of the State Energy Administration on Promoting the Integration and Development of Coal and New Energy National Energy Development Coal [2025] No. 89 Provincial (Autonomous Region, Municipality directly under the Central Government) Energy Bureau, relevant provinces (Autonomous Region, Municipality directly under the Central Government) and the Sinkiang Production and Construction Corps and Development Commission, the coal industry management departments, and the provincial (Autonomous Region, Municipality directly under the Central Government). All dispatched agencies and relevant central SOEs: Promoting the integrated development of coal and new energy, accelerating the development and utilization of new energy resources in coal mining areas, and promoting the construction of a new pattern of coordinated development of traditional energy and new energy are of great significance for consolidating the foundation of stable energy supply and promoting the green and low-carbon transformation of energy. In order to thoroughly implement the decision-making and deployment of the CPC Central Committee and the State Council, promote the deep integration of coal and new energy, and accelerate the construction of a new energy system, the following suggestions are put forward. First, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should thoroughly implement the spirit of the 20th and 20th Plenary sessions of the CPC, fully, accurately and comprehensively implement the new development concept, thoroughly implement the new strategy of energy security, take green and low carbon as the direction, take scientific and technological innovation as the driving force, and strive to build a well-off society in an all-round way. Relying on the resource elements of coal mining areas, we should vigorously develop new energy, orderly implement clean energy substitution in mining areas, promote the extension and development of coal industry chain, establish and improve the integrated development mechanism of coal and new energy, and promote the green transformation and sustainable development of the coal industry. By the end of the "15th Five-Year Plan", the integrated development of coal and new energy has achieved remarkable results, the development model of photovoltaic wind power industry in coal mining areas has basically matured, the penetration rate of electric energy substitution and new energy has been greatly increased, a number of clean low-carbon mining areas have been built, and the green development momentum of the coal industry has been further enhanced. 2. Main tasks (1) Accelerate the development of photovoltaic wind power industry in mining areas. Effectively revitalize the land resources in mining areas, make full use of coal mining subsidence areas, industrial squares, dumps, reclamation areas and other sites in mining areas with abundant light resources, accelerate the construction of photovoltaic power stations, promote the local consumption of new energy power generation, and provide more green power for mining areas. Coal-producing areas with concentrated land resources and good grid access conditions are encouraged to plan and build large-scale photovoltaic bases to enhance the level of large-scale development of new energy sources. We will innovate the "photovoltaic plus" multi-format development model, support the development of photovoltaic
(Two) actively promote clean energy substitution in mining areas. We will accelerate the electrification of key links in coal production, promote the application of electric drilling rigs, electric shovels and other equipment, and expand the proportion of electrification of terminal energy-using equipment. We will promote the substitution of new energy sources for transportation equipment in mining areas, apply electric and hydrogen mining cards on a large scale in open-pit coal mines where conditions permit, and gradually apply electric mining trackless rubber-tyred vehicles in underground coal mines according to the mode of transportation, so as to improve the clean and low-carbon level of transportation system in mining areas. We will support the rational layout and construction of charging stations and hydrogenation stations in mining areas in accordance with production and living needs, encourage the construction of multi-functional integrated stations for "light storage, charging and discharging", and improve the green transportation service infrastructure in mining areas. We will accelerate the elimination of inefficient and backward old boilers in mining areas, promote advanced boilers such as electric boilers, biomass boilers, gas oxidation heating boilers and clean and efficient pulverized coal boilers according to local conditions, and reduce self-use coal consumption in mining areas.
(3) Steadily promoting renewable energy heating and refrigeration in mining areas. Overall consideration shall be given to shaft insulation and ground production and living heating needs, and clean heating in mining areas shall be implemented according to local conditions. Encourage the development of shallow geothermal energy heating in coal mines where conditions permit, increase the promotion of heat exchange and heating technology in deep geothermal wells, and promote the large-scale development and utilization of geothermal energy in mining areas. Supporting the development of distributed solar heating in mining areas relying on idle space such as roofs and open spaces. Effectively utilize the heat source of gangue power plant, increase the application of mine ventilation waste heat utilization and coal mine gas oxidation heating, and explore the joint heating of multiple heat sources in mining areas. On the premise that the conditions of biomass resources are guaranteed, the mining area is supported to use the cogeneration technology of coal and biomass coupling combustion to generate electricity and heat. Explore the innovative application of renewable energy refrigeration technology in mining areas to effectively control underground high temperature heat damage.
