Among them, market-oriented grid-connected new energy projects, the capacity proportion and duration of new energy storage are moderately increased. By the end of the 14th Five-Year Plan, the scale of new energy storage in our province will reach more than 500000 kilowatts, and the duration of comprehensive energy storage will not be less than 2 hours, so as to realize the transformation of new energy storage from the early stage of commercialization to the large-scale development.

1. General requirements
(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the new strategy of "four revolutions and one cooperation" for energy security, focus on achieving the goal of carbon neutralization at peak carbon, adapt to the new trend of the development of new power systems, keep up with the new pace of domestic energy storage development, and take the lead in laying out new energy storage tracks. Promote the popularization and application through pilot projects and deepen the development through demonstration, give full play to the role of new energy storage facilities in ensuring the safe supply of electric power, stable operation of the system and promoting the absorption of new energy, accelerate the high-quality and large-scale development of new energy storage in our province, and provide important support and strong guarantee for the high-quality development of energy in our province.
(2) Basic principles.
-Overall planning and coordination. We should adhere to the "chess game" of the whole province, integrate all kinds of resources, form joint efforts, and accelerate the diversification, marketization and large-scale development of new energy storage. According to the actual situation of power, renewable energy planning and power grid structure, energy storage projects on the power side and grid side should be rationally laid out. Users are encouraged to configure new energy storage facilities according to local conditions to enhance power self-balancing capacity.
-Market operation and policy guidance. In order to better play the flexible adjustment role of new energy storage and reduce the initial investment cost, the construction of new energy storage in our province takes large-scale centralized energy storage as the main development mode in principle. Give centralized energy storage an independent market entity status, and actively promote energy storage to participate in medium and long-term electricity, ancillary services, spot and other electricity market transactions.
-- Strengthening supervision and standardizing management. Adhere to the bottom line thinking, strictly adhere to the safety bottom line, compact the main responsibility of enterprise safety, promote the establishment of a complete energy storage technology and safety standard system, strengthen the quality supervision of the whole life cycle of energy storage facilities, improve and optimize the management procedures related to energy storage construction, grid connection and operation, and ensure the safety of the whole process of new energy storage construction and operation.
(3) Task objectives. As the first batch of centralized energy storage demonstration projects, the energy storage required in the stock of new energy projects approved before 2023 has a total scale of about 300000 kW/800000 kWh. Through pilot demonstration, we will promote the innovative application of new energy storage technologies, establish and improve relevant standard systems, form replicable and easy-to-popularize experiences and practices, and accelerate the development of energy storage in our province. In combination with the "Hydrogen-Driven Jilin" campaign, we will expand the application fields of hydrogen (ammonia) energy storage, focus on pilot demonstration of longer-cycle energy storage technologies such as renewable energy hydrogen and ammonia production, meet the needs of multi-time scale applications, promote the joint application of various energy storage technologies in combination with the needs of new power system construction, and carry out pilot demonstration of composite energy storage.

2. Key tasks
(1) Optimizing the planning layout. Following the principles of technical feasibility, economic rationality, safety and reliability, the development goals of the 14th Five-Year Plan and the medium and long-term new energy storage are defined. To coordinate the needs of system grid structure, new energy consumption, peak shaving and frequency modulation, rationally determine the layout of energy storage planning, and optimize the technical route of centralized sharing of energy storage. In principle, new energy storage projects should be built according to the planning layout, giving priority to the construction in areas where new energy is rich and the delivery section is limited. Actively encourage social capital to invest in energy storage facilities.
(2) Encouraging shared development. Following the principle of "overall construction, capacity sharing, centralized operation and maintenance, unified dispatch and benefit sharing", and taking "large-scale centralized sharing of energy storage on the grid side" as the main development mode, new energy power generation enterprises are e ncouraged to meet the requirements of energy storage allocation for their power generation projects by leasing or purchasing the capacity of energy storage projects, so as to create a shared energy storage power station. The actual lease fee shall be agreed upon by both parties through the lease agreement.
