's construction of a unified national market is a major decision made by the Party Central Committee. In recent years, we have issued the Opinions on Accelerating the Construction of a Unified National Market and a series of supporting measures to promote the construction of a unified national market and achieve positive results. But on the whole, this task is still arduous, and the construction of a unified national market is facing many difficulties and obstacles.
To further promote the construction of a unified national market, the basic requirement is "five unification and one opening up". "Five Unifications" refers to the unification of the basic market system, especially the unification of property rights protection, fair competition, quality standards and other systems; the unification of market infrastructure, the opening of logistics, capital flow and information flow, and the improvement of the modern commercial circulation system; Unify the scale of government behavior. When promoting economic development, especially when attracting investment, local governments should have clear rules about what they can do and what they can't do, and they should not go their own way. Unify market supervision and law enforcement, clarify the discretion benchmark of administrative penalties for market supervision, and measure it with one ruler to the end. Unify the market of factor resources, promote free flow and efficient allocation, and reduce the mismatch and waste of resources. "Opening up" means continuing to expand opening up, opening up to the outside world, and not engaging in closed operation.
