Hydrogen energy is a clean, efficient and sustainable secondary energy. Developing hydrogen energy industry is an important measure to ensure energy security, cope with climate change and optimize energy structure. In order to implement the decision-making and deployment of the state and Chongqing on the hydrogen energy industry and promote the high-quality development of the hydrogen energy industry in Jiulongpo District, this plan is formulated. 1. Development background and current situation

(1) Planning background

With the development and progress of hydrogen energy and fuel cell technology, hydrogen energy has gradually become an important part of the future global energy strategy. The hydrogen energy industry has great potential and obvious advantages in the automobile industry. At present, with the rapid development of the global hydrogen energy industry, the technologies of hydrogen energy production, storage and transportation, and fuel cells are becoming more and more mature, and have been widely used in transportation, chemical smelting and other fields. Jiulongpo District grasps the goal of energy reform, anchors the goal of "double carbon", gives full play to the advantages of industrial foundation, proposes to build Jiulongpo into "Western Hydrogen Valley", and according to the goal of "1234", concentrates on building "Western Hydrogen Valley" into a national hydrogen commercial vehicle production base, a national fuel cell system R & D and manufacturing base, and a national hydrogen industry demonstration and application base. Relying on the two major industrial projects of Bosch Qingling Project and Guohong Hydrogen Energy Science and Technology Industrial Park, four key industrial chains of hydrogen energy production, storage and transportation, equipment and application are constructed. Fuel cell vehicles accounted for 10% of the newly added and replaced vehicles in the field of public transport (urban public transport, rental, sanitation, postal express delivery, urban logistics and distribution), with a total output value of 10 billion yuan. location development and rich application scenarios of hydrogen energy. Chongqing is an important strategic fulcrum of China's western development, located in the joint of the "the Belt and Road" and the Yangtze River Economic Belt, plays a unique and important role in the national regional development and opening up pattern, and has the hub advantage of linking Central Asia, EU, ASEAN and Asia-Pacific markets. Located in the west of the main urban area of Chongqing, Jiulongpo is an important fulcrum of the Chengdu-Chongqing economic circle and the new land-sea corridor in the west, with an area of 432 square kilometers and an urbanization rate of 93%. It bears the important functions of the "city of science" in the west and is the main battlefield for the future development and construction of the hydrogen energy industry. There are abundant hydrogen energy application scenarios such as public transport, sanitation, trunk logistics, inter-city logistics, port logistics, rail transit, ships, UAVs and so on. Hydrogen

storage technology is the first breakthrough, and the traditional infrastructure is sufficient. According to the overall layout plan of hydrogen station in Jiulongpo District, the first comprehensive energy station applying hydrogen storage well technology in Chongqing has been built in 2021. The hydrogen storage technology is leading in China, with the characteristics of high safety factor and small area, which lays a foundation for the application and promotion of hydrogen storage safety technology. There are 11 gas stations, 38 LPG stations and 83 gas stations in Jiulongpo District. Through the optimization of station layout and the construction and reconstruction of existing gas stations, a comprehensive energy station can be quickly formed to serve the large-scale demonstration application of fuel cell vehicles.

(3) Existing problems

and industrial policies need to be improved . Local governments lack clear procedures and guidance for the construction approval, business license and supervision and management of hydrogenation stations. They also lack clear and effective management mechanisms for "oil-hydrogen-gas-electricity" integrated stations and hydrogen production and hydrogenation integrated stations. The construction of hydrogenation stations is slow. In addition, Chongqing has not yet been included in the national fuel cell vehicle demonstration city group, and the support for hydrogen energy is insufficient. The region should work with Chongqing and Sichuan to promote the improvement of the relevant policy system to ensure the rapid development of the hydrogen energy industry.

Compared with the areas where hydrogen energy industry was developed earlier in China and other districts and counties in Chongqing, the upstream industry of hydrogen energy in Jiulongpo District needs to be cultivated. There is a shortage of hydrogen production, storage and transportation enterprises in Jiulongpo District. Innovation carriers need to be built urgently. As a new industry, hydrogen energy is short of relevant professional and technical personnel, technology, equipment, capital and other resources, and it is difficult for enterprises and research institutes to achieve product transformation and industrial upgrading through their own capabilities. We will encourage the construction of innovative carriers such as public R & D service platforms for hydrogen energy industry chains and talent training bases for modern industrial colleges, and advocate hydrogen energy enterprises and research institutes to join the platforms and share industry resources.
