2025, the Zhejiang Development and Reform Commission and the Provincial Energy Bureau issued the Notice on the Issuance of New Energy Storage Capacity Compensation Funds, totaling 17 projects with a total compensation capacity of 1.164 million kilowatts. In the first year, the compensation amount is 232.8 million yuan, and the compensation standard is 200 yuan/kW/year.
The notice clearly States that the project capacity compensation fee in the list shall be paid in the form of monthly full deduction of the payable electricity fee until the compensation amount is paid. In terms of the issuance of follow-up funds, the notice requires the competent energy departments of the districts and municipalities to conduct a preliminary examination of the annual utilization hours of the project in the following two years, and to submit the annual utilization hours of the project (not less than 600 hours) (Annex 2) to the Provincial Development and Reform Commission before July 15 each year. The Provincial Development and Reform Commission will issue the compensation funds for the following two years after reviewing with the relevant departments.
Among them, the highest compensation capacity and amount is Xinwangda Jinhua Wuyi 200MW/400MWh grid-side energy storage project, with capacity compensation of 200 MW and compensation amount of 40 million. The Development and Reform Commission of each

In order to implement the spirit of the Notice on Issuing the Allocation Scheme of Compensation Funds for New Energy Storage Capacity (Zhe Fa Gai Neng yuan [2024] No.111) issued by the Provincial Development and Reform Commission and the Provincial Energy Bureau, After the process of preliminary declaration, review and publicity, the list of new energy storage capacity compensation projects (Annex 1) is now issued to you, and the relevant matters are notified as follows.
1. Do a good job in the distribution and supervision
of funds. All districts and municipalities shall organize the power supply companies under their jurisdiction to do a good job in the distribution of capacity compensation funds. The capacity compensation fees for the projects in the list shall be paid in the form of full monthly deduction of the payable electricity charges until the compensation amount is paid. Provincial electric power companies should attach great importance to the distribution of capacity compensation funds, designate special personnel to be responsible for ensuring the implementation of the work and do a good job in the allocation of funds. The provincial electric power company is requested to submit the distribution of funds to the Provincial Development and Reform Commission before July 15 each year, and the Provincial Development and Reform Commission will strengthen the supervision of the distribution of funds with the Zhejiang Energy Regulatory Office.
2. To do a good job in the audit
