For new energy incremental projects put into operation on or after June 1, 2025, the proportion of mechanism electricity is 70% , and the mechanism electricity price is formed by marginal clearing and classified bidding. The bidding range is tentatively set at 0.15 yuan/kWh to 0.262 yuan/kWh . Bidding is organized on an annual basis, and projects that have been put into operation and will be put into operation in the next 12 months and have not been included in the implementation scope of the mechanism voluntarily participate in the bidding. If the power grid enterprises in Shishi City cannot organize bidding for the time being, the mechanism price shall be implemented according to the mechanism price level of the annual new energy incremental projects in the autonomous region. stock project shall be the lesser of the corresponding years of the reasonable utilization hours of the remaining full life cycle of the project and the remaining years after 20 years of operation. Incremental projects consider the average period of initial investment of recovery projects, and the implementation period is 10 years . New energy projects that have been incorporated into the mechanism may voluntarily apply for withdrawal within the implementation period. In order to continuously promote the market-oriented reform of XPCC's electric power, accelerate the construction of a new power system, and promote the high-quality development of the new energy industry, This plan is formulated in accordance with the spirit of the Notice of the National Energy Administration of the National Development and Reform Commission on Deepening the Market-oriented Reform of New Energy Grid Tariff and Promoting the High-quality Development of New Energy (FGJG [2025] No.136) and in combination with the actual situation of the Corps.
First, the basic principle
is to adhere to the market-oriented direction. Accelerate the pace of electricity marketization in the Corps, deepen the coordination of electricity price policies between the Corps and the local government, and in principle, all the on-grid electricity of new energy projects (wind power and solar power, the same below) will enter the electricity market, and the on-grid electricity price will be formed through market transactions. Before the completion of the power market of the Corps, the price formed by the power market of the autonomous region shall be accepted.
Insist on classified measures. Assist the XPCC to give full play to its functions and missions, coordinate the actual construction of the XPCC's new power system, the objectives of the new energy development plan, the affordability of power users and the needs of economic development, distinguish between stock projects and incremental projects, establish a price settlement mechanism for the sustainable development of new energy, maintain the policy convergence of stock projects, and stabilize the income expectations of incremental projects.
Adhere to the concept of system. Strengthen overall strategic planning, strengthen coordination with power planning, industry management, industrial development, price mechanism, green energy consumption and other policies, accelerate the reform of the power system of the Corps, establish and improve the power trading mechanism, and better serve the construction of the new power system of the Corps and the realization of the objectives of the new energy development plan.
2. Main tasks
(1) Promote the full entry of new energy into the power market
, including centralized photovoltaic , centralized wind power, distributed photovoltaic, decentralized wind power and other wind power. In principle, all the on-grid electricity of solar power generation projects will enter the electricity market, and the on-grid electricity price will be formed through market transactions. Before the completion of the construction of the electric power market of the Corps, the price formed by the Xinjiang Electric Power Trading Market shall be accepted, and the classification of the on-grid electricity price shall be carried out with reference to the monthly average price of bilateral direct transactions of the corresponding types of power supply disclosed by the Xinjiang Electric Power Trading Center. For projects enjoying financial subsidies, the subsidy standard within the reasonable utilization hours of the whole life cycle shall be implemented in accordance with the original provisions.
(2) Establish a price settlement mechanism
for sustainable development of new energy to distinguish between stock projects and incremental projects, and determine the scale of annual mechanism electricity, the level of mechanism electricity price and the implementation period respectively. For the electricity included in the mechanism, if the average market transaction price is lower or higher than mechanism price, the power grid enterprise shall carry out the differential settlement according to the regulations, and the settlement fee shall be included in the system operation fee, which shall be shared or shared by all industrial and commercial users in the Shishi power grid.
(III) Determine the scale of mechanism electricity quantity and electricity price level
. 3. Safeguard measures
(1) Compacting the responsibilities of all parties. The development and reform departments of the Corps organize power grid enterprises to study and propose the scale of incremental project mechanism electricity, timely adjust the scale of mechanism electricity, the upper and lower limits of bidding, etc. Power grid enterprises in Shishi City should speed up the establishment and improvement of the organization to ensure the smooth operation of the mechanism, timely adjust the marketing management system, actively promote the transformation of meter facilities, optimize the settlement function of electricity charges, and arrange special personnel to calculate the deviation of electricity charges; Report the terminal electricity price and other information of industrial and commercial users of the next month to the development and reform department before the last three days of each month, and report the change of the terminal electricity price of industrial and commercial users of the last quarter within 15 days after the end of the quarter; timely publish the average transaction price of various power sources in the market for the purpose of settlement of price difference of mechanism electricity on a monthly basis.
(2) Do a good job of tracking and monitoring. The development and reform departments of the XPCC and the power grid enterprises of all divisions and cities shall strengthen policy publicity and interpretation, respond to social concerns in a timely manner, closely track the electricity market price and the electricity price level of end users, summarize the reform results, optimize the implementation of policies, cooperate with the energy regulatory authorities to strengthen market supervision, ensure the fair participation of new energy in transactions, and promote the smooth operation of the market.
This scheme shall be implemented from _ (date), 2025. In case of any inconsistency between the existing electricity price policy and this scheme, this scheme shall prevail. During this period, if the national policy is adjusted, it shall be implemented in accordance with the national regulations.
