On September 20, the Office of the People's Government of Tongshan County, Xianning City, Hubei Province, issued a notice soliciting opinions on the Notice on Regulating the Construction and Management of Roof Distributed Photovoltaic Power Generation Projects. In order to standardize the construction and management order of household roof distributed photovoltaic power stations in our county, eliminate potential safety hazards in an all-round way, and promote the rational, orderly, sustainable and healthy development of household photovoltaic power stations, there are also some problems such as insufficient carrying capacity of power grid, non-standard project management, and inadequate construction, operation and maintenance. The application and completion acceptance of roof distributed photovoltaic power generation project, as well as site selection, grid-connected access, safety, aesthetics and construction are standardized.
The announcement requires that the roof distributed photovoltaic power generation project should start construction after obtaining the access opinions of the power grid enterprises and the approval of the township examination. Power grid enterprises do not accept grid-connected applications .

(I) Application by the owner. The project applicant shall handle the record certificate of the roof photovoltaic power generation project in the county government service center and fill in the Application Form for Installation of the Roof Distributed Photovoltaic Power Generation Project in Tongshan County (see annex for details). At the same time, the documents and materials such as the photocopy of personal identity card, the normative design drawings, the color photos of the current situation of the building, the certificate of property right of the house, the appraisal opinions of the safe load-bearing of the house and the access opinions of the local power supply station shall be submitted to the local people's government of the township and town together; they can be implemented only after the local people's government of the township and town has passed the safety and planning review, and the commercial housing shall not be installed in principle.
(2) Completion acceptance. Rooftop distributed photovoltaic power generation projects shall not start construction until they have obtained the access opinions of grid enterprises and the approval of township examination. If they have not obtained the access opinions and the approval of self-construction, the grid enterprises shall not accept the application for grid connection. After the installation of the roof distributed photovoltaic power generation project is completed, the local township people's government shall take the lead in organizing relevant departments to carry out the completion acceptance and sign the opinions; those who pass the acceptance shall go to the county power supply company to handle the grid access procedures with the Application Form for Installation of Roof Distributed Photovoltaic Power Generation Project in Tongshan County in accordance with the relevant provisions of the power supply company.

(2) Territorial responsibility
Each township shall perform its territorial safety supervision responsibilities, strengthen the daily supervision of roof distributed photovoltaic power generation projects, and jointly supervise and rectify projects that violate relevant regulations in accordance with the law with relevant departments; If the rectification is not in place, it shall be demolished according to law.
(III) Corporate responsibility
Each installation service enterprise shall earnestly fulfill its main corporate responsibility, construct and install in strict accordance with the requirements of the specifications, and put an end to the occurrence of safety accidents; those who cause accidents shall be seriously investigated for responsibility in accordance with the law and regulations, and shall be included in the enterprise integrity system; the installation service enterprise shall bear full responsibility for the operation, maintenance, management and service in the later stage.

Each owner shall bear the first responsibility for the roof distributed photovoltaic power generation project installed, and shall consciously put an end to the illegal construction, without affecting the ventilation and lighting of others, and without posing a security threat to the surrounding areas.
5. Relevant requirements
(1) Strengthen publicity and guidance. Each township people's government and each relevant department (unit) shall strengthen the publicity, standardize the construction of roof distributed photovoltaic power generation projects according to the requirements, and optimize the project approval; the construction of roof distributed photovoltaic power generation projects shall follow the principle of voluntary householder and government guidance, introduce honest and powerful installation service enterprises, standardize the market, and promote the development of household photovoltaic power generation in an orderly manner; County power supply companies should optimize the procedures of grid-connected access and electricity fee settlement to promote the orderly development of photovoltaic industry.
(2) Strengthen process supervision. The township people's governments and relevant departments (units) shall organize and coordinate timely solutions to the difficulties and problems encountered in the process of project declaration and construction, strengthen the supervision of the construction process, and ensure that the project is constructed in accordance with the norms.
(3) Strengthen enterprise management. The owners and installation enterprises of photovoltaic projects shall carry out project construction in strict accordance with the specified procedures, ensure project safety, strictly enforce quality standards, and ensure long-term operation and maintenance; the relevant departments shall punish the enterprises with violations in accordance with the law and regulations, and the enterprises that fail to rectify twice shall be included in the restricted development list to restrict their development of new photovoltaic power generation projects in the county.
(4) Others. All schools, hospitals, government-invested standard factory buildings, office buildings and other state-owned and collective ownership assets roof photovoltaic power generation projects in the county shall be constructed as a whole, and shall not be implemented without approval. No enterprise or individual may illegally transfer or resell the green power indicators and carbon sink indicators generated by photovoltaic power generation on the grounds of installing roof distributed photovoltaic power generation projects. Any violation will be dismantled in accordance with the law and regulations, and the relevant responsible persons will be held accountable.
