Autonomous Region Independent New Energy Storage Power Station Project 0 HTML0 Detailed Rules for the Implementation of UNK9 (Provisional) 0 HTML0 UNK1 0 Chapter I General Provisions 0 HTML0 UNK1 1 Article 1 [Purpose Basis] To implement the Guiding Opinions of the National Development and Reform Commission and the National Energy Administration on Accelerating the Development of New Energy Storage (FGNY [2021] No.1051) and the National Development and Reform Commission Notice of the National Energy Administration on the Issuance of the Implementation Plan for the Development of New Energy Storage in the 14th Five-Year Plan (FGNY [2022] No.209), Notice of the National Energy Administration on the Issuance of the Management Standards for New Energy Storage Projects (Interim) (Guonengfa Science and Technology Regulation [2021] No.47), Notice of the General Office of the People's Government of Inner Mongolia Autonomous Region on Accelerating the Development of New Energy Storage These Rules are hereby formulated to promote the construction of independent new energy storage power stations in the autonomous region in an orderly manner in accordance with the relevant requirements of the Opinions on Implementation (No.2021) and the Notice of the General Office of the People's Government of Inner Mongolia Autonomous Region on the Issuance of Several Policies for Supporting the Development of New Energy Storage in the Autonomous Region (2022-2025) (No.2022). 0 HTML 0 UNK1 2 Article 2 [Scope of Application] These Rules are applicable to the construction, operation and management of independent new energy storage power station projects (hereinafter referred to as "independent energy storage power station") in the whole region, mainly referring to the direct access to the public power grid, the direct signing of grid-connected dispatching agreements with power dispatching agencies as an independent market entity, and the direct access to the public power grid. New energy storage power stations, including electrochemical, compressed air, flywheel, gravity, super capacitor, etc., are dispatched by power dispatching agencies and serve the operation of power system. 0 HTML 0 UNK1 3 Chapter 2 Construction Requirements 0 HTML 0 UNK1 4 Article 3 [General Requirements] Independent Energy Storage Power Station has independent legal personality, the performance of its main equipment should conform to relevant national standards and norms, the operation life cycle should not be less than 20 years (including battery replacement), and the charge-discharge conversion efficiency of the power station is generally not less than 60%. The availability of the power station shall not be less than 90%. 0 HTML0 UNK1 5 Article 4 [Requirements for Grid Connection] Independent energy storage power stations have independent metering, control and other technical conditions, access to the dispatching automation system can be monitored and dispatched by the power grid, and meet the relevant standards and specifications for energy storage and the relevant requirements of power market operators. 0 HTML0 UNK1 6 Article 5 [Application Scenario] The independent energy storage power station temporarily considers the independent energy storage power station at the grid side and the independent energy storage power station at the power source side, and the function positioning and application scenarios of the two are clearly distinguished. The independent energy storage power station on the grid side mainly plays the role of improving the system regulation ability, guaranteeing the peak power demand, and solving the power demand of the end grid, among which the discharge power of the energy storage power station to improve the system regulation ability is not less than 50000 kilowatts, and the continuous discharge time is not less than 4 hours. The discharge power of the energy storage power station to ensure peak electricity demand is not less than 100000 kilowatts, and the continuous discharge time is not less than 4 hours. The discharge power of the energy storage power station that meets the power demand of the end grid shall not be less than 0. The independent energy storage power station on the power supply side shall mainly play the role of meeting the requirements of grid-connected operation of new energy stations, peak shaving for new energy stations with clear service relationship, and promoting the utilization rate of relevant new energy power generation entities. The discharge power of the energy storage power station shall not be less than 50,000 kilowatts, and the continuous discharge time shall not be less than 2 hours. 0 HTML 0 UNK1 7 Article 6 [Layout Requirements] In the grid-side independent energy storage power stations, the independent energy storage power stations to enhance the system regulation capacity are mainly located in areas where the grid regulation capacity is weak and the new energy is difficult to absorb due to the obstruction of transmission; Independent energy storage power stations to ensure peak power demand are mainly located in areas with rapid growth of power demand in the load center and insufficient power supply capacity at peak time; independent energy storage power stations to solve the power demand at the end of the power grid are mainly located in Alashan, Xilingol and areas with weak power grid in the northern border. Independent energy storage power stations on the power supply side are mainly located in areas with rich new energy resources and poor system absorption capacity; new energy projects in operation without energy storage are encouraged to build independent energy storage power stations nearby according to the power grid structure, so as to improve the utilization rate of new energy power stations; We will encourage the construction of independent energy storage power stations of corresponding scale in accordance with the relevant requirements of the energy storage scale and the layout of the power grid structure. 