According to the Notice of the Ministry of Housing and Urban-Rural Development on Printing The Ministry issued the Notice on the Compilation of Engineering Construction Specifications and Standards and Related Work Plans in 2021 (JBH [2021] No.11), and organized the General Institute of Hydropower and Water Resources Planning and Design and other units to draft the mandatory national specification for engineering construction, Solar Power Engineering Project Specification (Draft for Comments) (see Annex). The mandatory engineering construction specification system covers all kinds of construction projects in the field of engineering construction, which can be divided into two types: engineering project specification (referred to as project specification) and general technical specification (referred to as general specification). The project specification takes the whole construction project as the object, and takes the scale, layout, function, performance and key technical measures of the project as the main content. The general specification takes the general technology of various specialties to realize the functional performance requirements of engineering construction projects as the object, and takes the general technical requirements of survey, design, construction, maintenance and maintenance as the main content. In the full text of the mandatory engineering construction specification system, the project specification is the backbone, and the general specification is the regulation of the common and general professional key technical measures for all kinds of projects.
About the five elements of indicators. The elements of mandatory engineering construction norms are the basic provisions to ensure the systematization and efficiency improvement of urban and rural infrastructure construction, and the basic requirements to support the high-quality development of urban and rural construction. The scale requirement of the project mainly stipulates that the construction project should have complete production or service capacity, and should be compatible with the level of economic and social development. The layout requirements of the project mainly stipulate the overall technical requirements of industrial layout, site selection of construction projects, overall design, general layout and coordination with the scale. The rational distribution of supply capacity should be considered to improve the overall level of related facilities construction. The functional requirements of the project mainly stipulate the composition and use of the project, and define the basic components of the project, which is the guarantee for the project to play its expected role. The performance requirements of the project mainly specify the construction level or technical level of the project, reflect the applicability of the construction project, and define the basic level of the project quality, safety, energy saving, environmental protection, livable environment and sustainable development. Key technical measures are the basic technical provisions to achieve the functional and performance requirements of construction projects, and the basic guarantee to implement the development goals of urban and rural construction, such as safety, green, resilience, wisdom, livability, fairness and efficiency.
About the implementation of norms. Compulsory engineering construction norms have compulsory binding force, which is to ensure the safety of people's lives and property, personal health, engineering safety, ecological environment safety, public rights and interests, as well as to promote the conservation and utilization of energy and resources, and to meet the requirements of the control bottom line in economic and social management. It must be strictly implemented in the whole process of construction activities such as survey, design, construction, acceptance, maintenance, maintenance and demolition of construction projects. Recommended engineering construction standards matched with mandatory engineering construction specifications are mature technical measures that have been tested by practice and guaranteed to meet the requirements of mandatory specifications, and should also be implemented in general. On the premise of meeting the project function, performance requirements and key technical measures stipulated in the mandatory engineering construction specifications, relevant group standards and enterprise standards can be reasonably selected to optimize the project function and performance or reach a higher level. Recommended engineering construction standards, group standards and enterprise standards shall be coordinated with mandatory engineering construction standards, and the technical requirements shall not be lower than relevant technical level of mandatory engineering construction standards. After the implementation of the
mandatory engineering construction norms, the mandatory provisions in the current relevant national and industrial standards for engineering construction shall be abolished at the same time. The mandatory provisions in the current local standards for engineering construction should be revised in time, and should not be lower than provisions of the mandatory standards for engineering construction. If the relevant provisions in the current engineering construction standards (including mandatory standards and recommended standards) are inconsistent with the provisions of the mandatory engineering construction norms, the provisions of the mandatory engineering construction norms shall prevail.
