Power reliability management has made historic achievements
in the past 40 years, and the power reliability management system has been improving day by day, effectively contributing to the high-quality development of energy and power. The reliability management organization system of "government leading, industry service, enterprise main body, unified management and graded responsibility" has been gradually established, and a power reliability management system has been formed with the "Power Reliability Management Measures (Interim)" as the top-level design, including a series of supporting documents and technical standards. The object of power reliability management has developed from only thermal power generating units at the beginning to covering various specialties such as generation, transmission, transformation and distribution, and has been extended to various fields such as power system and low-voltage users. At present, more than 3000 electric power enterprises have been included in the reliability statistics, and more than 6000 professionals in reliability management and information statistics. 40 years, the level of power reliability management has been greatly improved, which has strongly supported the safe and stable operation of the power system. Power reliability level is a comprehensive reflection of enterprise technology and management level. Compared with 40 years ago, the reliability of China's power system has been greatly improved, the average number of unplanned outages of coal-fired power units and hydropower units has decreased by more than 93%, and thermal power units with an operation cycle of more than 1000 days are constantly emerging. Through the use of reliability indicators such as "forced outage" and strengthening analysis and management, the equivalent availability coefficient of transformers, circuit breakers, overhead lines and other major equipment has reached more than 99%. By analyzing the unplanned outage indicators of equipment in operation, analyzing the causes of faults, establishing the backstepping model of unplanned outage events and dynamic defect list, the power equipment manufacturers continuously improve the quality of equipment and provide strong support for ensuring the safety of power system. Over the past
40 years, the power reliability index has been continuously improved, and the people's sense of access and happiness has been continuously enhanced. By continuously consolidating the foundation of power grid, continuously strengthening the construction and transformation of distribution network, and vigorously promoting advanced technologies such as distribution automation, uninterrupted operation and UAV inspection, the safe and reliable power supply capacity of the power industry has been greatly improved, and the reliability indicators such as "average outage time of users" and "average outage frequency of users" have been greatly improved. With the rapid development of new energy and digital economy, the scale of high-end manufacturing, precision instruments, information technology industry and other fields continues to expand, which puts forward higher requirements for the safe and reliable supply of electricity. Major strategies such as rural revitalization, urban renewal and new urbanization have been implemented in depth, the work of optimizing business environment has been deepened, the adjustment of industrial layout has been accelerated, the tolerance of market operators and the people for blackouts has become lower and lower, and the expectation of power reliability has been increasing. The construction of
new power system requires innovative power reliability management methods. During the "15th Five-Year Plan" period, China will complete the task of carbon peak, and the new power system is the key carrier and supporting platform to achieve the goal of "double carbon". With the continuous advancement of new power system construction, China's power structure will change from coal-fired power with controllable continuous output to new energy with strong uncertainty and weak controllable output. Load characteristics will also change from rigid and consumption-oriented to flexible and production-consumption oriented. The randomness and volatility of power generation and load will increase, and the supply and demand situation will become increasingly complex. At the same time, with the wide application of interactive energy-using equipment such as electric vehicle, distributed energy, energy storage and HVDC transmission equipment, the "double high" characteristics of the system are gradually highlighted, the inertia and support capacity of the system are reduced, the fault characteristics and chain reaction are more complex, and the safe and stable operation is facing severe challenges. Power reliability management needs to deepen research in theory, model and index, adapt to the new characteristics, new risks and new challenges brought by the construction of new power system, and seek new strategies and new ways to improve reliability. The problem of unbalance and insufficiency should be solved in the work of
power reliability statistics. In the new era, the main social contradictions in our country have been transformed into the contradiction between the people's growing need for a better life and the unbalanced and inadequate development, as well as the power reliability management. We will further promote the research and pilot work on power system reliability, clarify the calculation methods, data sources and reporting mechanisms of power system reliability indicators, establish and improve the reliability evaluation system of power system, enhance the connection with system planning and construction, operation mode arrangement, security risk management and control, and improve the reliability of power system from the dimensions of security and adequacy.We will study and improve the reliability management system in the field of power generation, deepen the statistical analysis of unplanned outages and blocked output of coal-fired power units, explore the statistical analysis of power generation reliability based on stations, expand the statistical coverage of reliability of new energy sources such as wind power and photovoltaic power, and establish statistical standards for new energy storage power stations and other emerging areas. To ensure that the management and statistics of power generation reliability meet the needs of the construction and development of new power systems. Deepen the reliability management of power transmission and transformation, and promote the reliability research of power transmission and transformation circuits/systems and DC transmission and transformation facilities. Strengthen the application of reliability information data in power system planning and construction, equipment selection, operation and maintenance, and precise service for power users, expand its guiding application in investment decision-making and scientific and technological innovation, and realize the transformation of reliability management from "heavy statistics", "heavy ranking" to "heavy application". According to the problems revealed by the power reliability data, we should optimize the power grid structure, strengthen the operation and maintenance of equipment, promote the technology of distribution automation and uninterrupted operation according to local conditions, improve the emergency repair system and enhance the essential reliability level. Strengthen the equipment life cycle management based on reliability information, as well as the application of reliability-centered equipment maintenance (RCM) technology, break through the management chain between equipment operation and maintenance and design and manufacturing, and gradually solve the problems existing in all aspects of equipment life cycle.
Make the system construction more sound and effective, and better improve the level of reliability management. In accordance with the spirit of the Measures for Electric Power Reliability Management (Interim), we should speed up the promulgation of supporting system documents and further clarify the requirements for reliability management in various fields such as power generation, transmission and power supply. Strictly promote the implementation of the first responsibility of the principal person in charge of reliability management and the direct responsibility of the person in charge, and clarify the responsibilities of management departments, special personnel, grass-roots teams and other levels and specialties. Establish and improve the coordination and promotion mechanism of reliability standardization, speed up the formulation of standards in key areas such as power system, power users and power equipment manufacturing, intensify publicity and training, and improve the awareness and execution of reliability standards. Taking the opportunity of bringing electric power reliability administrators into the national professional code, we should speed up the establishment of professional education system for electric power reliability management, and gradually establish a talent training mode with enterprise education as the main part and industry education as the supplement.
