2. Increasing policy support

(1) Expanding applicable conditions. Green power direct connection for single power user is applicable to the following types:

1. New load can support the construction of new energy projects;

2. Stock load carries out direct connection of green power on the premise that existing coal-fired and gas-fired self-owned power plants pay government funds and additional funds in full, and realizes clean energy substitution by reducing the output of self-owned power plants;

3. Stock load of energy-consuming enterprises in key industries with green power consumption proportion assessment, monitoring requirements and carbon emission assessment indicators (included in the national carbon emission trading market);

4. Export-oriented enterprises with rigid demand for carbon reduction;

5. Stock load of computing facilities, offshore oil and gas fields and key coastal ports (Qingdao Port, Yantai Port, Rizhao Port, Weihai Port, Binzhou Port, Dongying Port and Weifang Port);

In terms of applicable conditions for multi-user green power direct connection, the following stock loads and key scenarios are supported on the basis of the applicable type of single user:

1. The single power user green power direct connection project can absorb other new loads to form a multi-user green power direct connection project;

2. Users with green power consumption demand, including enterprises with green power consumption proportion requirements, key energy consumption and carbon emission enterprises (annual total energy consumption of 10000 tons of standard coal and above), export-oriented enterprises with carbon reduction demand and their upstream and downstream enterprises, etc;

3. All or part of the load of the surrounding industrial parks with good conditions of new energy resources, zero-carbon parks, and incremental distribution networks with clear interfaces with the public power grid;

(2) The scope of project implementation. The distance between the load and the power supply of the green power direct connection project shall be reasonably determined by the project enterprise according to the safety and economy. If it is really necessary to lay out across the city or involve the sea, the support opinions and military support opinions of the natural resources (ocean), water conservancy, ecological environment, transportation, cultural tourism, electric power and other departments (units) of the city where the power supply is located shall be obtained, and the competent energy department of the city where the load is located shall take the lead in organizing the report.

(3) To clarify the main body of construction. For the project declared after the date of issuance of this document, the direct connection line shall be invested by the load, the main body of power supply or the main responsible unit of the project in principle. The main body of the project (the main responsible unit) shall make full use of the existing power facilities. Without affecting the division of the responsibility interface with the public power grid, the main body of the project (the main responsible unit) may use the existing power facilities of other main bodies through negotiation such as leasing. If the negotiation fails, the main responsible unit of the project may construct relevant facilities by itself.

(4) Strengthen source-load matching. The annual self-generated power consumption of the overall new energy of the project shall not be less than 60% of the total available power generation, shall not be less than 30% of the total power consumption, and shall not be less than 35% before 2030; the upper limit of the proportion of the on-grid power consumption to the total available power generation shall not exceed 20%, and the power shall not be reversely transmitted to the public power grid during the period when the new energy of the public power grid is abandoned. The proportion of green electricity directly connected to the grid for offshore wind power projects such as offshore oil and gas platforms, hydrogen ammonia production and computing facilities can be relaxed to 40%. The new energy power abandonment of green power direct connection project is not included in the statistics of new energy utilization rate. Projects are encouraged to reduce the pressure of system regulation by rationally allocating energy storage and tapping the potential of flexible load regulation.

(5) Project price mechanism. The green power direct connection project shall pay the relevant fees in accordance with the Notice on Improving the Price Mechanism to Promote the Nearby Consumption of New Energy Power Generation (FGJG [2025] No.1192) and the relevant policies and regulations of our province. All on-grid electricity except self-generated and self-consumed electricity of the project shall be traded in the electricity market, and shall not be included in the implementation scope of the mechanism price. Each user in the multi-user green power direct connection project can determine the self-generated electricity consumption according to the proportion of electricity consumption in each period, so as to realize the matching of hourly new energy generation and electricity consumption, and the main responsible unit of the project is responsible for the unified settlement of electricity charges with the public power grid. The annual upper limit of grid-connected green power direct connection project is specified by the project enterprise in the declaration scheme (the hours of wind power and photovoltaic power generation are determined according to the hours announced by the latest new energy mechanism price bidding, and the hours of biomass power generation can refer to the average utilization hours of biomass power generation in the province in the recent year). During the year, the reverse power transmission on the grid shall be stopped, and the deviation shall be calculated by the power grid enterprise after the end of each year and adjusted in the second year's on-grid electricity quota.

