Vigorously promoting the development and utilization of new energy resources such as wind energy and solar energy is of great significance to promoting the green and low-carbon transformation of energy and achieving the goal of carbon peak and carbon neutrality. Developing new energy consumption nearby is an important way to promote the development and utilization of new energy resources and meet the green energy demand of enterprises. In order to implement the decision-making and deployment of the Party Central Committee and the State Council and promote the new energy to achieve a higher level of nearby consumption, the relevant matters are hereby notified as follows.

First, the public power grid provides stable supply guarantee services. The power supply, load and energy storage are connected with the public power grid as a whole to form a clear physical interface and safety responsibility interface, and the public power grid provides reliable power supply and other services according to the capacity of the grid, so as to ensure its safe and stable power consumption. The power supply of the nearby absorption project shall be connected to the user side of the demarcation point between the user and the property right of the public power grid. The annual self-generated electricity consumption of new energy shall account for no less than 60% of the total available power generation, no less than 30% of the total electricity consumption, and no less than 35% of the new projects from 2030; The project shall have the metering conditions of sub-meters, and the power grid enterprises shall install metering devices at the gates of power generation, auxiliary power, grid-connected, self-use and energy storage to accurately measure the electricity data of each link.

2. The cost of stable supply guarantee shall be borne fairly by the nearby absorption projects. According to the principle of "who benefits, who bears", for the stable supply services provided by the power system, the nearby consumption projects shall fairly bear the transmission and distribution fees, system operation fees and other fees; for projects not connected to the public power grid, the stable supply guarantee fees shall not be paid.

(1) Transmission and distribution charges. The project implements the payment of transmission and distribution electricity charges according to the capacity (demand), and the off-grid electricity will no longer pay the system reserve fee and the electricity charges of transmission and distribution links. The calculation method of monthly capacity (demand) electricity charge is: capacity (demand) electricity charge = capacity (demand) electricity charge paid according to the current policy + current electricity price standard of the voltage level × average load rate × 730 hours × capacity connected to the public power grid. Among them, the average load rate is temporarily implemented according to the average level of 110 kV and above industrial and commercial two-part users in the province, which is calculated by the power grid enterprise and announced after being reviewed by the provincial competent price department; the capacity connected to the public power grid is the sum of the capacity of the receiving transformer used at the same time and the capacity of the high-voltage motor not connected through the transformer. Projects with high

reliability requirements and capacity backup as required can choose to continue to pay according to the current two-part transmission and distribution tariff mode, in which the capacity (demand) tariff is implemented according to the current policy, and the electricity tariff is paid according to the actual electricity consumption (including self-generated electricity consumption) and the electricity tariff standard of the voltage level.

(2) System operation cost. When the project uses the public power grid, it shall be regarded as an industrial and commercial user, and the system operation fee shall be paid temporarily according to the off-grid electricity quantity, and the payment shall be gradually transited to the payment according to the occupied capacity and other methods; the new profit and loss of the policy cross-subsidy for the self-generated and self-used electricity quantity shall be temporarily exempted.

3. Nearby absorption projects participate in the electricity market on an equal footing. The project has equal market status with other power generation enterprises and power users, and participates in the power market as a whole in principle. In areas where the spot market operates continuously, the on-grid electricity transaction and price settlement of the project shall be carried out in accordance with the market rules; in areas where the spot market does not operate continuously, in principle, no reverse power transmission to the public power grid and no power transmission settlement shall be carried out. The project's new energy on-grid electricity is not included in the new energy sustainable development price settlement mechanism. When a project uses electricity, it shall directly participate in market transactions, and shall not purchase electricity on behalf of power grid enterprises, and shall bear the cost of line loss in the access link according to the amount of electricity off the grid.

Fourth, do a good job in organizing and implementing. The competent price departments at the provincial level shall strengthen the tracking and monitoring, summarize the implementation experience in a timely manner, and put forward sound opinions and suggestions; strengthen the policy interpretation, guide the project owners to fully understand the policy intent, and respond to social concerns in a timely manner. After filing with the local competent authorities, the project owner unit shall apply to the power grid enterprise for access to the grid, independently determine the capacity of access to the grid, sign power supply and consumption contracts, purchase and sale contracts, grid-connected dispatching agreements with the power grid enterprise, and clarify the relevant responsibilities such as safety. Power grid enterprises shall conduct audits in strict accordance with the requirements, provide settlement services according to the filing documents, and report the project transmission and distribution fees, system operation fees and other relevant information to the provincial price authorities monthly.

This Notice shall be implemented as of October 1, 2025. The nearby consumption projects that have been connected to the network before the implementation date shall be coordinated and linked up by the local price authorities.
