(4) Promoting the integrated operation of new energy. We will continue to improve the prediction accuracy of new energy power generation, actively adopt advanced network construction technology, promote multi-variety collaborative optimization control of new energy, comprehensively enhance the considerable, measurable, adjustable and controllable capabilities of new energy, and build a number of system-friendly new energy power stations. We will encourage the integrated use of new energy and energy storage, explore substantive joint ventures between new energy and other power sources under certain conditions, formulate overall market participation strategies, and enhance market competitiveness. Strengthen digital upgrading and transformation, on the basis of implementing the safety protection requirements of power monitoring system, promote centralized monitoring and integrated operation and maintenance of new energy base stations, and improve operational efficiency. We will accelerate the large-scale development of virtual power plants and strengthen the aggregation and coordination of decentralized power resources.
3. Vigorously promote the coordinated development
of new energy and multi-industries (5) Accelerate the promotion of the new energy industry chain to "make (make) green with green". In areas rich in new energy resources, we should improve the application level and spatial agglomeration efficiency of new energy equipment manufacturing, build a more competitive new energy manufacturing base, strengthen the collaborative innovation of upstream and downstream industrial chains, and explore the construction of an integrated new energy industry system. Promote the green manufacturing of the whole chain, and promote the green transformation of the mining and processing of new energy raw materials, the manufacturing of key components and the production process of products. Supporting new energy-based industrial parks to apply new formats such as green power direct connection, smart micro-grid (integration of source, network, load and storage), new energy access to incremental distribution network, and green certificate and green power trading, to build low-carbon and zero-carbon parks with multi-energy complementarity and high self-sufficiency, to promote the synergy of pollution reduction and carbon reduction in industrial parks, and to achieve a higher proportion of "green system (green)".
(6) Promote the coordinated optimization and upgrading of new energy and traditional industries. We will actively guide the transfer of high-energy industries to areas rich in new energy resources and capable of carrying resources and environment, guide the optimization of the layout of major productive forces and infrastructure with new energy resources, and realize the local consumption of "West-to-West Power". Guiding key industries such as petroleum, petrochemical, chemical, iron and steel, non-ferrous metals, based on regional resource endowment and industrial foundation, through optimization of production process, upgrading of self-owned power plants and scientific allocation of energy storage facilities, systematically enhance load regulation capacity, and coordinate the realization of energy cost reduction and efficient consumption of new energy. Other traditional industries are encouraged to carry out green design of products and flexible transformation of production processes to reduce the carbon footprint of products throughout their life cycle and enhance their green competitiveness. Through the layout optimization and coordinated operation of new energy and traditional industries, a new industrial energy consumption system matching the characteristics of new energy will be constructed.
(7) Actively promote the integration and mutual development of new energy and emerging industries. Combining with the construction of "East Digital West Computing" project, we should coordinate the green power demand of computing facilities and the endowment of new energy resources, promote the coordinated planning of new energy bases and computing facilities, and explore the construction of computing facilities relying on offshore wind power bases. Classify and tap the potential of space-time regulation of computing power load, promote the integration of power and computing power, and provide green power support for speeding up the construction of a national integrated computing power network. In areas with rich new energy resources and solid manufacturing foundation, we will promote the coordinated layout and cluster development of new materials, high-end equipment manufacturing, energy conservation and environmental protection and other emerging industries with new energy, and accelerate the formation of a new industrial ecology of "promoting new with new".
4. Actively promote the diversified non-electric utilization
of new energy (8) Focus on improving the level of coordinated development of wind and solar hydrogen storage. We will strengthen key technologies such as wide-range rapid dynamic operation of electric hydrogen production and joint control of multiple electrolyzers, improve the technical performance of electrolyzers, improve the regulation range, response speed and accuracy of hydrogen production from electrolyzed water, and better adapt to the fluctuation characteristics of new energy sources. Optimize the ratio of wind and solar energy, rationally allocate power storage and hydrogen storage facilities, develop an integrated adaptive self-regulation system for new energy power generation, hydrogen production and storage facilities, and hydrogen load, and improve the level of collaborative optimization control and self-balancing ability of wind and solar hydrogen storage. Promote the development of new energy weak grid-connected and off-grid hydrogen production mode.