0 HTML0 UNK1 8 Article 7 [Investment Conditions] Supports power grid enterprises and power generation enterprises to invest independently or jointly in the construction of independent energy storage power stations, and encourages social capital to actively participate in the investment of independent energy storage power stations. Encourage the construction of independent energy storage power stations on the power supply side by means of joint construction, leasing and purchasing for new energy projects that are not equipped with energy storage; Supported grid-connected new energy projects with energy storage in operation are encouraged to integrate energy storage into independent energy storage power stations on the power supply side on the premise of meeting technical conditions such as metering, operation control, safety standards and relevant requirements of power market operators. For the time being, the allocation and construction of energy storage for market-oriented grid-connected new energy projects will not be considered to be converted to independent energy storage power stations on the power supply side. In principle, the supporting transmission projects of grid-side independent energy storage power stations are all invested and constructed by grid enterprises, the transmission line projects of power-side independent energy storage power stations are invested and constructed by energy storage enterprises, and the related projects connected to grid substations are invested and constructed by grid enterprises. 0 HTML0 UNK1 9 Article 8 [Supporting Contents] Encourage independent energy storage power stations to carry out demonstration of new energy storage technology application and demonstration of the first (set) of major technical equipment, and support pilot demonstration of technical routes such as flow batteries, compressed air, sodium ion batteries, solid-state lithium ion batteries, gravity and flywheels; Support the technical route that can provide physical moment of inertia, ensure the safe and stable operation of the power grid, and support the absorption of new energy; Supporting leading enterprises in equipment manufacturing industry and energy industry to take the lead in establishing new energy storage innovation platforms and key laboratories, supporting new energy storage related production enterprises to tackle key technological problems and transform them, and giving preferential support in major scientific and technological projects, high-tech identification and investment in scientific research funds in accordance with the law and regulations; Support new energy storage equipment manufacturing enterprises to invest in the construction of energy storage equipment manufacturing projects in the autonomous region. 0 HTML0 UNK2 0 Chapter III Operation Management 0 HTML0 UNK2 1 Article 9 [Dispatching Operation] Independent energy storage power stations shall be connected to corresponding voltage levels according to the requirements of power grid enterprises, and shall be integrated into the unified management of power operation in the whole region in accordance with the regulations of the state and autonomous regions on the management of grid-connected operation of electric power. Under normal operation mode, grid-side independent energy storage power stations and power-side independent energy storage power stations are independent market players, participate in power market and ancillary service market transactions according to market rules, and declare charging and discharging plans independently; In case of emergency in the power grid (such as shortage of power supply and demand, power grid accident, etc.), the independent energy storage power station shall be charged and discharged according to the operation mode arranged by the power dispatching organization, and the power dispatching organization shall reasonably arrange to call the independent energy storage power station. The independent energy storage power station on the power supply side should give priority to meeting the peak shaving demand of the corresponding new energy station when charging, and the insufficient part should declare the charging plan independently according to the market rules. 0 HTML0 UNK2 2 Article 10 [Transaction Mode] Both the grid-side independent energy storage power station and the power-side independent energy storage power station can participate in the transaction in a dual capacity, as a power generation enterprise to participate in the transaction when discharging, and as a power user to participate in the transaction when charging. If an independent energy storage power station transmits electricity to the power grid, the corresponding charging capacity shall not bear the transmission and distribution price, government funds and additional charges. 0 HTML0 UNK2 3 The independent energy storage power stations in West Inner Mongolia can obtain revenue by participating in the spot market of electricity and the ancillary service market of electricity, and the electricity price of charging and discharging electricity and ancillary service fees are implemented according to the relevant market prices and rules. Before the operation of electricity spot market and power ancillary service market, independent energy storage power stations in eastern Inner Mongolia participate in electricity market transactions, implement time-of-use electricity price policies such as peak, valley and peak, and participate in paid peak shaving, frequency modulation and moment of inertia transfer in accordance with the relevant requirements of power ancillary service management in Northeast China; After the operation of the electricity spot market and the electricity ancillary service market, the relevant market prices and rules shall be implemented. 0 HTML0 UNK2 4 Article 11 [Capacity Compensation] The grid-side independent energy storage power station included in the demonstration project shall enjoy capacity compensation. The compensation standard shall be calculated according to the discharge quantity, and the upper limit of compensation shall be temporarily 0.The independent energy storage power station on the power supply side does not enjoy capacity compensation. 12 [Marketization] The independent energy storage power station on the power supply side shall obtain income by leasing, selling capacity and other market-oriented means, and the lease fee shall be provided by the leased new energy enterprise; the lease price of energy storage capacity may refer to the capacity compensation standard of the independent energy storage demonstration project on the grid side, which shall be agreed upon by both parties through negotiation; The charging and discharging capacity generated by the independent energy storage power station on the power supply side for providing regulation services for the relevant new energy stations shall be able to be measured, and the corresponding charging capacity price shall be determined by both parties through negotiation. IV Project Declaration