3. Standardize the implementation procedures

(1) Strengthen the project reserve. Municipal energy authorities, in combination with industrial development needs and resource endowments, comprehensively explore and utilize new energy resources, and reserve a number of potential projects with implementation conditions. Strengthen policy publicity and technical guidance for project units, explore ways to promote the local utilization of "new energy +" green power, and create a variety of application scenarios. Improve the path of green power traceability certification, and actively explore the mode of "public network green power connection". The green power direct connection project should build an intelligent dispatching platform and connect it to the "Shandong Energy Cloud" management platform, which has the functions of classified measurement of power supply, load and energy storage and hourly power monitoring, so as to enhance the coordinated regulation and control ability of source, network, load and storage, and accelerate the formation of smart micro-grid. Enterprises are encouraged to rationally allocate photovoltaic and energy storage in green power direct connection projects according to load characteristics, so as to promote the high-quality development of photovoltaic power generation.

(2) To clarify the organizational mode. The construction of green power direct connection project is organized and carried out by means of enterprise declaration, municipal preliminary examination and provincial evaluation. Specifically, the enterprise shall prepare the project implementation plan (Annex 1) for declaration, and the municipal energy authorities, together with the power grid enterprises and other departments, shall conduct a preliminary examination of the enterprise's declaration; The Provincial Energy Bureau shall organize quarterly reviews of qualified projects that have completed the preliminary examination at the municipal level (the specific time shall be subject to notification), fully listen to the opinions of the Shandong Regulatory Office of the State Energy Administration and the Shandong Electric Power Company of the State Grid, and implement the qualified projects after comprehensive research and judgment. The new energy projects and power grid lines in the approved green power direct connection projects are deemed to be included in the annual new energy construction list and power planning. If the scale of new energy power generation is added within the completed project, the project declaration process shall be re-implemented.

(3) Implementing construction requirements. The main body of project investment shall strictly follow the construction content and scale specified in the implementation plan, go through the procedures of power supply, load, energy storage and direct connection lines in accordance with the law and regulations, scientifically plan construction sequence, and shall not change the scope of implementation, construction site, construction content and ownership structure without authorization. Power grid enterprises shall, in accordance with relevant national and provincial technical standards and requirements, organize the signing of project grid-connected dispatching agreements, power purchase and sale contracts, power supply and consumption contracts, etc., and handle project grid-connected procedures in accordance with procedures. If the access voltage level of the project is 220 kV or above, the special assessment of the safety risk of the power system (Annex 2) shall be included in the preliminary examination at the municipal level and the evaluation at the provincial level in the project declaration.In accordance with the national policy requirements, the multi-user green power direct connection project shall prepare a plan for the internal power regulation and orderly supply of the project under emergency scenarios (Annex 3) in the declaration plan, and clarify the relevant safety and economic responsibilities. If distributed photovoltaic participates in the direct connection of multi-user green power through centralized confluence, the main responsible unit of the project shall sign a guaranteed income agreement of not less than 10 years for the stakeholders involved in the construction of photovoltaic by using the roofs of residents, businesses, factories and their ancillary sites.

(4) Strict assessment and withdrawal. Green power direct connection projects should do a good job in source and load matching, regulation capacity building, reduce the reserve capacity of the power grid, and improve the economy of the project. We will resolutely put an end to the act of borrowing new energy resources in the name of direct connection of green power. Those who fail to construct in accordance with the implementation plan and refuse to rectify, or fail to start construction on schedule, will be removed from the list of project construction, and the right to develop supporting new energy projects will be invalid. If the project can not be started or completed on schedule due to objective reasons, the time limit for starting or completing the project can be extended only after examination and evaluation. After the completion of the project, if the load enterprises fail to meet the requirements of the green power direct connection policy due to production reduction, shutdown, relocation, bankruptcy and other reasons, the municipal energy authorities shall terminate the implementation qualification and report it to the Provincial Energy Bureau and the Shandong Regulatory Office of the State Energy Administration; Its power supply shall be converted into full market entry projects after the implementation of access conditions by the city and power grid enterprises and the transformation on demand, and shall not be included in the implementation scope of the mechanism tariff; After the energy storage is transformed to meet the relevant technical requirements as required, it can be used as distribution and storage to jointly participate in market transactions with new energy, or as a https://www.databm.