(3) Strengthen dispatching and application. To clarify the technical conditions, dispatching access, market access and other standard requirements of energy storage facilities as independent market players, strengthen the compliance management of new energy storage dispatching, formulate new energy storage operation management regulations and call standards, clarify the dispatching relationship, function orientation and operation mode, and give full play to the functions and benefits of energy storage as a flexible resource on the premise of ensuring the safe operation of energy storage facilities.
(4) Promoting participation in the market. We will improve the trading rules of the electricity market, encourage new energy storage to sign market contracts during peak and trough periods, incorporate new energy storage into the medium and long-term market and spot market access, set reasonable access standards and assessment indicators, and promote the participation of energy storage facilities in the electricity market. Support energy storage power stations to participate in the peak shaving ancillary services market, give full play to their performance advantages, and explore the collaborative participation of energy storage and various resources in the demand response market. Widen the price difference between peak and valley, and increase the revenue channels of energy storage on the user side.
(5) Promoting technological innovation. We will encourage new energy storage backbone enterprises, key universities and scientific research institutions to work closely together to speed up research and tackle key energy storage technologies and strengthen research on energy storage safety technologies. We will support the construction of key energy storage laboratories and R & D centers, and strengthen the integration of production, education and research. We will encourage the demonstration of energy storage technology applications and the demonstration of the first (set) of major technical equipment, and accelerate the transformation of innovative achievements.
(6) Flexible development and application. We will actively encourage the development of energy storage on the user side, support power users with high requirements for power supply reliability, such as industry, communications, finance and the Internet, to configure new energy storage facilities according to local conditions, and enhance the power self-balancing capability; we will encourage important power users, such as party and government organs and data centers, to build mobile or fixed new energy storage facilities, and enhance the emergency power supply support capability.
(7) Strengthen safety management. Strengthen the safety management of energy storage power stations and establish a safety supervision mechanism. Establish energy storage safety management and control system, optimize dispatching operation scheme, and clarify the requirements of key equipment and the whole station. Strictly implement the relevant regulations and requirements of national safety production, establish and improve the safety protection system for the whole process of energy storage application, and comprehensively improve the safety protection level of energy storage.
(Eight) improve support policies. Optimize the energy storage filing process and speed up the efficiency of energy storage project filing. Centralized energy storage power stations are given the status of independent market players and integrated into the unified dispatch of power grids. In the initial stage of operation, the demonstration project charges to participate in medium and long-term electricity trading. If an independent energy storage power station project transmits electricity to the power grid, its corresponding charging capacity shall not bear the transmission and distribution price, government funds and additional charges. Support energy storage power stations to participate in the peak-shaving ancillary services market, and gradually promote energy storage projects to participate in electricity spot market transactions after the operation of the provincial electricity spot market. Use existing funding channels to increase support for the development of new energy storage industries.
3. Safeguard measures
(1) Strengthen organizational guidance. The Provincial Energy Bureau took the lead in organizing relevant departments and units to establish a coordination mechanism for promoting the development of energy storage. To guide the project units to implement the construction conditions, handle the preliminary formalities in accordance with the law and regulations, and promote the new energy storage power station project to start construction as soon as possible and put into operation as soon as possible.
(2) Do a good job of grid-connected operation. The provincial electric power company is responsible for establishing and improving the new energy storage grid connection procedures, defining the grid connection commissioning and acceptance process, and providing grid access services for the new energy storage projects. New energy storage project units are equipped with necessary communication information systems to upload operation information to power grid dispatching departments and receive dispatching instructions according to procedures.
(Three) improve the security mechanism. Establish and improve the safety management system of new energy storage projects, and strengthen safety supervision and management. Project construction and operation units shall strictly implement project safety management procedures and standardize the operation and maintenance of power stations in accordance with relevant laws, regulations and technical specifications.
(4) Strengthen supervision and assessment. Strengthen the monitoring and management of new energy storage projects, guide the rational investment and orderly construction of new energy storage enterprises, and ensure the standardized and safe operation of new energy storage projects. The Provincial Energy Bureau will strengthen the evaluation of policy implementation effect, closely follow up the implementation, timely carry out construction evaluation, timely study and solve new situations and problems, and promote the healthy development of the industry.
