On October 28, Hubei Energy Bureau issued a notice on promoting the construction of new energy power generation projects, implementing the action of doubling the installed capacity of new energy, strengthening the development and utilization of wind and solar power generation resources, strongly supporting the realization of "available electricity, inexpensive electricity, better service", and striving to achieve the goal of renewable energy consumption responsibility weight issued by the state. Define the scope, conditions and workflow of declaration.
1. Scope
of declaration (1) National and provincial pilot demonstration projects. If the province strengthens the pilot counties of wind and solar power resources utilization to carry out resource survey, project planning, development subject optimization and other work and achieves phased results, new energy power generation projects not exceeding 100000 kilowatts can be declared. If the pilot counties of the national rural energy revolution have achieved phased results and met the dispatching requirements of the State Energy Administration, they may declare the continuation of new energy power generation projects in accordance with the construction scale determined by the pilot scheme. To implement the requirements of major national science and technology projects, new energy power generation projects may be declared according to the requirements.
(2) Million kilowatt new energy base project. If the first phase projects of the ten million kilowatt new energy bases for wind, solar and fire storage included in the provincial planning are all completed and the second phase projects are all started, the renewal of new energy power generation projects can be declared within the planning target of one million kilowatt.
(3) Coal power and new energy joint venture projects. To implement the requirements of the national policy on the joint operation of coal-fired power and new energy, if the peak-shaving coal-fired power has completed the flexible transformation of thermal power and put into operation, the new energy power generation project can be declared at twice the actual new peak-shaving capacity (deducting the arranged scale). If the main project of new peak-shaving coal-fired power is started, the new energy power generation project can be declared according to one time of the designed new peak-shaving capacity (deducting the arranged scale).
(4) Wind, solar, water and storage integration project . Pumped storage projects that have been approved and started may declare new energy power generation projects that do not exceed 10% of the installed capacity of pumped storage if the main project has started and the scale of new energy construction has not yet been matched. If the investment is more than half (subject to the data approved by the statistical department), new energy power generation projects with no more than 50% of the installed capacity of pumped storage can be declared (deducting the arranged scale).
(5) Incentive projects for strategic emerging industries of energy. The provincial new energy storage demonstration project will be fully connected to the grid by the end of June 2025. It can declare hydrogen production projects by electrolysis of water that have completed equipment commissioning and have hydrogen production conditions not exceeding can be made according to 1000Nm ³/H (VI)". Supporting all kinds of ownership enterprises to participate in the development of wind and solar power generation resources, enterprises that have signed investment agreements with the people's governments at or above the county level for new energy power generation projects and are not within the scope of the aforementioned 1-5 projects may declare such projects. In principle, each county (city, district) should declare no more than one project. The single declaration scale of the above
projects does not exceed 100000 kilowatts . Projects not included in the development and construction scale of 2025 will be arranged on a rolling basis in subsequent years. The upgrading and reconstruction project of the wind farm shall be organized and implemented in accordance with the relevant national management measures.
2. Conditions
for declaration (1) Investment subject. The pilot counties for the utilization of wind and solar power resources and the pilot counties for the national rural energy revolution shall select the main investors from the pilot counties. The cities, prefectures and counties where the wind, solar, fire and storage million kilowatt new energy base is located should strengthen the overall planning of resources and give priority to supporting the renewal projects of the base. Coal-fired power and new energy joint venture projects, water-wind-solar integration projects and energy strategic emerging industry incentive projects are invested by the owners of peak-shaving coal-fired power, pumped storage power stations and industrial projects, or by the controlling party of the owners. The investors have signed investment agreements with the people's governments at or above the county level for new energy power generation projects.
(2) Conditions for land use. The new energy power generation project conforms to the national land and space use control policy and ecological environment protection policy, and the project site avoids sensitive areas such as cultivated land, ecological protection red line, nature reserve, water source protection area, cultural relics protection site and military restricted area. Photovoltaic power generation projects have obtained compliance review opinions from local natural resources, agriculture, rural areas, forestry, water conservancy, ecological environment, cultural relics protection, military and other departments. The wind power project has obtained the supporting opinions on land use from the local natural resources department. For projects using non-state-owned construction land, the owner unit has signed a transfer (lease) intention agreement with the land ownership unit (or individual).
(3) Project filing. After the construction site of the new energy power generation project is determined, the photovoltaic project shall handle the filing certificate, and the wind power project shall obtain the code. The filing contents (including investment subject, construction scale, construction site, etc.) Must be completely consistent with the compliance review opinions.
(4) Network connection scheme. The new energy power generation project has formulated a design scheme for the access system, specifying the substations to be accessed, the voltage level to be accessed, and the distance to be sent out. Encourage the use of existing delivery channels to expand and continue construction projects.
3. Work flow
(1) Owner's application. Owners who meet the requirements of this Notice shall apply in writing to the Provincial Energy Bureau for inclusion in the new energy development and construction scale of the province in 2025 before November 10 after determining the specific projects. The project information and relevant supporting documents are synchronously uploaded to Hubei New Energy Project Management Platform (hereinafter referred to as "Management Platform").
(2) Level-by-level review. The competent energy departments of cities and counties shall examine and verify the projects step by step, focusing on whether the applicants meet the qualifications and whether the supporting documents are complete and effective. By November 14, the projects that meet the requirements will be pushed to the Provincial Energy Bureau through the management platform.
(3) Scoring and sorting. The Provincial Energy Bureau, guided by consumption and in accordance with the competition ranking rules for new energy power generation projects (see annex for details), organizes the ranking of projects that have passed the audit (the pilot projects for strengthening the utilization of wind and solar power resources do not participate in the ranking).
(IV) Network connection check. The provincial electric power company carries out grid connection verification according to the project ranking results, and feeds back the verification results within 40 working days.
(5) Confirmation and publication. For projects with network access conditions, the Provincial Energy Bureau publishes the list of projects.
4. Work requirements
(1) Optimizing the investment environment. All localities should consolidate the results of special rectification of improper market intervention in the field of new energy development, continuously optimize the market environment, and should not force new energy development and construction units to support industries and build energy storage.
(Two) do a good job of network connection service. Power grid enterprises should guide local and project units to optimize project layout and give priority to projects with relatively good conditions for grid connection and absorption. For areas with difficult access at present, power grid enterprises coordinate the demand for grid-connected new energy projects and grid construction, and roll access in subsequent years. In areas with a high proportion of new energy and limited access to the grid, voluntary construction of new energy storage on the power supply side and the grid side is encouraged.
(Three) do a good job in project implementation. After the announcement of the list of projects, the investment and development enterprises should go through the formalities before the start of construction, and fill in the completion of project investment and image progress monthly after the start of construction, so as to ensure the safety and quality of construction.
(4) Do a good job of policy convergence. If the project unit with construction scale of policy allocation in 2024 fails to declare or pass the grid connection verification, it may re-declare the new energy project in accordance with this Notice; if it is not within the scope of this Notice, it shall continue to be implemented in accordance with the original Notice and be included in the corresponding annual new energy development and construction plan after obtaining the grid connection verification opinions of the provincial power company.
(5) Incorporate into the credit system. Each investor shall be responsible for the authenticity, legality and compliance of the project declaration materials. If there are fraudulent acts, they shall be notified and interviewed or included in the list of dishonesty after verification.
