Wind power equipment is the core component of the high-quality development of wind power industry. In order to implement the National "14th Five-Year Plan" for Modern Energy System, the "14th Five-Year Plan" for Energy Development in Zhejiang Province and the "14th Five-Year Plan" for the Development of High-end Equipment Manufacturing Industry in Zhejiang Province, we will help carbon to reach peak carbon neutralization, explore a new development model for offshore wind power bases, and promote the high-quality development of wind energy equipment industry in our province. By 2025, the sales output value of nuclear power related manufacturing products in the province will exceed 3 billion yuan, driving the total output value of related manufacturing industries to exceed 70 billion yuan, forming about 12 enterprises with annual output value exceeding 1 billion yuan, and cultivating 12 single champions and specialized, special and new "Little Giant" enterprises in manufacturing industry; We will build 1-2 core areas and collaborative areas of "Zhejiang Manufacturing" provincial-level characteristic industrial clusters, and accelerate the construction of an important nuclear power related manufacturing base in China.
2. Action tasks
(1) Strengthen the cultivation of enterprises. Establish a gradient cultivation bank for nuclear power related manufacturing enterprises. In the selection and recognition of provincial invisible champion enterprises and provincial specialized, special and new small and medium-sized enterprises, give priority support on the basis of meeting the basic conditions, accelerate the cultivation of a number of individual champions, specialized, special and new "Little Giant" enterprises; promote the actions of Eagle and Phoenix as a whole, and promote nuclear power related manufacturing enterprises to become bigger and stronger. Carry out training docking, support and promote enterprises to apply for nuclear power qualified supplier qualification; guide enterprises to establish quality assurance system in line with the requirements of national nuclear safety regulations, assist qualified enterprises to carry out nuclear safety equipment design/manufacturing license certification; encourage local governments to reward enterprises that have obtained qualified supplier qualification and nuclear safety license certification according to actual conditions. (2) Improve the collaborative innovation system. We will build platforms such as the Research Center for Intelligent Construction Engineering of Domestic Third-Generation Nuclear Power Technology, the Collaborative Innovation Center for Structural Integrity of Nuclear Power Equipment and the China Nuclear Power Digital Innovation Center, and support scientific research institutes in building key laboratories for nuclear technology. We will accelerate the cultivation of a number of technology centers for nuclear power related enterprises, R & D centers for high-tech enterprises, and engineering (technology) research centers, and support industry-university-research cooperation in building technology alliances for nuclear power related industries. We will implement the "double-tip and double-leading" scientific research plan, and organize and implement a number of key "bottleneck" technological research projects and major technical equipment R & D and innovation projects in nuclear power-related manufacturing industries. Promote enterprises and research institutes to actively undertake major national nuclear power related projects, tackle a number of strategic, leading and basic key core technologies, and encourage places where conditions permit to provide financial support to the main body supported by national special funds. Support local governments to strive for the landing of national nuclear power related testing and certification institutions, and enhance Zhejiang's nuclear-related inspection and testing capabilities. (III) Promote product upgrading. We will implement a number of key engineering projects for the first set of products related to nuclear power and collaborative innovation projects in the industrial chain to enhance the industrialization capacity of nuclear power-related manufacturing industries. For the standard nuclear safety and quality assurance system, a number of quality improvement projects will be implemented to help enterprises apply for qualifications and speed up the upgrading of quality management and quality improvement. We will guide and promote enterprises to carry out R & D and manufacturing of complete sets of heavy equipment such as nuclear island evaporators, pressure vessels, reactor internals and conventional island auxiliary equipment, consolidate the leading position of nuclear-grade sealing materials in China, enhance the development of safe and reliable instruments, ventilation equipment and intelligent control systems, enrich nuclear-grade pump valves and related power transmission and transformation equipment, and form an integrated supply capacity. We will accelerate the research and preparation of common medical isotopes such as cobalt-60 and carbon-14, and promote the building of a leading domestic system for the development and production of nuclear drugs, the research and transformation of clinical applications of nuclear medicine, and the integrated development of nuclear medicine and nuclear equipment. (IV) Strengthen central-local military-civilian cooperation. Give full play to the advantages of nuclear power resources in Haiyan, Sanmen, Cangnan and other places, deepen the strategic cooperation between the central and local governments, establish a close cooperation mechanism, and encourage the first set of products in our province, products undertaking major engineering projects, and major equipment localization products to be given priority under the same conditions in nuclear power construction. We will build central-local cooperation platforms such as industry summits and industrial chain supply chain docking meetings to smooth the communication channels between nuclear power related manufacturing enterprises and builders, operators and equipment providers. Seize the opportunity of "going out" of nuclear power, support the provincial nuclear power related manufacturing enterprises to go to sea with the group, and achieve win-win cooperation. Actively strive for key national scientific research institutes to set up branches in Zhejiang, promote and promote the national nuclear power core enterprises to set up production bases and regional headquarters in Zhejiang, and jointly set up nuclear power related enterprises with enterprises in Zhejiang, or acquire or participate in related enterprises in Zhejiang. (5) Build characteristic industrial bases. We will support Haiyan to build a nuclear power city in China, upgrade the energy level of nuclear power related equipment industry as a whole, accelerate the production and application of isotopes, promote the comprehensive utilization of nuclear energy, and build a zero-carbon future city. We will support the construction of a new energy city in Sanmen, and foster and expand nuclear power characteristic industrial bases such as nuclear pipes, nuclear-grade pumps and valves, seals, and transformers. We will support the construction of green energy towns in Cangnan, take nuclear power as the lead, lay out clean energy industries such as offshore wind power, photovoltaic and tidal energy in an all-round way, and build a national demonstration site for clean energy development. We will support Hangzhou, Ningbo, Wenzhou, Huzhou, Jiaxing, Shaoxing, Taizhou and other places to give full play to the basic advantages of the equipment industry and guide the agglomeration and development of nuclear power related enterprises. III. Safeguard measures
(I) Strengthen work coordination. The three levels of provinces, cities and counties should be jointly promoted to ensure the implementation of various objectives, tasks and policy measures. Establish follow-up service and supervision and inspection mechanism for key enterprises, major projects and important areas, strengthen monitoring and analysis, and coordinate and solve major problems. (2) Increase policy support. We will deepen the reform of optimizing the allocation of resource elements and support local governments to provide policy support such as additional points to enterprises that have obtained qualified supplier qualifications and nuclear safety licenses in the comprehensive performance evaluation per mu. (III) Optimize factor support. We will strengthen the guarantee of land, energy and other essential resources for nuclear power related manufacturing industries, and provide support in project filing, energy assessment and emission rights. We will co-ordinate the provincial high-end equipment industry cluster fund and the "specialized, special and new" parent fund, link up with local related industry funds, and work together to support the construction of major nuclear power related manufacturing projects. Financial institutions are encouraged to optimize their products and services and increase financial support for nuclear power related manufacturing enterprises. We will support local governments to strengthen the introduction of high-level talents in nuclear power related manufacturing industries and expand the ranks of engineers. (IV) Optimize the development atmosphere. We will strengthen docking with the China Nuclear Energy Industry Association and the China Nuclear Society to introduce high-quality nuclear power resources. We will support the construction of associations such as provincial nuclear societies and provincial nuclear power related industry associations, promote exchanges and cooperation, market docking, personnel training, and create a good industry atmosphere. We will support local governments in holding nuclear power industry summits, forums and other activities to create a window for exchanges and exhibitions.
