(7) Electricity price for trans-regional and trans-provincial transmission. Hydropower, photovoltaic power generation and other new energy power generation in the above types of power generation participate in trans-regional and trans-provincial power transmission transactions, as well as power generation projects belonging to the nature of power transmission, the power grid enterprises shall, in accordance with the relevant measures of the national market-oriented transactions, organize the formulation of transaction implementation plans, which shall be submitted to the competent energy authorities of the autonomous region for the record before implementation. (8) Electricity price for direct transaction of supply and demand. All kinds of power users are encouraged to purchase electricity directly from power generation enterprises through consultation or market bidding, and both suppliers and demanders confirm their intention to trade electricity and prices by themselves, and determine the final transaction electricity after the safety check by the power dispatching department. It shall be executed according to the difference between the sales price applicable to the direct trading users and the on-grid price applicable to the corresponding power supply enterprises. (9) Electricity price for purchasing electricity outside the district. For the part of the increased cost of trans-regional and trans-provincial market-oriented electricity purchase in dry season, which is higher than average cost of electricity purchase in the region, the users of high-energy-consuming enterprises identified by the competent authorities shall be dredged monthly. The power grid enterprises shall calculate the range of price increase that needs to be dredged, report it to the competent price department of the autonomous region for the record and publish it to the public, and then collect and liquidate the electricity charges on a monthly basis. 3. Work requirements (1) Continuously improve the power supply and effectively reduce the cost of electricity consumption. Energy authorities should strengthen the research on power generation and supply side, establish and improve the power dispatching mechanism, guide more capital to participate in the development of power resources in our region, and increase the effective supply of energy. Power grid enterprises should actively dock with relevant provinces and regions according to the power supply situation of the whole region, and strive to ensure that no power is cut off. Power generation enterprises should further strengthen the construction of power supply points and optimize internal management, establish and improve the cost restraint mechanism of power production, effectively improve power generation capacity and reduce power generation costs. (2) Accelerate the promotion of smart power and strengthen the effective allocation of factors. Power grid enterprises should speed up the process of distributing meters to households and the transformation of smart meters to ensure the effectiveness of various price policies; they should take scientific and rational measures to allocate power resources to ensure that clean energy should be fully developed and timely consumed. Urban and rural housing construction departments should strictly implement relevant design standards and norms, and guide the construction of power supply and distribution facilities in residential areas. Energy and other relevant departments should increase the use of scientific and technological achievements, improve the mechanism of interest linkage, and effectively allocate production factors. (3) Continuously optimize the supporting mechanism to promote the construction of clean energy bases. In accordance with the requirements of the reform of the electric power system of the state and the autonomous region, and in combination with the actual development of the electric power energy in the whole region, the competent price departments should constantly improve the price policies such as the on-grid price and the sales price, and at the same time, in accordance with the principle of "controlling the middle and opening up the two ends", timely promote the approval of the transmission and distribution price of the whole region from the national level, and gradually realize the market-oriented reform of the on-grid price and the sales price. (4) Strengthen policy publicity and supervision to ensure the smooth implementation of the electricity price scheme.