(4) Innovating the development and utilization of green energy in mining areas. According to local conditions, we will build a smart micro-grid in the mining area with coordinated control of "source, network, load and storage", promote the integrated development and operation of photovoltaic wind power, gas power generation, multi-energy storage and intelligent energy management and control system in the mining area, and promote the efficient complementary utilization of multi-energy. Actively promote the improvement of production load regulation capacity in mining areas, carry out direct connection of green power in an orderly manner, encourage participation in green certificate and green power trading, and strive to expand the proportion of green power use in mining areas. We will vigorously promote the transformation of energy conservation and carbon reduction in mining areas, update key energy-using equipment at benchmarking and advanced levels, focus on key places such as mechanical and electrical maintenance workshops, transportation and logistics centers in mining areas, and build a number of typical factories and parks with high efficiency, low carbon and zero carbon to reduce the level of carbon emissions in mining areas. Encourage the scientific implementation of carbon sequestration forest and grass projects in mining areas where conditions permit, and coordinate the promotion of ecological restoration and carbon sequestration in mining areas.
(5) Promoting the extension of the coal industry chain and the development of new energy. We will actively support coal enterprises to coordinate the layout of coal, coal-fired power and new energy industries, increase investment and development in clean and efficient thermal power and new energy industries, enhance the benefits of integrated and coordinated development, and gradually transform into integrated energy production service providers. We will promote the implementation of a new generation of coal-fired power transformation and upgrading in mining areas, encourage joint development and optimal combination with new energy sources, and enhance the stability of the energy supply system. We will strengthen the full concentration utilization of coal mine gas and actively develop gas utilization methods such as power generation, heating and purification. Optimize the layout of the industrial chain, encourage coal-based oil and gas and coal chemical projects to carry out large-scale green power, green hydrogen substitution and carbon capture, utilization and storage (CCUS) applications, and effectively reduce the level of carbon emissions from coal conversion. We will support coal enterprises to develop innovative products such as carbon-based special fuels, coal-based biodegradable materials and new energy power generation materials, and create new highlights for the green development of the coal-based industrial chain.
(6) Strengthen scientific and technological innovation and talent cultivation. We will actively carry out basic theoretical research on the integration and development of coal and new energy sources, and strengthen the research and development of key technologies such as the coupling of coal and new energy sources for power generation, the integration of mine space energy storage systems , and the coupling of hydrogen production from new energy sources and coal conversion. Increase the exploration and practice of technical paths such as coupling heating coal-fired power units with new energy to reduce carbon and increase efficiency, and using abandoned mine space to implement gravity energy storage. We will support the integration of coal and new energy to develop the first set of technical equipment applications, build a number of advanced pilot projects that can be replicated and popularized, and form a low-carbon oriented transformation model of coal-based scientific and technological achievements. Strengthen the training of talents in the field of new energy in coal enterprises, encourage the training of a number of professional and compound talents on demand in the form of order classes and joint training, support coal enterprises to strengthen communication with new energy enterprises and scientific research institutions, and jointly enhance the innovative and practical ability of talents.
(7) Increase policy coordination support. The state has incorporated the integrated development of coal and new energy into the "15th Five-Year Plan" energy, coal and renewable energy planning, as a key task and measure to highlight the implementation. Supporting local governments to plan land resources in mining areas as a whole, making good use of policies such as funds from the central budget and carbon emission reduction support tools, and strengthening the guarantee of new energy industry factors in mining areas. Financial institutions should be guided to increase credit support for coal and new energy integration development projects in accordance with the principles of marketization and legalization. Power grid enterprises should strengthen communication with construction units of new energy projects in mining areas to ensure grid-connected power generation of new energy projects in mining areas. Distributed new energy projects in mining areas are encouraged to participate directly or in the electricity market in an aggregate mode. We will strengthen the energy conservation review and carbon emission assessment of new projects, and promote the clean and efficient use of coal and the substitution of non-fossil energy.
3. Organize and implement
the National Energy Administration to strengthen the overall planning of the industry, work with relevant departments to strengthen the guidance, coordination and follow-up evaluation of the integrated development of coal and new energy, improve the support policy and standard system, and study, coordinate and solve major problems in the promotion of the work. Provincial energy authorities should refine and improve policies and measures, strengthen supervision and guidance, strengthen exchanges and mutual learning of advanced technologies and management models, and promote the implementation of various tasks of the integration of coal and new energy. Coal and new energy integration development project units should strictly implement the main responsibility of safety production and do a good job in all aspects of safety production. Departments such as the dispatched agencies of the State Energy Administration and local energy authorities should strengthen supervision according to their responsibilities and promote the standardized construction and operation of projects. Key coal enterprises, especially members of the high-quality coal development mechanism, should give full play to their industrial, technological and market advantages, work out the implementation plan for the integration of coal and new energy in light of the actual research in mining areas, put forward the direction and key tasks of industrial development, accelerate the implementation of key projects, create a number of typical cases with characteristics, and lead the integration of coal and new energy to achieve high-quality development.
