(1) Improve the capacity tariff mechanism of coal-fired and natural gas power generation. (Two) improve the price mechanism of pumped storage capacity. "Opinions on Further Perfecting the Price Formation Mechanism of Pumped Storage" (Development and Reform Price [2021] 633, referred to as Document 633) before the promulgation of the construction of power stations (obtaining water intake, temporary land use, environmental assessment approval documents, the same below), the capacity price will continue to be set by the government, and the price will be set by the government. Specifically, it shall be approved or checked by the provincial price authorities in accordance with the measures of document 633. After the expiration of the operation period of the power station, the price shall be re-checked in accordance with the principle of making up for the necessary technical transformation expenditure and operation and maintenance costs.

In accordance with the spirit of gradually realizing cost recovery and gaining benefits mainly through participating in the market as specified in document 633, the provincial price authorities shall make up for the average cost every 3-5 years according to the principle of making up the average cost during the operation period, and in accordance with the cost parameter rules specified in document 633. To formulate a unified capacity tariff for new power stations in provincial power grids in the same period (corresponding reduction for full power generation time less than 6 hours). The implementation period can be determined by taking into account the construction and development of the power market, the demand of the power system and the sustainable development of the power station. At the same time, the pumped storage power station independently participates in the electric energy, ancillary services and other markets, and the market income obtained is shared by the power station in proportion, and the sharing proportion is determined by the provincial price department; the rest is used to offset the system operation cost and shared by the users.

(3) Establish an independent new energy storage capacity pricing mechanism on the grid side. For independent new energy storage power stations on the grid side that serve the safe operation of the power system and do not participate in the distribution and storage, capacity tariffs can be given everywhere. The capacity tariff level is based on the local coal-fired power capacity tariff standard, and is converted in a certain proportion according to the peak capacity (the conversion ratio is the continuous discharge time of full power divided by the longest net load peak duration of the year, and the maximum is not more than 1), and is determined by taking into account the construction progress of the power market, the demand of the power system and other factors. The independent new energy storage power station on the grid side shall be managed by the list system, and the management requirements shall be separately specified by the National Energy Administration according to the analysis of the power supply and demand situation and the measures for guaranteeing supply. The specific list of projects shall be formulated by the provincial energy authorities in conjunction with the price authorities.

3. Orderly establishment of reliable capacity compensation mechanism

on power generation side (1) General requirements of reliable capacity compensation mechanism. Reliable capacity refers to the capacity that the unit can continuously and stably supply power during the peak period of the system throughout the year. After the continuous operation of the electricity spot market, the provincial price authorities, together with the relevant departments, shall establish a reliable capacity compensation mechanism in a timely manner to compensate the reliable capacity of the units in accordance with the unified principle. The compensation standard shall be determined reasonably and adjusted in a timely manner on the basis of making up for the unrecoverable fixed costs of the market marginal units in the electric energy and ancillary service market, taking into account the relationship between power supply and demand, the affordability of users, the progress of power market construction and other factors. In areas with a high proportion of new energy installed and a large demand for reliable capacity, the establishment of a reliable capacity compensation mechanism should be accelerated. Under the guidance of the state, in areas where conditions permit, the capacity price can be formed through the capacity market in a timely manner in accordance with the construction of the electricity market.

(Two) reasonably determine the scope of compensation. The compensation scope of the reliable capacity compensation mechanism may include coal power, gas power and qualified independent new energy storage on the grid side that independently participate in the local market, and gradually expand to other units with reliable capacity, such as pumped storage, in combination with the construction of the power market and the market-oriented reform of electricity price. The capacity that has obtained other guarantees will not be compensated repeatedly. Units priced by the government shall not be compensated.

(Three) do a good job of linking up with the capacity tariff policy. After the establishment of the reliable capacity compensation mechanism, the original capacity tariff will no longer be implemented for the relevant coal-fired, gas-fired and grid-side independent new energy storage units. Provincial price authorities may, on the basis of a relatively sound market system, uniformly implement the reliable capacity compensation mechanism for pumped storage power stations under construction after the promulgation of this circular, and participate in the market of electric energy and ancillary services, and all market benefits are obtained by the power stations. Pumped storage power stations under construction after the promulgation of Document 633 are encouraged to independently choose to implement the reliable capacity compensation mechanism and participate in the electricity market.

