In the context of the deepening of global climate governance and the acceleration of the energy revolution, the green and low-carbon transformation of manufacturing industry has become the general consensus of the international community. President Xi Jinping put forward the idea that "lucid waters and lush mountains are invaluable assets", which has led to a fundamental change in China's economic development paradigm. As a responsible manufacturing power, China takes the realization of new industrialization as its key task, takes green and low carbon as the ecological background of new industrialization, and promotes carbon reduction, pollution reduction, green expansion and growth in a coordinated manner, thus contributing China's wisdom and solutions to global sustainable development.

Strengthen the guidance of green concept. Concept is the forerunner of action, and the deep driving force of the green transformation of Made-in-China is derived from Xi Jinping's ecological civilization thought. The concept of "green water and green hills are Jinshan and Yinshan" is a transcendence of the traditional industrial development paradigm, leading China to the road of high-quality development and high-level protection. Under the guidance of scientific concepts, China has established a "1 + N" policy system for carbon peak and carbon neutrality, which translates the grand goal of carbon peak and carbon neutrality into concrete actions that can be implemented and measured, and creates a stable and predictable market environment for green low-carbon transformation through policy tools such as green standards, green finance and carbon trading market. In recent years, China's economic development has gradually reduced its dependence on energy. From 2021 to 2024, China supported an average annual industrial economic growth of more than 5% with an average annual energy consumption growth rate of about 3%. Green transformation has given birth to strong new economic momentum. China has built the world's largest new energy industry chain. In 2024, China's total installed capacity of wind and solar power will exceed 1.2 billion kilowatts, fulfilling the 2030 installed capacity target set by the country's independent contribution six years ahead of schedule, and more than half of the world's electric vehicle will run on Chinese roads.

Deepen green technology innovation. Scientific and technological innovation is the core driving force of green transformation of manufacturing industry. China has incorporated green technology innovation into the national innovation system, and has achieved remarkable results in green technology innovation under the joint action of government strategic support, scale economy drive and industrial ecological synergy. According to the China Patent Survey Report 2024 issued by the State Intellectual Property Office, nearly 50% of Chinese enterprises have carried out or planned to carry out green technology innovation. Over the past 10 years, China has pushed the average cost of wind power and photovoltaic technology down by more than 60% and 80%, respectively. Breakthroughs have also been made in green technology innovation in traditional industries. The million-ton hydrogen metallurgical production line and 300,000-ton green synthetic ammonia have been fully connected, and the million-ton carbon capture, utilization and storage (CCUS) project has been fully completed and put into operation. The breakthroughs and applications of these technologies have laid the foundation for the green and low-carbon transformation of manufacturing industry on a larger scale and at a deeper level.

Popularize green manufacturing mode. Green manufacturing is a modern manufacturing mode, which has the characteristics of low consumption, low emission, high efficiency and high benefit. China has built a green manufacturing system with green factories, green industrial parks, green supply chains and green products as key carriers, integrating the concept of green development into the whole process of industrial production. Up to now, China has nurtured 6430 green factories, 491 green industrial parks and 727 green supply chain enterprises, and promoted more than 40000 green products. Among them, the output value of green factories accounted for 20% of the total output value of manufacturing industry from 9% in 2020, the energy consumption and water consumption per unit of industrial added value of green industrial parks were only 2/3 and 1/4 of the average level in China, and the average utilization rate of solid waste disposal exceeded 95%. More and more Chinese enterprises integrate green design and green procurement into supply chain management, driving upstream and downstream enterprises to jointly implement green low-carbon transformation. Some leading enterprises explore carbon footprint management in the supply chain and carbon management in the whole life cycle of products.

Contribute to the green transformation plan. Made-in- China provides a practical path for global green transformation by providing high-quality green technologies and products. China's renewable energy products are exported to more than 200 countries and regions around the world, meeting more than 80% of the world's demand for photovoltaic modules and 70% of the world's demand for wind power equipment, and helping countries around the world, especially developing countries, to obtain clean, reliable and affordable energy. Taking photovoltaic as an example, from 2021 to 2024, China produced about 15.6 trillion kilowatts of photovoltaic modules, providing about 3.2 trillion kilowatt-hours of green electricity for the world and helping countries reduce carbon dioxide emissions by about 2.54 billion tons. China has carried out green energy cooperation projects with more than 100 countries and regions, providing them with high-quality green energy equipment and affordable green power. These projects fully demonstrate the practical effect of China's program in helping developing countries cope with climate change and develop their economies.

At present, global climate governance has gone through twists and turns, and individual countries have moved against the current, causing serious impact on international rules and international order. The choice of green and low-carbon transformation path of China's manufacturing industry demonstrates the determination of China's economy to cultivate new quality productivity and achieve high-quality development, and also demonstrates China's solemn commitment to global climate governance. In September 2025, President Xi Jinping announced China's new round of nationally determined contributions (NDC) goals at the United Nations Climate Change Summit. It is clearly pointed out that by 2035, the net emission of greenhouse gases in China's whole economy will decrease by 7% -10% compared with the peak, the proportion of non-fossil energy consumption in total energy consumption will reach more than 30%, the total installed capacity of wind and solar power will reach more than six times in 2020, striving to reach 3.6 billion kilowatts, and new energy vehicles will become the mainstream of new sales vehicles. The national carbon emissions trading market covers major high-emission industries. The proposal of China's new round of NDC targets demonstrates a pragmatic and feasible ambition to reduce emissions. Manufacturing industry is the main position of economic and social green transformation. Facing the future, Made-in-China will further focus on the three key levels of industrial system, supply chain and international cooperation, and systematically promote the green and low-carbon transformation of manufacturing industry.

Build a green low-carbon industrial system. Traditional industries are still an important pillar of manufacturing in China. The focus of transformation and upgrading is to systematically adjust the product structure, energy consumption structure and raw material structure, implement process reengineering, and especially promote the large-scale application of innovative processes in steel, building materials, chemical and other industries. Based on the huge market space brought by green low-carbon transformation, we should vigorously develop green low-carbon industries and increase the proportion of green low-carbon industries such as green environmental protection, new energy equipment and new energy vehicles. At the same time, focusing on the needs of energy revolution and industrial transformation under the goal of "double carbon", we plan to lay out future energy and manufacturing industries such as hydrogen energy , energy storage , bio-manufacturing, carbon capture, utilization and storage (CCUS).

Build a green and low-carbon supply chain. Made-in- China is committed to the concept of green development throughout the whole chain from raw material procurement to production, sales, recycling and reuse. China will promote large enterprise groups to implement green and low-carbon supply chain promotion actions, give full play to the guiding role of green procurement, carry out green diagnosis, supply chain finance and other support activities, drive upstream and downstream suppliers to implement green and low-carbon transformation, carry out carbon footprint management, cultivate green factories, constantly increase the proportion of green factory suppliers in procurement, and strengthen international green supply chain cooperation. We will develop a circular economy model, promote the construction of a reverse logistics network, and encourage enterprises to establish a recycling system for key products such as batteries.

Strengthen international cooperation in green industry. Made-in-China will adhere to the principle of consultation and co-construction, make good use of bilateral and multilateral international cooperation mechanisms, and deepen exchanges and cooperation in green technology, green equipment, green trade and green standards.
