On October 9, the Ministry of Commerce and the General Administration of Customs issued the Decision on Implementing Export Control on Lithium Batteries and Artificial Graphite Anode Materials No.58 of 2025. Details are as follows:

According to the relevant provisions of the Export Control Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, the Customs Law of the People's Republic of China and the Regulations of the People's Republic of China on the Export Control of Dual-use Items, In order to safeguard national security and interests and fulfill international obligations such as non-proliferation, with the approval of the State Council, The decision imposes export controls on the following items:
1. Lithium battery-related items
(1) 3A 001 rechargeable lithium-ion batteries (including cells and batteries) with a weight energy density of 300 Wh/kg or more (reference tariff code: 85076000).
(II) 3B90 1.a. Equipment for manufacturing rechargeable lithium-ion batteries:
1. Winding machine (reference tariff column: 84798999);
2. Laminating machine (reference tariff column: 84798999); 3. Liquid injection machine (reference tariff column: 84798999);
4. Hot press;
5. Chemical composition and volume distribution system;
6. Volume distribution cabinet.
(III) 3E90 1.a. Technology used to produce 3A 001 controlled items.
II. Items
related to cathode materials (I) 3C 901.A.1. Lithium iron phosphate cathode materials with a compacted density of 2.5 G/ cm3 or more and a gram capacity of 156 mAh/G or more (reference tariff column: 28429040).
(II) 3C90 1.a.2. Precursor related items of ternary cathode materials:
A. nickel cobalt manganese hydroxide (reference tariff line: 285 39030);
B. nickel cobalt aluminum hydroxide (reference tariff line: 285 39050).
(III) 3C90 1.a.3. Lithium-rich manganese-based cathode material.
(IV) 3B90 1.b. An apparatus for manufacturing a cathode material for a chargeable and dischargeable lithium ion battery:
1. 1. Roller kiln;
2. High-speed mixer;
3. Sand mill;
4. Jet Mill.
III. Graphite Anode Material Related Items
(I) 3C 901.b.1. Artificial graphite negative electrode material.
3C90 2.b.2. Mixed negative electrode material of artificial graphite and natural graphite.
(III) 3 B90 1.c.l. Granulation process equipment for the production of graphite anode materials:
a. A vertical granulation kettle with a granulation volume of 5 m3 or more;
B. Continuous pelletizing kettle with a pelletizing volume of 5 m3 or more.
(IV) 3B90 1.c.2. The graphitization equipment for producing the graphite negative electrode material comprises
a box furnace,
B Acheson furnace,
C inner string furnace and
d continuous graphitization furnace.
(V) 3B90 1.c.3. Coating modification equipment for producing graphite anode material:
a. Fusion coating equipment with a volume of more than 300 L;
B. Spray drying equipment with a volume of more than 60 m3 ;
C. Chemical Vapor Deposition (CVD) Rotary Kilns with barrel diameters greater than 0.5 m.
(vi) 3E90 1.b. The process and technology
for producing the graphite negative electrode material comprise the following steps of: 1, a granulation process;
2, a continuous graphitization technology;
and 3, a liquid phase coating technology. When exporting the above-mentioned items,
an exporter shall apply to the competent commerce department of the State Council for permission in accordance with the relevant provisions of the Export Control Law of the People's Republic of China and the Regulations of the People's Republic of China on Export Control of Dual-use Items.
The exporter shall be responsible for the authenticity of the declared commodities and strengthen the identification of export items. If the export items are controlled, the "dual-use items" shall be indicated in the remarks column of the declaration form, and the export control code of the dual-use items shall be indicated; For items that are not controlled but have similar parameters, indicators and performance, "not controlled items" must be indicated in the remarks column of the customs declaration form and specific parameters and indicators must be filled in. If there are doubts about the completeness, accuracy and authenticity of the above-mentioned information, the Customs will question it according to law, and the export goods will not be released during the questioning period.
This announcement has been formally implemented since November 8, 2025. The Export Control List of Dual-use Items of the People's Republic of China shall be updated simultaneously.
