Shandong Province promotes the high-quality development
of virtual power plants. At present, the installed capacity of new energy in our province continues to expand, and the pressure of power system regulation has become increasingly prominent. As a new business entity, virtual power plant can effectively improve the flexible regulation ability of power system, promote the green and low-carbon transformation of energy, and ensure the safe and stable supply of power by aggregating distributed generation, adjustable load, energy storage and other decentralized resources. According to the requirements of the Guiding Opinions on Accelerating the Development of Virtual Power Plants (FGNY [2025] No.357) issued by the National Development and Reform Commission and the National Energy Administration, this plan is formulated in order to accelerate the high-quality development of virtual power plants in our province and in combination with the actual situation of our province.
First,
under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should conscientiously implement the new energy security strategy of "four revolutions and one cooperation", focus on speeding up the construction of a new power system, adhere to the principle of "policy guidance, market-oriented, open, inclusive, d iversified development, safe, reliable and orderly advancement", and focus on the construction of a new power system. Give full play to the advantages of large power consumption provinces, establish and improve long-term development mechanism, rely on the construction of power spot market, accelerate the cultivation of new virtual power plant subjects, create a new energy format of "artificial intelligence +", focus on enhancing system support and regulation, and ensure the safe operation of new energy consumption and power. By 2027, the operation management and market participation mechanism of virtual power plants in the province will be basically sound, and the regulation capacity will reach more than 2 million kilowatts. By 2030, the application scenarios of virtual power plants in the province will be more diversified, the business model will be innovated and developed, and the regulation capacity will reach more than 4 million kilowatts.
2. The development path
combines the characteristics of electricity load in each city, focusing on adjustable resources such as industry and commerce, data centers, charging and switching facilities, cold and heat storage, etc. In-depth exploration of the " core leading "means focusing on the joint development of Jinan and Qingdao metropolitan areas, strengthening the leading role of Jinan, Qingdao and Yantai as" trillion cities ", relying on the cultivation of modern industries, the development of marine economy, urban renewal and transformation, and the interactive demonstration of vehicle networks. A number of virtual power plants with different characteristics, such as urban facilities, industrial parks, community life and port logistics, will be built to build a comprehensive demonstration area of virtual power plants.
"Global characteristic development" refers to guiding Weihai, Rizhao, Dongying, Weifang and other places to give full play to the advantages of marine aquaculture, cold chain storage, port shore power, and Zibo, Dezhou, Binzhou, Liaocheng, Tai'an and other places to build characteristic virtual power plants in combination with the characteristics of manufacturing distribution centers and industrial agglomeration areas. Strengthen the supporting role of Heze, Jining, Linyi, Zaozhuang and other economic corridors in Southwest Shandong, and fully tap the potential of industrialization and urbanization to adjust the load.
"Industrial cluster" means relying on advanced technologies such as Internet of Things, communication and AI, digital twins and blockchain, accelerating the cultivation of digital industry with platform economy and algorithm services as the core, expanding the emerging manufacturing industry represented by smart grid and intelligent measurement equipment, and forming a modern industrial chain driven by "integration of hardware and software".
3. Key tasks
(1) Optimizing the type and positioning
of virtual power plants 1. Virtual power plants build aggregation units according to the type of aggregation resources and the information of their nodes. It is divided into a distributed power generation aggregation unit, an energy storage aggregation unit and a load aggregation unit, wherein the load aggregation unit is divided into a total electric quantity load aggregation unit and a regulating quantity load aggregation unit. The same virtual power plant can aggregate multiple aggregation units, and the aggregation resources in a single aggregation unit should be located at the same market clearing node (220 kV and above voltage level bus at this stage).
2. Distributed power generation aggregation units can aggregate distributed photovoltaic, decentralized wind power and other distributed power (including energy storage) and electric vehicle charging facilities to participate in the spot market. Energy storage aggregation units can aggregate distributed energy storage to participate in the spot market. In the load aggregation unit, the total electric quantity load aggregation unit aggregates adjustable power users (including ") to establish a normalized checking mechanism for adjustable resources. According to the resource voltage level, response speed (second level, minute level, hour level, day-ahead) and response type (up and down), the sub-domain and hierarchical response resource library is gradually established. Strengthen the adjustable load management of key industrial enterprises, and promote the participation of industrial load in virtual power plants in an orderly manner. Continuously improve the ability of aggregation regulation and control of public transport, office buildings, comprehensive shopping malls, public institutions and large communities. Accelerate the large-scale application of vehicle-network interaction (V2G), tap the controllable load of user-side energy storage batteries such as tower base stations, and guide data centers to integrate the development of virtual power plants with diesel resources.
(2) Improve the mechanism
of participating in market transactions 4. Promote virtual power plants to participate in the spot market with the unit of aggregation as the unit of quotation, and optimize the clearing in accordance with the rules of Shandong Electric Power Market. The aggregation unit of regulating capacity load shall declare the volume-price curve within the upper and lower limits of the capacity test, and the declaration direction shall be consistent with the test direction. Operators of virtual power plants shall submit performance guarantees to power trading institutions in accordance with relevant regulations. If they fail to pay performance guarantees and insurance in full and on time and refuse to pay in full after being reminded in writing by power trading institutions, they shall be suspended in accordance with regulations.
5. Virtual power plant operators should actively respond to spot market price signals, provide different types of flexible adjustment retail packages (including at least one price linkage) to aggregate users, and reasonably agree on revenue distribution methods. Guide users to choose to implement the retail package price capping mechanism, effectively prevent retail market risks, and effectively promote the effective transmission of wholesale market price signals to the retail market.
