouraged to sign long-term lease agreements with owners of new independent energy storage projects.
2) Before
entering the spot electricity market, the energy storage power station participates in the medium and long-term market transactions as an independent market entity. When charging, it can enjoy the time-of-use electricity price policy as a power market user; when discharging, it can participate in the market transaction of thermal power, and the price is formed by the market. If
an independent new energy storage power station transmits electricity to the power grid, its corresponding charging capacity shall not bear the transmission and distribution price, government funds and additional charges, and the charge for charging and discharging losses shall be borne by the independent new energy storage power station. After
entering the electricity spot market, the electricity price and on-grid price of the independent new energy storage power station are settled according to the spot market price and rules.
3) Profitable
power grid enterprises participating in the power ancillary service market shall sign a grid-connected dispatching agreement with the owners of independent new energy storage power stations, giving priority to dispatching under the same conditions. In principle, the number of times of full charge and discharge shall not be less than 250 times per year.
3. Requirements
for independent energy storage projects 1) Independent energy storage demonstration projects should be centralized, and the installed capacity of a single power station should not be less than 100,000 kilowatts in principle.
2) New energy storage projects with legal personality that meet the conditions and standards can be converted to independent new energy storage and participate in the electricity market as independent subjects. Encourage new energy storage projects in the form of allocation and construction, and choose to convert them into independent new energy storage projects. In principle, the energy storage of wind-solar-hydro-thermal storage multi-energy complementary integration project will not be converted to independent new energy storage for the time being.
