In order to implement the Notice of the National Development and Reform Commission and the National Energy Administration on Promoting the Development of Green Power Direct Connection in an Orderly Way (FGNY [2025] No.650), "Notice of the State Energy Administration of the National Development and Reform Commission on Improving the Price Mechanism to Promote the Near Absorption of New Energy Generation" (Development and Reform Price No.1192), "Guidance Opinions of the State Energy Administration of the National Development and Reform Commission on Promoting the Absorption and Regulation of New Energy" (Development and Reform Energy No.2025 1360) and other documents require that new energy generation be promoted. To give full play to the advantages of scenery resources in our region and accelerate the realization of a higher level of new energy consumption nearby, the relevant matters are hereby notified as follows.
1. Expanding the mode
of new energy consumption nearby (1) Accelerating the development
of green power direct connection, strengthening the development and utilization of new energy around new loads, promoting the direct supply of new energy to single power users nearby, connecting power supply, load and energy storage as a whole with the public power grid, and promoting the development and utilization of new energy sources. A clear physical interface and a security responsibility interface are for. We will support the direct connection of green power to the stock load of coal-fired and gas-fired self-owned power plants, and promote the consumption of new energy nearby by reducing the output of self-owned power plants. Explore the export-oriented stock load to carry out new energy consumption nearby. Encourage the stock load within the national zero carbon park to carry out new energy consumption according to local conditions.
(2) Expanding the consumption
of new energy in the incremental distribution network, encouraging the consumption of new energy nearby with the incremental distribution network as a whole or some areas with clear physical boundaries with the public power grid as the main body, and directly connecting the new energy to the substations within the incremental distribution network, so as to promote the green development of the incremental distribution network.
2. Implementing the market and price mechanism (6) Equal participation in new energy consumption projects in the electricity market should, in principle, participate in electricity market transactions as a whole, arrange production according to the results of market transactions, and not purchase electricity by grid enterprises. Except for emergencies affecting the safe and stable operation of the utility system, the dispatching organization shall issue the dispatching plan according to the power generation and consumption curve independently arranged by the project. The project refers to the participation of wholesale users in the market before the continuous formal operation of the electricity spot market. If the power supply and load of the project are not the same investor, the transaction of electricity quantity and on-grid electricity quantity between the two parties shall be carried out in accordance with the relevant provisions of green certificate and green electricity transaction. (7) Fairly assume social responsibility for new energy consumption projects nearby, take the access point as the reference point for measurement and settlement, and settle electricity charges with the public power grid as a whole. The project shall fairly bear the transmission and distribution fees, system operation fees and other expenses, which shall be implemented in accordance with the relevant price policies of the state and the autonomous region. 4. Clarify the responsibility for safe operation (8) Clarify the responsibility boundary New energy nearby consumption projects and public power grids form a clear and definite safety responsibility interface according to the demarcation point of property rights, and each of them fulfills the corresponding power safety risk management and control responsibilities within the safety responsibility interface. The project should declare the grid-connected capacity independently and reasonably, and negotiate with the grid enterprises to determine the responsibility and cost of power supply beyond the grid-connected capacity. (9) To strengthen safety production management , new energy consumption projects should strictly implement various safety production management measures to ensure safe and stable operation. Timely carry out risk management and control and hidden danger investigation and management, in-depth assessment and timely elimination of internal equipment failures and various safety risks, and constantly enhance reliability. 5. Overall organization and implementation of the Development and Reform Commission of the Autonomous Region and relevant parties to do a good job in project management and operation monitoring. The competent energy departments of prefectures, prefectures and municipalities shall assume the responsibility of territorial management, do a good job in the preliminary examination and declaration of local projects, perform the approval (filing) procedures in accordance with the procedures and regulations, and timely report the progress of project construction. The load investment subject is the main responsible unit for the implementation of the new energy nearby consumption project. This operation guide is formulated in accordance with the spirit of relevant documents of the state and the autonomous region. 1. Construction requirements (1) Investors , including private enterprises, can invest in new energy consumption projects nearby. The power supply of the project can be invested by the load, or by the power generation enterprise or the joint venture company established by both parties. In principle, the direct special line should be invested by the load and the main body of the power supply. Incremental distribution network enterprises are the main units responsible for the new energy consumption projects of incremental distribution network. (2) The project load declared by the project type for the nearby consumption of new energy must meet any of the following conditions. First, the new load that has not been reported to the power grid enterprises and has been reported but the power supply project has not yet started (the main substation project or the line foundation has not yet been excavated) can support the construction of new energy projects. Fourth, the stock load within the scope of the national zero-carbon park, after the local power grid company carries out the impact analysis of the power system