We should improve the diversified ecological compensation mechanism and expand the channels to realize the value of ecological products. Strengthen the protection of biodiversity and implement the ten-year ban on fishing in the Yangtze River. We should adhere to the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grass and sand, implement the integration and optimization of nature reserves, promote the construction of national parks, and firmly promote the "Three North" project, so as to make the mountains greener and the water clearer around the people.
We will vigorously develop a green and low-carbon economy . We will improve policies to promote green and low-carbon development, implement actions to improve quality, reduce costs and reduce carbon emissions in key industries, and further promote the construction of zero-carbon parks and factories. We will set up a national low-carbon transformation fund to foster new growth points such as hydrogen energy and green fuels. Effectively control high energy consumption and high emission projects, speed up the elimination of backward production capacity, and support the innovative application of green low-carbon technology and equipment. We should improve the system of total resource management and comprehensive conservation, and strengthen the recycling of renewable resources.
Actively and steadily promote carbon peak and carbon neutralization . We will implement a dual control system for the total amount and intensity of carbon emissions, improve the statistical accounting and carbon footprint management system for carbon emissions, and further expand the coverage of the carbon emissions trading market. Formulate the outline of the plan for building a strong energy country. Efforts should be made to build a new power system , speed up the construction of smart grid, develop new energy storage and expand the application of green power. We will strengthen the clean and efficient use of fossil energy.