(9) Steadily build a comprehensive industrial base of green hydrogen ammonia alcohol (hydrogen-based energy). We will support local governments to plan and build hydrogen-based energy industries such as green hydrogen, ammonia and alcohol, and sustainable aviation fuels in the light of green development needs and resource conditions. Focus on the areas with great potential for wind and solar energy development and abundant biomass and water resources, and plan and lay out the comprehensive industrial base for hydrogen, ammonia and alcohol production from renewable energy. We will coordinate supply and demand, scientifically plan infrastructure such as transport pipelines, filling and transshipment ports, and promote the construction of a trans-provincial transport system in an orderly manner. We will support the large-scale preparation of green hydrogen, ammonia and alcohol in "Shagehuang" and water, scenery and large bases, promote their application in key areas such as coal chemical industry and metallurgy, and promote the development of industrial coupling. Coastal areas are encouraged to explore the technology of producing hydrogen, ammonia and alcohol from offshore wind power and develop green fuel filling for shipping.
(10) Promote the application of new energy heating in an orderly manner. Industrial parks with strong demand for heat (cold) in textile, medicine, papermaking and food processing are encouraged to build multi-energy coupling integrated energy supply stations with new energy as the main body by means of renewable energy power heating, heat pump heating (refrigeration) and photovoltaic photothermal integration. Find out the potential of new energy heating resources, scientifically lay out geothermal energy heating, strengthen the cascade utilization of geothermal energy, develop the heating mode of direct use of green electricity according to local conditions, actively explore the complementary and efficient utilization of geothermal energy, wind and solar energy, biomass and traditional fossil energy, and promote the organic integration of new energy heating and existing heating systems. Give full play to the advantages of flexible regulation of thermal system, promote the joint optimal operation of new energy and thermal system, and explore the coupling application of new energy heating and long-term heat storage technology such as rock, soil and water.
5. Strengthen organizational guarantee
(11) Actively and orderly organize project construction. The National Energy Administration gives priority to supporting the construction of new energy integration projects in areas with high penetration of new energy. Provincial energy authorities should strengthen overall coordination and factor guarantee in the process of project organization and construction, rationally arrange project scale in the development and construction plan of new energy projects, enhance cross-sectoral cooperation, form joint efforts, and timely track and monitor the operation of project construction. The dispatched agencies of the State Energy Administration and local energy authorities shall, in accordance with their respective responsibilities, strengthen the supervision of project access and network-related security. The National Energy Administration will summarize and promote the advanced experience of typical projects.
(12) Optimizing the management of project investment and development. Optimize the approval (filing) of new energy integration projects, grid access, power business license processing and other related processes, and encourage the overall one-stop processing of relevant procedures for the project. Local governments are encouraged to study the multi-party cooperation mechanism of new energy and industrial integration projects in light of actual conditions. To study and support eligible new energy integration projects through local government special debt.
(Thirteen) optimize the power dispatching mechanism. On the premise of ensuring the security and stability of the power grid, we should promote the coordinated and optimal dispatch of "Shage famine", water, scenery and new energy bases on the sea, actively promote the aggregation and regulation of distributed resources through virtual power plants and other modes, and encourage new energy and industrial integration projects to enhance the level of multi-factor coordination and self-balancing ability of source, network, load and storage. We will refine and improve the technical standards, operation rules and assessment rules for grid-connected dispatching of various projects, and clarify the regulatory relationship and scope of powers and responsibilities of various elements.
(Fourteen) improve the market trading and certification mechanism. Support the "Shago wasteland" and the new energy base of water, scenery and wind to participate in electricity market transactions in an integrated mode. Promote the multi-year green power purchase agreement, and improve the market participation and transaction settlement mechanism of new energy and industrial integration projects. We will actively explore the fair participation of new energy integration projects in the electric energy market and the power ancillary service market. We will promote the improvement of the reliable capacity compensation mechanism and explore the inclusion of eligible new energy integration projects in the scope of capacity compensation. Explore and promote the establishment of certification mechanism for non-electric energy carriers such as green hydrogen ammonia alcohol, and gradually improve the green evaluation standards, certification rules and identification system.
