In order to further improve the supervision system of transmission and distribution prices, the National Development and Reform Commission has recently revised four measures, namely, the Measures for Supervision and Examination of Transmission and Distribution Pricing Costs, the Measures for Pricing Transmission and Distribution Prices of Provincial Power Grids, the Measures for Pricing Transmission Prices of Regional Power Grids and the Measures for Pricing Transmission Prices of Trans-provincial and Trans-regional Special Projects. In the process of revision, the four measures have fully listened to opinions from all sides and publicly solicited social opinions.
This revision, on the basis of maintaining the overall stability of the policy framework and the main methods, focuses on adapting to the new situation, new changes and new requirements of the construction of the new power system, focusing on promoting the absorption and utilization of new energy, promoting the green and low-carbon transformation of energy, ensuring the safe, stable and efficient operation of the power system, and improving the power system. A series of new institutional arrangements have been made to promote the management efficiency of power grid enterprises.
One is to promote the absorption and utilization of new energy. Through the introduction of capacity mechanism in the transmission and distribution price, it is clear to implement a single capacity system price for new forms of power generation, such as nearby consumption of new energy, and to explore the implementation of two-part system or single capacity system price for trans-provincial and trans-regional special projects, which mainly transmit clean energy, so as to reduce the transaction cost of new energy, so as to promote the wider and higher utilization of new energy.
The second is to promote the safe supply of electric power. By improving the transmission price mechanism of trans-provincial and trans-regional special projects with the function of interconnection and mutual aid, we will support the power grid to strengthen the construction of mutual aid channels, enhance the national power load peak staggering, surplus and deficiency mutual aid and emergency support capabilities, and promote the safe and stable operation and efficiency improvement of the entire power system.
Third, promote power grid enterprises to reduce costs and increase efficiency. By optimizing and improving some cost parameters, power grid enterprises will be promoted to strengthen internal management.
In addition, according to the adjustment of laws, regulations and accounting standards in recent years, the relevant provisions have been revised and improved accordingly in order to do a good job of policy convergence and work coordination.
