To compile the provincial account green certificate allocation scheme, the provincial account green certificate supports new energy batteries, non-ferrous rare and precious metals, phosphorus chemical industry and other new projects in a certain proportion, focusing on supporting electrolytic aluminium, intelligent computing center and other industries with national green electricity consumption ratio requirements. Focus on export-oriented enterprises such as green aluminium, silicon photovoltaic and new energy batteries with carbon reduction demand, and provide four-in-one service of "green electricity direct connection-green certificate issuance-carbon footprint certification-international mutual recognition". (4) Promoting the steady growth of industrial electricity consumption. In the first quarter of 2026, industrial enterprises whose industrial electricity consumption increased by more than 6% year-on-year will be rewarded with a maximum of 0.05 yuan per kilowatt-hour. Enterprises without electricity invoicing in the first quarter of 2025 will be given a maximum of 0 per kilowatt-hour according to the electricity consumption in the first quarter. The incremental part of the annual industrial electricity consumption in 2026 will reach 5 billion kilowatt-hours and increase by more than 6% over the same period of last year (calculated by the average monthly electricity consumption of the formal electricity consumption in 2025) will be given a maximum of 0 per kilowatt-hour. Coordinate and promote the landing of a number of intelligent computing projects such as Jingdong Science and Technology and Digital Customs. Support the construction of regional computing centers in areas rich in green energy, guide enterprises and parks to deploy edge data centers on demand, and provide low-latency computing services. (6) Strengthen the support of green power supply. Promote the improvement of power grid suitable for the development of intelligent computing center, provide double-circuit or multi-circuit power supply guarantee service options for intelligent computing enterprises, and ensure the high reliability and continuous operation of intelligent computing projects. 3. Promoting the demonstration development

of green hydrogen (ammonia alcohol) industry (7) Supporting the integrated development of new energy and hydrogen production (ammonia alcohol).On the premise of formulating supporting management measures, clarifying relevant responsibilities and ensuring safety, it is allowed to construct renewable energy electrolytic water hydrogen production in non-chemical industry parks. In principle, the integrated project of wind and solar hydrogen production is planned and promoted according to the ratio of wind and solar 6:4. From the date when the project is put into operation, the allowable on-grid electricity of wind and solar power generation in the first year is not higher than 40% of the total available power generation, not higher than 30% in the second year, and not higher than 20% in the third year and beyond. Through the hydrogen production (ammonia alcohol) project powered by the public grid, the benefit-sharing mechanism for power generation enterprises to reduce abandoned electricity and consume electricity in the hydrogen production link is studied and established. For new energy hydrogen production (ammonia and alcohol) integration projects with an annual output of more than 100 tons of green hydrogen (including 100 tons), a subsidy of up to 13 yuan per kilogram will be awarded for three consecutive years from the date of commissioning. (8) Scientific layout and application demonstration projects. We will guide key areas such as Qujing, Zhaotong and Honghe to scientifically plan and lay out industrial chain projects for the coordinated development of hydrogen production from new energy sources, synthetic ammonia, methanol and sustainable aviation fuels in combination with the carbon reduction needs of refining and chemical industries, and launch a number of demonstration projects for the integration of hydrogen production from green electricity every year before 2028. In Northwest Yunnan and other areas where wind and solar resources are concentrated, we will explore and promote the construction of new energy projects to produce hydrogen (ammonia and alcohol), and use surplus electricity to produce hydrogen (ammonia and alcohol) on the premise of meeting the operation and dispatch of the power grid. It has actively expanded the application scenarios of hydrogen heavy trucks in large hydropower construction sites, large mines and other projects. Explore the supply and application of hydrogen blending (low proportion) in urban gas pipeline network from gate station to end user, and explore the application of hydrogen blending and ammonia blending power generation technology in new thermal power units. (9) Promoting the construction of hydrogen energy infrastructure. Actively participate in the construction of the "hydrogen corridor" of the new land-sea corridor in the west, and build an east-west branch network connecting the main channel of the hydrogen corridor of the new land-sea corridor in the west. Construction of short-distance hydrogen logistics loop demonstration projects in industrial cities such as Kunming, Yuxi, Qujing, Chuxiong and Honghe, and simultaneous planning and construction of hydrogen production infrastructure for refueling, gas filling and charging stations along the line.