Article 13 [Organizational Declaration] The independent energy storage power station on the grid side shall be declared by the demonstration project organized by the Energy Bureau of the Autonomous Region. The construction scale and layout shall be determined according to the actual needs of the power grid. The competent energy departments of the League cities shall report the qualified energy storage projects in the region in conjunction with the power grid enterprises. The independent energy storage power station on the power supply side does not carry out demonstration project declaration, and the energy storage enterprise independently chooses the capacity and location of the independent energy storage power station, and in principle, it is located nearby around the new energy power station with which the corresponding relationship is established. 14 [Selection and Evaluation] The Energy Bureau of the Autonomous Region shall organize power grid enterprises and third-party advisory bodies to select and evaluate the demonstration projects of grid-side independent energy storage power stations reported by the League cities and organize their implementation. Article
15 [Capacity Confirmation] After the independent energy storage power station on the power supply side is completed and put into operation, the energy storage enterprise and the corresponding new energy enterprise shall sign a lease agreement or purchase contract in time, and encourage both parties to sign a long-term agreement; The competent energy departments of the leagues and municipalities, together with the power grid enterprises, shall identify the energy storage capacity leased or purchased by new energy projects in accordance with the relevant provisions of the State. V Supervision and Management
Article 16 [Project Filing] The competent energy departments of the League cities shall implement the filing management of the independent energy storage power stations in their respective regions, and timely submit the filing information to the dispatched offices of the State Energy Administration and the Energy Administration of the Autonomous Region. Article
17 [Project Construction] The administrative offices of the leagues, the municipal people's governments and the power grid enterprises shall give support to the independent energy storage power stations in accordance with the law and regulations in the preliminary procedures of planning land use, construction permits, power grid access and energy consumption indicators. Independent energy storage power stations shall be designed, constructed, installed, completed, accepted and operated in strict accordance with the requirements of relevant national and industrial standards, and the design, construction and supervision units of power stations shall have corresponding qualifications. 18 [Project Acceptance] After the completion of the construction of an independent energy storage power station, the competent energy department of the League city shall take the lead and jointly organize the completion acceptance with the power grid enterprises in accordance with the relevant provisions of the State. Power grid enterprises should study and formulate grid-connected access standards for independent energy storage power stations, and strengthen the requirements of equipment quality and technical standards for independent energy storage power stations. 19 [Operation Supervision] The competent energy departments of the leagues and municipalities shall regularly carry out project supervision in conjunction with power grid enterprises and relevant institutions, and shall not, in principle, alter the construction contents without authorization during the compensation period for the investors of independent energy storage power stations included in the demonstration projects. The investment subject shall not be substantially changed by any means such as selling shares, leasing assets, subcontracting or subcontracting. Article
20 [Safety Production] Independent energy storage power station enterprises shall strengthen safety production management, implement the main responsibility of enterprises in accordance with the relevant provisions of the State, formulate operation and maintenance rules, regularly carry out equipment o peration and maintenance, battery system health status assessment, network-related performance testing, etc., and establish and improve fire safety responsibility system and fire safety management. Conduct regular fire inspection, fire patrol and fire equipment inspection, prepare contingency plan and conduct regular drills. Article
21 [Exit Management] The owner of an independent energy storage power station project shall do a good job in monitoring the operation status of the project, monitor the operation status of the energy storage system in real time, and make timely rectification when the project reaches the design life or the safe operation status does not meet the relevant technical requirements. If the relevant requirements are still not met after rectification, the project owner shall take timely measures to decommission the project and report to the original filing authority and other relevant units in a timely manner. VI Supplementary Provisions
Article 22 These Rules shall be implemented from the date of promulgation, and shall be interpreted by the Energy Bureau of the Autonomous Region in conjunction with relevant departments. If the national policy is adjusted and inconsistent with the national policy, it shall be implemented in accordance with the national policy.