and obtains the evaluation support of the State Grid Xinjiang Electric Power Co., Ltd., explores the development of new energy consumption nearby. Fifthly, the whole incremental distribution network or some power supply areas with clear power supply boundaries are taken as the same main body, and new energy can be absorbed nearby. In principle, the power supply of the new energy nearby consumption project should be a new new energy project. The power grid access project has not yet started construction (the main substation project or line foundation has not been excavated) or the power grid enterprises have issued opinions on the stock of new energy projects that can not be connected to the grid, which can re-match the power load to carry out the new energy consumption nearby. (3) Preliminary work 1. Power supply and power grid should obtain the investigation documents of natural resources, forest and grass, water conservancy, cultural relics, military and other construction elements. The electricity load shall meet the industrial policy guidance and requirements of the state and the autonomous region, and obtain the approval (filing) documents of the relevant competent authorities. Construction conditions (1) Site conditions include but are not limited to the investigation of restrictive factors such as geography, area, land nature and utilization status, basic farmland, forest and grassland, ecological protection red line, overburden ore, cultural relics, military, ecological environment and water sources. Carry out the impact analysis of topography, hydrometeorology, geology and traffic conditions. (2) Analysis of new energy resources conditions , wind and solar energy resources in autonomous regions and project locations, and comprehensive evaluation of resource utilization, etc. 3. Load analysis (1) The overall situation of the load is described, including but not limited to the type of industry, the implementation of the industry, the timing of the new load, the construction site and the pre-load formalities. (II) Load scale : analyze the new load scale, power consumption and load operation curve (annual, monthly and daily typical curves), and analyze the peak-valley difference of normal load operation. Including but not limited to the analysis of flexible load regulation and supporting construction " (3) The demonstration of construction scale is based on the load scale, regulation capacity, maximum load and the actual output characteristics of the surrounding new energy. Demonstrate the scale of new energy installation, the scale and duration of energy storage installation, and calculate the key indicators such as the number of hours of new energy generation, the utilization rate of new energy, the proportion of new energy and the scale of on-grid electricity. 5. Construction plan for nearby consumption of new energy (I) The construction plan for new energy includes but is not limited to the selection of major equipment, the preliminary construction plan for wind power and photovoltaic power, the calculation of annual power generation, and the timing of new energy production. (2) The construction scheme of new energy access line puts forward the idea of new energy access, the construction scheme of booster station and the construction scheme of load substation. The preliminary power system diagram shall be provided. For the project put into operation by phases, the access scheme of each phase of the project and the power supply scheme of the power grid shall be described respectively. (III) Assumption of overall access scheme and load power supply scheme, analyze the access, regulation and operation mode of new energy nearby consumption projects (excluding off-grid new energy nearby consumption projects), and define the physical demarcation point with the large power grid, including but not limited to the assumption of project power supply scheme and power supply distance. Define the configuration scheme of secondary systems such as relay protection, safety and stability control devices, and communication equipment. If new energy and load are developed and constructed by different investors, the multi-year power supply agreement shall be taken as an annex to the declaration document. (4) The construction scheme of the integrated control platform makes a special analysis of the construction scheme of the integrated control platform or the operation mode of the virtual power plant, and puts forward the construction scheme and the software and hardware configuration scheme to realize the considerable, measurable, adjustable and controllable internal resources of the project. 6. Investment estimation and economic benefit analysis Calculate the investment level of each individual project of the new energy nearby consumption project, and analyze the cost of new energy power generation. 7. Safety risk analysis evaluates system risk, power safety, power quality, etc., and puts forward specific technical measures. 8. Analysis of environmental impact and social benefits The environmental impact, environmental protection, environmental benefits, energy saving and emission reduction and social benefits of new energy consumption projects are analyzed. 9. Safeguard measures Project construction organization mode, coordination management mechanism and landing measures, clearly promote various risks such as peak shaving capacity decline and load shutdown that may occur in the process of project construction and operation life cycle, and the applicant shall put forward corresponding solutions and countermeasures. Annex 4 Letter of Commitment (Sample) 1.2. If there are false contents or violations of commitments in the declaration materials, Agree to cancel the qualification of this project, be included in the list of dishonesty of the national credit system, and the enterprise and other enterprises affiliated to the group shall not participate in the declaration and construction of new energy projects in the autonomous region within three years. 3. Exceeding the corresponding time limit, it is agreed to cancel the qualification of this project, and the enterprise and other enterprises affiliated to the group shall not participate in the declaration and construction of new energy projects in the autonomous region within three years. 4.5.6 . If the power load is reduced or interrupted during the operation period, the power load will be reintroduced; if the peak shaving capacity is reduced or stopped, the peak shaving energy storage capacity will be constructed or purchased to ensure that the implementation effect is not lower than project declaration level. Projects that fail to meet the above requirements shall bear the risk of power abandonment by themselves.
