to promote green transformation
and improve the carbon footprint management system is to improve green low-carbon. This action plan is formulated in accordance with the decision-making and deployment of the Party Central Committee and the State Council on comprehensively promoting the construction of a beautiful China and improving the carbon footprint management system of products, and in combination with the actual situation of Shandong Province.
First, the overall goal
is to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, thoroughly implement the spirit of the 20th and 20th Plenary sessions of the CPC, closely adhere to the theme of green, low-carbon and high-quality development, implement the policy of double control of carbon emissions, and establish and improve the carbon footprint management system from the carbon footprint of key products in the province. By 2027, through the pilot exploration of regional, industrial and product carbon footprint, the product carbon footprint management system will be initially established, and the construction of green low-carbon supply chain will achieve initial results. By 2030, the product carbon emission management policy system will be more complete, the green low-carbon supply chain and production and lifestyle will be basically formed, and the comprehensive green transformation of economic and social development will achieve remarkable results, which will promote the realization of the goal of carbon peak and the construction of beautiful Shandong.
2. Key tasks
(1) Carry out carbon footprint pilot projects in typical regions, industries and products.
1. In Qingdao, Dongying, Yantai, Liaocheng and other cities, we will carry out innovations in carbon footprint measurement and accounting, identification and certification, hierarchical management, application scenarios, green finance and other aspects, and promote the convergence of product carbon footprint management with carbon emission trading mechanism and carbon emission control system. Support other cities to carry out innovative exploration in an orderly manner in light of their own industrial structure characteristics and development. Free trade pilot zones, development zones and other key areas with high industrial concentration and urgent demand for carbon footprint accounting are encouraged to take the lead in exploring replicable and popularizable experience models in terms of factor background database (set), certification management and application scenarios. 2. Relying on scientific research institutes and industry associations, deepen the carbon footprint accounting of steel, tire, textile and aluminum smelting industries. Carry out carbon footprint data accounting in basic industries such as petrochemical and chemical industries, basic energy and transportation, select high-carbon products or foreign trade commodities such as automotive parts, glass, furniture and agricultural products, organize 1-2 typical industries and some key enterprises every year, carry out product carbon footprint accounting pilot projects, and form industry carbon footprint factor background data sets. By 2027, the carbon footprint accounting of 300 products in typical industries will be completed; by 2030, the carbon footprint accounting of 600 products will be completed, and about 100 mature data sets of carbon footprint factors of localized products will be formed. (II) Establish and improve the product carbon footprint management system.
1. Actively build a localized carbon footprint factor database to form an effective link and complement with the national database. Research institutions, industry associations and key enterprises are encouraged to collect carbon footprint background data of localized products in accordance with the law and regulations. Develop the public service system of product carbon footprint, and realize the integrated management of product carbon footprint factor database construction, accounting, certification, hierarchical management, scenario application, information disclosure and other functions. Establish a dataset for meteorological assessment of carbon emissions. Strengthen data sharing among competent departments, and promote the sharing, mutual verification and complementarity of data resources such as carbon footprint accounting data and certification, trade, carbon market, verification of "two high" projects, energy production and consumption. 2. Promote the construction of product carbon footprint identification certification system. In Dongying, Weihai, Qingdao, Yantai, Jining, Zaozhuang and other cities, the carbon footprint label certification of tire products was carried out, and in Binzhou, Liaocheng, Yantai, Weifang and other cities, the carbon footprint label certification of electrolytic aluminium products was carried out. Promote the extension of carbon footprint certification from key enterprises to the upstream and downstream of the industrial chain, and expand the pilot results around key areas such as steel, textiles and wood industry. Enterprises willing to produce green and high-quality agricultural products, leading enterprises of agricultural industrialization at or above the provincial level and ecological farms at or above the provincial level are encouraged to carry out pilot projects of agricultural carbon footprint labeling. According to the catalogue of pilot products of carbon footprint certification published by the state, enterprises are guided to carry out product carbon footprint quantification and management, and actively apply for product carbon footprint label certification. 