Recently, the Taiping Bay Cooperative Innovation Zone in Dalian, Liaoning Province, launched six major initiatives to support the development of hydrogen industry in the region (hereinafter referred to as the Six Articles of Hydrogen), which is the first policy to support the development of hydrogen industry in Taiping Bay, focusing on fixed investment, office production housing, scientific and technological research and development innovation, talent introduction and cultivation, application and promotion. "Real gold and silver" support will be given to enterprises, institutions and projects related to the hydrogen energy industry stationed in Taiping Bay. The specific incentive measures are as follows:
I. Project Landing Rewards
Major manufacturing investment projects in the upstream and downstream of the hydrogen energy industry chain with fixed assets investment exceeding 20 million yuan will be subsidized by 10% of the fixed assets investment, with a maximum of 10 million yuan.
II. Subsidies
for rent and house purchase The enterprises and institutions newly settled in Taiping Bay New Energy Industrial Park will be given full subsidies for the rent of office buildings and factory buildings; the purchase of research and development office buildings and industrial factories in the designated areas of Taiping Bay will be given a maximum of 5 million yuan of housing subsidies.
III. Rewards
for Scientific Research and Innovation The enterprises and institutions that have established and been rated as R & D platforms and laboratories at or above the provincial level shall be awarded a maximum of 1 million yuan; the enterprises and institutions that have taken the lead in formulating international, national and industrial standards shall be awarded a maximum of 1 million yuan; Enterprises that have obtained national invention patents and whose patented products have been invoiced for sale shall be awarded a maximum of 300000 yuan.
4. Rewards
for talent introduction will grant a monthly allowance of up to 5000 yuan to those who have been promoted to top talents, leading talents and high-end talents in Dalian to work full-time in Taiping Bay Cooperative Innovation Zone; If the enterprise independently cultivates or introduces cutting-edge talents and makes substantial contributions to the cooperative innovation zone, the employer will be awarded a one-time reward of 5 million yuan per person after confirmation; for the full-time introduction of cutting-edge talents, leading talents, high-end talents and young talents, a one-time resettlement fee of up to 5 million yuan will be given according to the actual contribution assessment. Application, demonstration and promotion
For hydrogen vehicle manufacturing enterprises that have received subsidies related to the promotion and application of hydrogen vehicles in Liaoning Province and Dalian City, a subsidy of up to 200,000 yuan will be granted for each vehicle; at the same time, enterprises are encouraged to purchase hydrogen vehicles produced in the region and apply them to engineering, transportation, environmental sanitation, municipal and other operation scenarios.
6. Major project support
shall be given to projects with major industrial influence and driving force in accordance with the principle of "one case, one discussion".
The "Six Articles of Hydrogen" aims to solve the difficulties and pains that restrict the development of hydrogen energy industry, such as the imperfection of hydrogen energy infrastructure, the high cost of industry and the technical threshold, and to promote the high-quality development of new energy industry in Taiping Bay.
According to reports, at present, Taiping Bay New Energy Industrial Park is focusing on the new energy industry with wind power and hydrogen energy as the core. The construction takes green power as the front end of energy, hydrogen energy heavy truck as the entry point , hydrogen fuel cell as the industrial chain length, comprehensive transportation equipment manufacturing as the core development direction, and hydrogen energy technology colleges and universities as innovative partners. It covers all aspects of " production, storage, transportation, processing, use and research " , and integrates multiple application scenarios into a 100 billion-grade industrial cluster. The overall planning of the industrial park is 3 square kilometers, with a plant area of more than 200,000 square meters completed and under construction. A number of key enterprises and industrial projects represented by Yunda Wind Power Host, Wind Power Tower of the Fourth Hydropower Bureau, Grove Hydrogen Energy Technology and Reshaping Technology have settled in the park, and the advantages of industrial agglomeration have initially emerged.
