On November 2, the Henan Development and Reform Commission issued the Notice on Promoting Distributed ", which calls for the continuous optimization of the development environment, especially the further standardization of the record management in all parts of the country. An administrative license shall not be granted in the name of filing.

The Notice regulates the management of household photovoltaic filing. According to the principle of "who invests, who benefits, who files", the main body of project filing is clearly defined, and the specific construction party is determined independently by the roof property owner in accordance with the principle of marketization.

In addition, in terms of improving the regulation capacity of distributed photovoltaic and promoting the coordinated development of network sources, it is required to continue to improve the carrying capacity of local power grid, at the same time, adhere to local absorption, and rationally arrange the scale of immediate distributed photovoltaic development according to the evaluation results of the carrying capacity of distributed photovoltaic access grid, so as to achieve the goal. The photovoltaic capacity (including the capacity under construction or to be built) connected to the main transformer (distribution transformer) of each level of power grid shall not exceed 80% of the rated capacity of the equipment. Encourage household photovoltaic "self-use, surplus electricity access to the grid" and industrial and commercial photovoltaic "all self-use" to achieve local consumption on the user side, improve the efficiency of distributed photovoltaic power generation, and reduce the pressure of public grid operation.

In addition, the Technical Specification for Distributed Photovoltaic Access Grid in Henan Province (Trial Implementation) has been issued. It is reported that at present, the installed capacity of distributed photovoltaic power generation in Henan Province has exceeded 27 million kilowatts, becoming the second largest installed type in Henan Province after coal-fired generating units. To further standardize the technical standards of distributed photovoltaic power generation, on the one hand, it can promote distributed photovoltaic power generation to achieve "considerable, measurable, adjustable and controllable", and provide support for the safe and reliable operation of the province's power system, on the other hand, it can also clarify the standards of distributed photovoltaic power generation projects and speed up the process of grid connection.

I. To encourage the exploration of innovative models, Continuously improve the development environment

(1) Strengthen overall planning and guidance. (3) Continuously optimizing the development environment. All localities should further standardize the management of filing, not increase the preconditions without authorization in addition to the statutory conditions, and not carry out administrative licensing in the name of filing. At the same time, we should strictly implement the notification system of project filing safety management and quality control matters. On this basis, we should actively explore the form of financial risk notification according to local conditions, increase the publicity and reminder of the benefits and risks of distributed photovoltaic development, effectively safeguard the people's right to know, and create a fair, just, open and transparent environment for the development of distributed photovoltaic.

2. Continuously standardize industry management and promote the healthy development

of household photovoltaics (1) Promote the standardization of contract agreements. Residents, photovoltaic development enterprises and household photovoltaic distributors should be guided to strengthen consultation with reference to the standardized contract model recommended by the National Energy Administration, further clarify the development mode, the proportion of income distribution and the risks borne by all parties, so as to lay a foundation for all parties to effectively safeguard their legitimate rights and interests. The contract (agreement) must make it clear that "enterprises shall not use residents'information loans or disguised loans without their knowledge, and shall not transfer financial risks to residents".

(2) Strengthen the self-discipline of enterprises. Household photovoltaic development and utilization involves the vital interests of the masses, and all project development enterprises should strictly comply with the requirements of "100 Questions and 100 Answers for Household Photovoltaic Construction and Operation" (2022 edition) and "Guidelines for Household Photovoltaic Construction and Operation" (2022 edition), and conscientiously implement the relevant requirements of building load, wind resistance, waterproof technology and standardized construction. Purchase and use photovoltaic power generation components in accordance with the requirements of national technical standards to ensure the safe operation of the project.

(3) Standardize the management of household photovoltaic filing. According to the principle of "who invests, who benefits, who files", the main body of project filing is clearly defined, and the specific construction party is determined independently by the roof property owner in accordance with the principle of marketization. For household photovoltaic projects constructed by individuals using their own houses and self-purchased equipment, relevant information such as house ownership certificate and project self-investment commitment shall be provided and filed by grid enterprises; for household photovoltaic projects for profit by leasing other people's roofs or photovoltaic power generation facilities, they shall be filed in the name of enterprises; The main body of project investment and operation and maintenance shall be specified in the filing information. The filing subject shall be responsible for the authenticity, legality and integrity of the filing information, and shall not apply for filing by concealing the situation, false declaration or other improper means.