3. Encourage industry associations, scientific research institutes, enterprises and third-party organizations to focus on steel, cement, aluminum smelting, tires, beer, household appliances and other industries and upstream and downstream products of the industrial chain. Actively participate in the research and formulation of group standards, industry standards and national standards. Large state-owned enterprises and related enterprises in the industrial chain are encouraged to explore the method of quantifying the carbon footprint of the whole industrial chain and formulate enterprise standards. Promote the transformation of enterprise standards and group standards into industry standards or national standards. 4. Comprehensive use of artificial intelligence, big data, blockchain and other technologies, encourage the development and application of carbon footprint intelligent measuring instruments, and improve the measurement capacity of enterprises and the quality of carbon emission data. Give full play to the role of the National Carbon Measurement Center (Shandong), strengthen the research on key technologies of carbon measurement, promote the review of carbon emission measurement on a pilot basis, and provide specialized and diversified carbon measurement services for enterprises. In the construction of carbon footprint accounting and factor database, priority should be given to the data with measurement traceability to guide the verification of carbon data traceability. 5. Focus on policies such as carbon footprint grading assessment, incentive and restraint, and consumer side support and guarantee, and carry out research on product carbon footprint grading management. Explore the formation of key product grading catalogue, introduce product carbon footprint grade identification, and gradually establish and improve the grading management system. 6. Explore the application of carbon footprint data in finance, green consumption, carbon inclusive and other fields, optimize the allocation efficiency of carbon emission resources and maximize benefits, and promote the deep transformation of traditional industries. Enterprises are encouraged to actively disclose product carbon footprint information. Listed companies and provincial state-owned enterprises are encouraged to play a benchmarking role, take the lead in establishing a carbon footprint management system, and actively disclose product carbon footprint accounting results and reports through sustainable development reports under the condition of ensuring data security. Support and guide investment institutions and rating agencies to incorporate product carbon footprint into environmental, social and governance and sustainable development due diligence. (III) Expand the application scenarios of product carbon footprint.
1. Relevant departments are encouraged to strengthen policy incentives for carbon footprint of products and support low-carbon products in the fields of energy, industry, housing, transportation and agriculture. Promote the adoption of product carbon footprint certification and grading evaluation results in green building materials pilot projects and green factory construction, and support qualified product carbon footprint certification enterprises to participate in the selection of government quality awards, good products in Shandong, and "Taishan Quality" certification. Explore the development of product carbon footprint into the evaluation system of zero carbon factories. We will carry out pilot projects of green low-carbon products and build Shandong's "zero-carbon products" and "zero-carbon supply chain" characteristic brands relying on the construction of zero-carbon factories. Summarize excellent cases of carbon footprint and play a leading role in benchmarking. 2. Encourage Party and government organs, institutions and state-owned enterprises to increase the procurement of low-carbon products. Explore the incorporation of product carbon footprint requirements into the relevant system of government procurement demand. We will actively promote the promotion and application of product carbon labels in key consumer goods areas such as household appliances, textiles, new energy vehicles, green and high-quality agricultural products, and guide sellers, shopping malls and e-commerce platforms to actively display product carbon labels. 3. Give full play to the role of financial incentives and coordinate existing policies to support carbon footprint work. Financial institutions are encouraged to develop special credit products for carbon footprint and expand financial services. Explore the incorporation of carbon footprint into the evaluation index system of credit system of financial institutions, and take the certification results and carbon reduction performance of enterprises as important references for loan approval, quota calculation, term setting and interest rate pricing, so as to provide high-quality financial services to certified enterprises and enterprises and individuals who produce, sell and purchase carbon labeling products. (IV) Build a green low-carbon supply chain.
1. Encourage enterprises to carry out the construction of carbon footprint system, select low-carbon products in procurement, and lead the overall green transformation of the industrial chain. Establish and improve the carbon footprint traceability system for the whole life cycle of key products, and cultivate a number of low-carbon enterprises with high-end, green and new competitive advantages in foreign trade.
