in accordance with the Measures for the Administration of the Development and Construction of Photovoltaic Power Stations (Guo Neng Fa New Regulations [2022] No.104) and the Measures for the Administration of the Competitive Allocation of Renewable Energy Projects in Shanghai (Hu Fa Gai Norm [2024] No.2), With the declaration of the Development and Reform Commission of each district and the relevant administrative committee, the list of onshore wind power and photovoltaic power station projects included in the 2026 renewable energy development and construction plan of our city will be published. Relevant matters are notified as follows:
First, make every effort to speed up the development and construction of the project. The onshore wind power capacity and photovoltaic power station capacity to be promoted in the city in this year are 345,310 kW and 1,453,850 kW respectively, which are included in the development and construction plan of onshore wind power and photovoltaic power station in 2026 according to the assessment of Shanghai Electric Power Company that the power grid meets the consumption conditions (see the attachment). Each development enterprise shall earnestly implement the main responsibility, accelerate the preliminary work of the project, ensure that onshore wind power is approved before June 2027, offshore photovoltaic power is promoted in accordance with the requirements of competitive configuration documents, and other photovoltaic power stations are started before June 2027. For projects included in the development and construction plan, power grid enterprises should speed up the procedures for power grid access. Relevant industry authorities are invited to guide development enterprises to fulfill the requirements of land use, sea use, ecological protection, soil and water conservation, fishery and aquaculture in accordance with the law and regulations. If the project is not approved or started on schedule due to the enterprise's own reasons, the Commission will remove the development and construction plan. To adjust the projects included in the development and construction plan for 2026, the development enterprises should implement the main responsibility and the territorial responsibility of the district, and speed up the development and construction of the projects as required.
2. Ensuring the coordinated development of power supply and power grid. The Development and Reform Commission of each district and the relevant administrative committee shall organize the power grid enterprises to include the declaration of the supporting power grid of the development and construction project in the power grid construction plan in a timely manner, and speed up the formalities to ensure that the supporting power grid matches the construction schedule of the wind and solar projects. Power generation enterprises are allowed to invest in the construction of renewable energy transmission projects that are difficult for power grid enterprises to construct or do not match the time sequence of planning and construction. Supporting relevant enterprises to organize pilot demonstration of green power direct connection between onshore wind power, photovoltaic power stations and users in accordance with the Notice of the National Energy Administration of the National Development and Reform Commission on Promoting the Development of Green Power Direct Connection in an Orderly Manner (FGNY [2025] No.650) and the policy requirements of green power direct connection in our city.
3. Strengthen the application and innovation of technology mode. The onshore wind power and photovoltaic power station projects proposed and under construction shall meet the requirements of the latest national renewable energy efficiency benchmark level and advanced technical indicators. Suppliers of photovoltaic products for photovoltaic power generation projects should meet the requirements of the Standard Conditions for Photovoltaic Manufacturing Industry and continuously improve the conversion efficiency, attenuation rate, power shelf life and other core indicators of photovoltaic modules . Wind power project unit products should meet the standards of wind power equipment manufacturing industry, encourage the use of wind power units with excellent technical indicators such as single unit capacity and power curve guarantee value, and constantly improve the technical indicators related to the grid.
4. Strengthen the management of project filing and card establishment. The key information such as the project development enterprise and project site included in the development and construction plan shall not be changed at will. If it is really necessary to change due to objective factors, the development enterprise shall submit an application for information change to the Development and Reform Commission of each district or the relevant administrative committee under legal and compliance conditions, and the Development and Reform Commission of each district or the relevant administrative committee shall report to the Commission in a timely manner. The Development and Reform Commission of each district, the relevant administrative committee and the municipal electric power company are requested to organize and fill in the information on the establishment of archives and cards for onshore wind power and photovoltaic power stations.