Local filing authorities should further simplify the filing process, especially to further increase support for household photovoltaic projects invested by enterprises, and guide local power grid companies to provide free filing services for enterprises according to the wishes of owners. Power grid enterprises shall review the consistency between the purchase invoices of equipment (including photovoltaic modules, inverters, etc.) and the filing subjects before the project is connected to the grid, and the inconsistent ones shall be connected to the grid only after the relevant filing information is improved.

(4) Strengthen supervision after the event. All localities shall strengthen contact with grid enterprises and PV development enterprises (investment entities and operation and maintenance entities), establish regular coordination mechanism, coordinate and solve problems in a timely manner, and resolve conflicts and disputes; increase policy publicity and implementation efforts, make full use of credit platforms and other means for acts harming the interests of the masses, strictly investigate and punish in accordance with the law and regulations, and make every effort to maintain the order of the household PV market.

For the existing grid-connected household photovoltaic projects, all localities should guide the grid enterprises to carry out project information arrangement, clarify the owners of roof property rights and photovoltaic power generation assets, urge the owners of photovoltaic power generation assets to fulfill their main responsibilities, implement the project operation and maintenance, safety responsibility units, and ensure the safety of the project. Promote the formation of a good situation of "asking people to understand, managing things and shouldering responsibilities". The work of arrangement, summary and filing will be completed by the end of 2023.

3. Enhance the ability of distributed photovoltaic regulation and promote the coordinated development

of network sources (1) Carefully implement the requirements of access carrying capacity assessment. Local grid enterprises are organized to carry out regional distributed photovoltaic carrying capacity assessment and accessible capacity calculation, to clarify the red, yellow and green areas of distributed photovoltaic development, to publish quarterly to the public, and to shorten the calculation and publication cycle in a timely manner; Priority should be given to supporting distributed photovoltaic projects in green areas and distributed photovoltaic projects in yellow and red areas, which will be developed and constructed after the implementation of absorption conditions. Power grid enterprises should make full use of information technology to speed up the application and construction of new energy cloud platform, and provide convenient services for inquiring information and publishing results. In accordance with the requirements of the state, our committee will actively promote the evaluation of distributed photovoltaic carrying capacity and other related spot checks.

(2) Continuous improvement of carrying capacity. All localities should organize local power grid enterprises and photovoltaic development enterprises to formulate a work plan for improving the carrying capacity of distributed photovoltaic, and effectively improve the carrying capacity of distributed photovoltaic access through scientific and rational planning of power grid construction, rational planning of energy storage facilities construction, and implementation of convergence and boost access. Photovoltaic development enterprises are encouraged to adopt overall planning and overall development mode in red and yellow areas to improve the carrying capacity of regional power grids and innovate distributed photovoltaic application scenarios.

(3) Insist on local consumption. According to the assessment results of the carrying capacity of distributed photovoltaic access to the grid, the development scale of distributed photovoltaic on the spot shall be reasonably arranged, and the photovoltaic capacity (including the capacity under construction or to be built) accessed by the main transformer (distribution transformer) at all levels of the grid shall not exceed 80% of the rated capacity of the equipment. (4) Standardizing network-related technical standards. According to the relevant national and industrial standards, our committee organized the State Grid Henan Electric Power Company and relevant scientific research and design units to compile the Technical Specification for Distributed Photovoltaic Access Grid in Henan Province (Trial) (see annex for details), to implement the requirements of the document, standardize the communication, protection, measurement and automation of distributed photovoltaic power generation projects. Fair participation in the market of power system operation regulation and peak shaving ancillary services will promote the synergy and interaction between network and source.

Local governments can formulate implementation rules according to local conditions to promote the healthy and sustainable development of distributed photovoltaic power generation. In the course of work, problems found should be reported in time.