4. Improving relevant supporting policies

(1) Improving the trading and pricing mechanism of the electricity market. After the improvement of the coal and electricity capacity price mechanism, all localities can appropriately adjust the lower limit of the medium and long-term market transaction price of coal and electricity in the province according to the supply and demand of the electricity market and the variable cost of all units participating in the market, and appropriately relax the requirements for the proportion of medium and long-term contract signing of coal and electricity under the condition of ensuring the balance of electricity and electricity. Suppliers and demanders are encouraged to sign flexible price mechanisms in medium and long-term contracts that change with market supply and demand and power generation costs. When the supply and demand parties in the provincial market sign medium and long-term contracts, all localities shall not compulsorily require the signing of fixed prices. According to the power supply and demand, market structure and other conditions, a certain proportion of electricity agreed in the annual medium and long-term contracts shall be subject to flexible prices reflecting real-time supply and demand.

(Two) improve the settlement policy of electricity charges. The capacity charge and reliable capacity compensation cost of the above regulated power supply shall be included in the local system operation cost. In areas where the spot market operates continuously, the price of pumped storage pumping and grid-side independent new energy storage charging and discharging is implemented according to market rules or spot real-time prices; In areas where the spot market is not in continuous operation, the price of pumping (charging) shall be the price of purchasing electricity for industrial and commercial users on behalf of the power grid, and the price of generating electricity (discharging) shall be determined by the provincia l price authorities in consideration of the charging and discharging losses of various technical routes. Pumped storage and grid-side independent new-type energy storage pumping (charging) are regarded as users, who pay the line loss cost and system operation cost of the on-grid link, and temporarily implement the transmission and distribution price according to the single power system user; the transmission and distribution fee is reduced accordingly for the power generation (discharge). The market income shared by pumped storage power stations in proportion shall be settled monthly and liquidated annually.

(3) To clarify the way of sharing electricity charges for regional shared pumped storage capacity. The proportion of capacity tariff allocation for regional common pumped storage power stations is determined according to the proportion of capacity allocation, and market-oriented optimization is encouraged. Where the capacity allocation proportion has been specified, it shall be implemented according to the specified proportion; where the capacity allocation proportion has not been specified but the project has been approved, it shall be determined and specified by the local provincial energy and price competent departments through consultation with the provincial energy and price competent departments that intend to participate in the allocation; where the new project has not been approved, it shall be specified in the project approval document after being determined through consultation according to the above principles.

5. Do a good job in organizing and implementing

(1) Strengthen work coordination. Provincial price authorities should work with relevant departments to improve the capacity tariff policy and establish a reliable capacity compensation mechanism in a timely manner, carefully organize and implement the policy, do a good job in policy interpretation, guide enterprises to strengthen management and promote the healthy development of the industry. The competent department of energy at the provincial level shall, in conjunction with the competent department of price, scientifically calculate the reliable capacity demand of the local power system. All localities should speed up the establishment and improvement of the power market system, realize the fair participation of pumped storage, new energy storage and other units in various markets such as electric energy and ancillary services, better reflect the value of regulation, and promote the full play of the role of regulation. Power grid enterprises should cooperate with data calculation, sign dispatching and operation agreements and related contracts with power stations, do a good job in market income calculation and settlement, and report relevant information to provincial price authorities and the National Development and Reform Commission (Price Department) annually. The state will strengthen guidance to all localities and promote smooth implementation.

(2) Establishing an evaluation system for the affordability of electricity prices. Provincial price authorities, in conjunction with energy authorities, shall establish an assessment system for the economic affordability of users, and take the assessment results as an important basis for determining the compensation standards for reliable capacity, formulating plans and schemes for the development of power system regulation capacity, new energy sources and new energy storage, and approving projects such as pumped storage. In areas where the reliable capacity of the power system is abundant or the economic bearing capacity of the users is weak, the new regulated power supply projects shall be strictly controlled; the relevant projects that have not carried out the assessment of the economic bearing capacity of the users shall not be included in the planning and approval, and the capacity tariff or reliable capacity compensation shall not be given.

(3) Strengthen the assessment of capacity electricity charges. Combining with the management requirements of various units, we should improve the assessment methods of capacity electricity charges, classify the assessment, guide the units to improve the level of production and operation, and enhance the peak output capacity. After the establishment of reliable capacity compensation mechanism, we should further strengthen the assessment and give full play to the guiding role of capacity price. For units that fail to meet the assessment requirements, the capacity charge or reliable capacity compensation fee shall be deducted, which shall be specified by the provincial price authorities in conjunction with the relevant parties.
