The Action Plan for Energy Conservation and Carbon Reduction in the Energy Sector (2026-2028) focuses on energy conservation and carbon reduction in the whole process of energy production and consumption, strengthens target management, technological upgrading and mechanism innovation, and promotes green and low-carbon energy transformation.

1. What is the background and purpose of the Action Plan for Energy Conservation and Carbon Reduction in the Energy Sector (2026-2028)?

Answer: The Fourth Plenary Session of the Twentieth Central Committee of the Communist Party of China proposed that we should actively and steadily promote and achieve carbon peak, and thoroughly implement energy-saving and carbon reduction transformation. Energy is a key area to implement the dual-carbon target. Since the 14th Five-Year Plan, a series of policies and a number of key projects have been implemented, and energy conservation and carbon reduction have achieved phased results, but there is still much room to tap the potential. In the Outline of the Fifteenth Five-Year Plan and the Opinions on Energy Conservation and Carbon Reduction with Higher Level and Quality issued by the General Office of the Central Committee and the General Office of the State Council, the key deployment of energy conservation and carbon reduction in the field of energy has been made, which needs to be fully implemented in practical work. To this end, the State Energy Administration has formulated the Action Plan, which links up with the " Fifteenth Five-Year Plan for the Construction of a New Energy System " and the "Three-year Action Plan for Energy Conservation and Carbon Reduction in Key Industries", focusing on energy production, supply, storage and marketing, and increasing energy conservation and carbon reduction in coal, oil and gas, coal and electricity industries. Focus on supporting energy conservation and carbon reduction in major energy-consuming industries, vigorously promote non-fossil energy substitution for fossil energy, with the aim of promoting energy production and consumption, improving energy efficiency and reducing carbon emissions, promoting coal and oil consumption to peak, and providing strong support for the comprehensive green transformation of economic and social development.

2. What energy-saving and carbon reduction measures are proposed in the Action Plan for the energy production and supply side?

Answer: The Action Plan proposes measures to promote energy conservation and carbon reduction in the power, coal and oil and gas industries.

For the power industry, the first is to reduce the carbon emission level of thermal power by shutting down old and inefficient coal-fired power units, building a new generation of coal-fired power units, upgrading existing coal-fired power units, and integrating thermal power with new energy. The second is to optimize the layout of transmission channels and enhance the capacity of clean energy delivery in the western region. For the oil and gas industry, the first is to develop and utilize new energy sources such as wind power, photovoltaic, geothermal and ocean energy in oil and gas mining areas and surrounding areas, to enhance the electrification rate of oil and gas exploration, development and transmission links, to promote the use of energy-saving equipment, and to promote carbon dioxide flooding and oil storage projects in oil fields. Second, the refining industry insists on capacity reduction and replacement to improve the energy efficiency of new refineries; the coal-based oil and gas industry improves the conversion efficiency to reduce energy consumption and carbon emissions per unit product. Thirdly, the substitution of electric drive system should be carried out in an orderly manner in the oil refining and coal-based oil and gas industries, and the large-scale substitution of green electricity and green hydrogen should be encouraged.

3. What energy-saving and carbon reduction measures are proposed in the Action Plan for key energy-using areas?

Answer: Strengthening the consumption of non-fossil energy to replace fossil energy is an important way to reduce carbon emissions on the consumption side, and upgrading the energy supply system of key industries is a necessary condition for the use of non-fossil energy on a larger scale. The Action Plan puts forward development directions and support measures for key energy-using areas such as industry, transportation and construction.

In the industrial sector, the focus is to increase the application of non-fossil energy, including the development and utilization of renewable energy in industrial parks and surrounding areas, the use of nuclear energy for heating and steam supply, industrial green micro-grid, integrated application of clean energy, green hydrogen ammonia alcohol and other new ways of energy use, while encouraging measures to reduce the coal consumption of self-owned coal-fired units.

In the field of transportation, the first is to integrate transportation facilities with renewable energy planning, more development and utilization of wind power, photovoltaic and other renewable energy. Second, we will vigorously promote clean and large-scale fuel substitution for new energy heavy trucks, ships and aircraft auxiliary power systems. Thirdly, we should build a more perfect public charging network for cities and expressways, and further sink to build a charging network in rural areas.

In the field of construction, the first is to develop building photovoltaic integration and energy-saving and carbon reduction transformation of existing buildings. The second is to reduce the use of bulk coal in rural areas and promote the application of electrification equipment in agricultural production and life according to local conditions. In terms of

thermal system, we should develop technologies such as wind and solar heating, geothermal energy, biomass heating, nuclear heating and waste heat resource utilization according to local conditions, promote the complementary and efficient utilization of multiple heat sources, scientifically and rationally construct heat storage (cold) systems, and promote the establishment of intelligent dispatching system of thermal pipeline network.

In addition, in terms of the coordinated development of emerging industries such as computing power, advanced manufacturing industry and green power, the Action Plan proposes measures such as coordinated planning, coordinated construction, coordinated operation and coordinated layout.

4. Energy conservation and carbon reduction in the energy sector is a systematic project, which requires efforts from scientific and technological innovation, policy mechanisms and other aspects. What are the considerations of the Action Plan?

Answer: To achieve energy conservation and carbon reduction in the energy sector, we need not only technological innovation and breakthroughs, but also the formation of incentive guidance and clear relevant rules from the policy mechanism, which are arranged in the Action Plan.

In terms of strengthening energy-saving and carbon-reducing technology innovation, the first is to strengthen the research and development and promotion of energy-saving and carbon-reducing technology and equipment, and improve the energy efficiency level of energy equipment in the whole process of energy exploitation, conversion, storage and transportation.