6. According to the principle of "who produces, who is responsible, who benefits, who bears", the income source of the total electricity load aggregation unit is the reduced cost of purchasing electricity in response to price signals. Regulating load virtual power plant is regarded as "power plant" resource management, and the regulation cost during peak shaving period is shared by the user side subject according to the proportion of electricity consumption during peak shaving regulation period by the aggregation unit, and the assessment standard responding to the implementation of market clearing results is established to promote the reduction of market node electricity price; the source of valley filling regulation cost is the electricity purchase cost reduced in response to the price signal.
7. Promote virtual power plant aggregation units with responsiveness to participate in ancillary service markets such as frequency modulation and climbing, and enjoy the same benefits as other business entities.
(3) Strengthen policy guidance and support
8. Actively implement the "two new" policies and provide financial support to eligible virtual power plant projects. Support eligible virtual power plant enterprises to issue green bonds, and promote government financing guarantee institutions to provide guarantees for virtual power plant projects. Banking institutions are encouraged to provide credit support for virtual power plant enterprises.
9. Support virtual power plant operators to carry out business innovation, relying on self-built technical support system, to provide energy saving, carbon trading and other related services for aggregated users. Service providers such as guidance system platform and intelligent measurement provide services such as aggregation platform construction and acquisition device installation for virtual power plants, and promote the formation of "basic service fee + value-added sharing" operation mode.
10. Accelerate the cultivation of virtual power plant system, technology, equipment, communications and other industrial chain entities, and recommend innovative enterprises with core independent intellectual property rights to participate in the identification of "specialized, special and new" enterprises and the declaration of scientific and technological projects, so as to form a benign interactive pattern between the development of virtual power plants and the cultivation of industrial ecology.
11. Relying on artificial intelligence technology, we will gradually realize accurate load analysis and prediction of virtual power plants, rapid resource adjustment and response, and intelligent optimization of trading strategies. Support intelligent terminals, technical support systems, artificial intelligence cluster control and other technological innovations, encourage virtual power plants to install or replace intelligent control terminals for resources and achieve remote direct control, select relevant achievements to be included in the first (set) technical equipment catalogue in the provincial energy field, and recommend to participate in the first (set) evaluation in the national energy field.
12. Relying on Shandong Virtual Power Plant Service Center to build a supply-demand interactive innovation laboratory, build a virtual power plant transaction simulation and interactive simulation platform to realize simulation operation, assistant decision-making and regulation effect verification. Municipalities are encouraged to build municipal virtual power plant experimental practice verification centers in accordance with the characteristics and needs of local resources.
(4) Strengthen the management
of construction and operation 13. Formulate the Management Measures for the Construction and Operation of Virtual Power Plants in Shandong Province, clarify the business requirements for the whole process of virtual power plants, and standardize and guide the construction, operation and management of virtual power plants. The related business of virtual power plant is integrated into the power load management system to realize the unified management and service of virtual power plant.
14. Focus on virtual power plant aggregation response, grid-connected regulation, intelligent metering, data interaction, security protection and other links, and accelerate the establishment, compilation and release of relevant standards. To study and refine the relevant standards for the classification of virtual power plants to participate in power system operation and electricity market transactions, revise the inadaptable clauses in the existing standards in time, and enhance the applicability of the standards.
15. Strengthen the source management and control of virtual power plants, formulate technical standards for resource aggregation, system construction, baseline acquisition, data interaction and security protection of virtual power plants, and strictly manage the access and operation of virtual power plants. Virtual power plant operators should strengthen the fine monitoring and precise control capacity construction of aggregated resources and related equipment, ensure that the regulated load virtual power plant has "observable, measurable, adjustable and controllable" conditions, and gradually enhance the ability of virtual power plant to participate in power grid operation and regulation as a power generation unit.
16. The virtual power plant operator shall actively guide the aggregated resources to execute the regulation instructions according to the clearing results of the electricity market; in case of an emergency in the power grid, the virtual power plant and the aggregated resources shall be under the unified command of the power dispatching organization and the power grid enterprise. By signing agreements with aggregated resources, operators can clarify the regulatory measures that can be taken when aggregated resources fail to implement the regulatory instructions as required or fail to implement them in place.
17. From the aspects of resource aggregation ability, regulation ability, response rate, information synchronization ability and data transmission quality of virtual power plant, the implementation monitoring and effect evaluation of virtual power plant are carried out regularly to provide decision-making basis for optimizing the operation mode of virtual power plant and improving the policy support system.
18. Strengthen the publicity, training and policy interpretation of relevant supporting policies, standards and trading mechanisms of virtual power plants, and actively cultivate and incubate virtual power plant operators. Track and evaluate the operation effect of virtual power plants, summarize and popularize advanced projects and experiences, and create a good atmosphere for high-quality development of virtual power plants.
4. Safeguard measures
The Provincial Development and Reform Commission and the Provincial Energy Bureau shall take the lead in organizing and implementing the measures. The Provincial Finance Office, the Provincial Science and Technology Department, the Provincial Finance Department, the Provincial Market Supervision Bureau and the Shandong Energy Supervision Office shall strengthen coordination and improve relevant supporting measures according to the division of responsibilities. In accordance with the relevant requirements of the state and the province, the municipal power authorities shall guide and speed up the construction of local virtual power plants. Relying on Shandong Virtual Power Plant Service Center, power grid enterprises are specifically responsible for the service guarantee of virtual power plants. While accepting access applications, they timely report relevant information to the Provincial Energy Bureau and cooperate with the standardized, large-scale, market-oriented and normalized management of virtual power plants.
